About this file
This is a Request for Information (RFI) issued by Fermi Forward Discovery Group LLC, the manager and operator of Fermi National Accelerator Laboratory (Fermilab), under DOE Prime Contract Number 89243024CSC000002. The RFI seeks industry input regarding alternative concepts for the Near Detector Complex (NDC) at the Long-Baseline Neutrino Facility (LBNF) Project in Batavia, Illinois.
Fermilab is evaluating replacing two drop shafts and an underground cavern in the current design with one or multiple larger shafts approximately 210 feet deep, consisting of approximately 80 feet of soil excavation and 130 feet of rock excavation. The RFI presents four specific variants: (1) a single ~83-foot diameter shaft resulting in approximately 10% overall excavation reduction; (2) the same single shaft shifted 300 feet upstream, reducing rock excavation depth by 30 feet and volume by 23%; (3) two shafts (~83-foot and ~67-foot diameters) increasing overall excavation by one-third while reducing rock excavation by one-third; and (4) the two-shaft configuration shifted 300 feet upstream with the same rock excavation reductions. For each variant, Fermilab requests input on schedule duration compared to the baseline 36-month RFP duration, cost impacts relative to the prior design, and specific cost savings magnitude (±5%). Additional questions address construction methodology, specifically the prevalence and cost differential of slurry-shaft-diaphragm versus ring-beam-and-lagging permanent retention systems in the Chicago underground construction market. Responses must be submitted in writing by March 5, 2026, to Craig G. Schmitz at schmitzc@fnal.gov. The RFI is for information-gathering purposes only and does not commit the Government to pay costs or confer advantages in future procurements.

Request for Information (RFI) LBNF/DUNE-US Near Detector Complex Large Shaft Concept
1. Purpose
Fermi Forward Discovery Group LLC (“FFDG”), the manager and operator of Fermi National Accelerator Laboratory (“FERMILAB”), under its Prime Contract Number 89243024CSC000002 with the United States Department of Energy (“DOE”), is leading the Long-Baseline Neutrino Facility (LBNF) Project to enable a world-class program in neutrino physics. The LBNF Project (https://lbnf-dune.fnal.gov/) provides the infrastructure for a new high-intensity neutrino beam generated at Fermilab to be aimed at neutrino detectors located nearly a mile underground at the Sanford Underground Research Facility (SURF) in Lead, SD.
The LBNF Near Site Conventional Facilities (NSCF) Subproject at Fermilab in Batavia, IL would like your thoughts and opinions concerning some questions on the LBNF/DUNE-US Project. The purpose of this Request for Information (RFI) is to obtain industry input regarding an alternative concept for the Near Detector Complex (NDC).
2. Background
Fermilab is evaluating the feasibility of an alternative concept for the NDC that includes replacement of two drop shafts and underground cavern included in Fermilab’s prior design of the Complex with a single or multiple larger approximately 210ft deep shafts, each requiring approximately 80ft of soil excavation depth and approximately 130ft of rock excavation depth. Under this alternative concept, instead of excavating an underground cavern, only the portion of rock needed to accommodate the roughly rectangular footprint of the detector string would be excavated within the footprint(s) of the larger shaft(s).

In one variant of this concept, a single shaft having a diameter of roughly 83ft would require about three times the soil excavation but only about one-half the rock excavation relative to Fermilab’s prior design.
The overall quantity of soil and rock excavation would be reduced by a small margin (a bit more than 10%).
In a second variant of this concept, two shafts would be required, one with a diameter of approximately 83ft and a second with a diameter of approximately 67ft. In this case, the volume of soil excavation would increase over five times, the volume of rock excavation would decrease by about one-third (relative to the current design), and the overall quantity of soil and rock excavation is about one-third greater.
Additionally, either of these two variants could potentially be shifted to the east up to 300ft. Since the beamline is on a 10% slope, a shift of 300ft would result in shaft and rock depth excavation of 30ft.
Because the alternative concept eliminates the underground cavern, off-axis measurements will have to be made by shifting the detectors vertically, rather than horizontally, requiring a vertical transport system for the detectors. This aspect of the concept is outside the scope of this RFI.
Fermilab is seeking to understand, in general terms, if any overall decreases in large shaft construction cost and/or savings from schedule efficiency under the alternative concepts would offset the increases in soil and/or total soil and rock excavation. Is the large shaft concept a significantly more economical approach relative to the current design? Fermilab is not soliciting proposals or seeking specific pricing data for its alterative design, but is rather seeking to understand whether, in the contractor’s judgment, either version of the proposed alternative concepts is likely to have a material effect on the overall project cost.
3. Respondents are encouraged to provide input on the following:
3.1 Single ~83 ft. dia. Shaft:
a. Would this new concept result in a longer or shorter duration than the 36-month duration represented in the previously issued RFP (see enclosed drawings)? If so, by how much?
b. Would this new concept result in a higher or lower proposal cost relative to the previously issued RFP (see enclosed drawings)?
c. If a cost reduction is applicable based on the new concept, what cost magnitude +/- 5% would the savings represent?
3.2 Single ~83 ft. dia. Shaft Shifted 300 ft. Upstream:
If the shaft is shifted upstream 300 ft., the depth of rock excavation would be reduced by 30 ft. and the volume of rock excavation for this shaft reduced by approximately 23%.
3.3 ~83 ft. dia. Shaft & ~67 ft. dia. Shaft:
3.4 ~83 ft. dia. Shaft & ~67 ft. dia. Shaft Shifted 300 ft. Upstream:
If the shafts are shifted upstream 300 ft., the depth of rock excavation would be reduced by 30 ft.
and the volume of rock excavation reduced by approximately 23%.
3.5 Construction Methodology:
The A/E-of-Record is proposing using slurry-shaft-diaphragm construction as a potentially economical alternative to ring beams-and-lagging and permanent liner for larger diameter shaft construction.
a. In the Chicago Underground Construction Market, are slurry shaft diaphragms commonly installed?
b. In the Chicago Underground Construction Market, are ring beams and lagging commonly installed?
c. In the Chicago Underground Construction Market, which permanent retention system (slurry versus ring beam) is more economically installed associated with the large shaft concept? If there is a cost differential, what is the difference +/- 5%?
