About this file

This document is a Questions and Answers (Q&A) file for a Counter small-Unmanned Aircraft System (C-sUAS) Sources Sought market research effort by the U.S. Marine Corps Program Manager for Light Armored Vehicle (PM LAV). The document provides detailed responses to industry inquiries about a potential procurement, focusing on technical and budgetary aspects of integrating a C-sUAS solution onto Light Armored Vehicles (LAV). Key details include a price target of less than $2M per system, ongoing assessments of vehicle configurations (turreted vs. non-turreted), and interest in modernized Remote Controlled Weapon Systems (RCWS) that can seamlessly integrate with C-sUAS technologies.

The Q&A clarifies several important procurement considerations: the $2M budget is per system, covers only hardware (B-Kit items), requires a proposal subsection of no more than 20 pages, and involves selecting an LAV variant that can accommodate the chosen capabilities based on Size, Weight, Power, and Cost (SWAP-C) constraints. The government is seeking industry input on detection capabilities, particularly regarding emerging threats like FPV drones, fiber optics, and GNSS-resilient technologies, with the ultimate goal of enhancing the survivability and effectiveness of Light Armored Vehicles against unmanned aircraft systems in contested electromagnetic environments.

Can you please provide detailed information about the anticipated threats, specifically regarding whether they include FPV drones, fiber optics, GNSS resilient technologies, and any other characteristics that may influence our detection capabilities?

While we do not currently have specific details on FPV drones, fiber optics, GNSS-resilient technologies, or other detection-impacting factors, we recognize the importance of assessing evolving threats. Our team is continuously monitoring developments in these areas and welcomes any insights from industry experts that could help shape future detection capabilities. We encourage continued engagement and will provide updates as more information becomes available.

Can you please clarify the SWAP budget for the vehicle? Specifically, is the LAV turreted or non-turreted?

At this stage, the determination of whether the vehicle will feature a turreted or non-turreted platform remains under review, with ongoing assessments considering operational requirements and resource allocation. As the design process progresses, more concrete details will be made available, and we encourage continued engagement as updates emerge.

To clarify, we are seeking proposals that include a new RCWS as part of the complete CUAS solution.

While the existing RCWS on the LAV has been utilized for previous applications, we are interested in modernized systems that enhance air defense effectiveness, optimize target engagement, and integrate seamlessly with CUAS technologies.

It is to be assumed the existing LAV RCWS will be used or is a new, full range RCWS solution required?

Would the less than $2M price target also include any integration work required as well, or is that just for the hardware?

Is the $2M for the (12) systems for a capabilities baseline assessment under Section 3) Producibility?

Just hardware or what we would refer to as B-Kit items (these are Vendor provided). A-Kits are the vehicle installation kit that NIWC would need to design and build to install their capability.

Answered above under number three.

Is it safe to assume these systems would be utilized for all LAV variants?

No, we would choose an LAV variant that could accommodate the chosen capabilities, to be determined in the near future based on SWAP-C constraints and integration assessments.

C-sUAS Sources Sought Q&A

The less than $2M price target, is that per system, per vehicle, etc.?

Question Answer

Is there a page count limit and or formatting requirements (TNR, 10-point font, etc.)?

Per system

Normal standard language is to be defined. The actual proposal subsection for the capabilities based on the requirements should be no more than 20 pages. 8 ½ x 11 pages total. It is acceptable to exclude from the page count any of the title pages, table of contents, company information, etc. and not be counted against the section page limited.
