About this file

This document outlines security procedures and compliance requirements established by the Michigan Department of Corrections (MDOC) for contractors and subcontractors working on the Law Enforcement Information Network (LEIN) contract. The requirements apply to all contractor staff assigned to the contract, including subcontractors who provide direct services to offenders (prisoners, parolees, probationers), handle or access offender records, or provide supervisory services to staff performing these functions. Key compliance obligations include submission of a completed LEIN Information Form at contract start and annually thereafter to MDOC-PMCD-FOA-LEINS@michigan.gov for approval prior to staff working with MDOC offenders. The LEIN form is provided at no cost to the contractor. Additionally, contractor staff must have no active police warrants, pending charges, or current jurisdiction as offenders, with felony ex-offenders ineligible until discharged from all sentences including parole and probation supervision.

Subcontractor staff performing similar functions must clear background checks at contract start and annually thereafter, including the Michigan State Police Internal Criminal History Access Tool (ICHAT) or municipal/federal equivalent, with the contractor maintaining copies for audit purposes. Contractor staff may be required to submit an RI-8 Fingerprint Card for fingerprint checks to MDOC. Both contractors and subcontractors must verify and document any relationships or acquaintance between staff members and offenders receiving services, requiring completion of the Offender Contact Exception Request (CAJ-202) form submitted to the MDOC Program Manager. The MDOC reserves discretionary approval rights over applicants with criminal justice system involvement based on circumstances. All documentation must be maintained in employee personnel files for auditing purposes.
