About this file
This is a Request for Proposal (RFP) from Prado Group (Owner) in partnership with Suffolk Construction (General Contractor) for Local Business Enterprise (LBE) Liaison Services for the Presidio Highlands Phase 1 development located at 3333 California Street, San Francisco, California. The project seeks one qualified consultant to provide comprehensive LBE liaison services across design, procurement, and construction phases through two coordinated but separate contracts. Scope A (Owner Contract) encompasses program development including creation of an LBE Participation Plan, outreach strategy, and reporting frameworks; stakeholder coordination with the LBE Advisory Committee, Office of Economic & Workforce Development, and community organizations; owner oversight of contractor compliance; communications including website content and community updates; and strategic monthly reporting on participation status and risks. Scope B (Contractor Contract) supports execution of contractual LBE obligations through procurement outreach for all bid packages, bid support for LBEs, compliance documentation preparation, construction phase monitoring, and serving as the primary point of contact for LBE inquiries and issue resolution. Additional shared responsibilities include maintaining a unified outreach database, developing an opportunity calendar, planning public workshops and networking events, attending monthly coordination meetings, and creating a tracking dashboard. The RFP deadline is Friday, July 24, at 5:00 p.m., with proposals required in PDF format including firm qualifications, relevant experience, staffing, approach, fee proposal, and references.
The RFP does not specify contract pricing, funding amounts, or contract term length in the provided document. No set-asides, incumbent information, or detailed funding sources are identified. The proposal submission requirements emphasize the need for evidence of relevant experience and qualifications, suggesting that evaluation will be based on firm capability to manage coordinated LBE engagement across both owner and contractor perspectives while avoiding duplication of effort. The point of contact is Casey Hession at Prado Group (chession@pradogroup.com, 925-997-5090).
