About this file

This is a Notice of Intent to Award a Sole Source Contract issued by the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the Defense Commissary Agency (DeCA). The government intends to award a sole-source commercial services contract to MANTech Advanced Systems International, Inc. (CAGE Code: 5N741, Herndon, VA) under NAICS Code 541511 (Custom Computer Programming Services, $34.0 Million size standard). The contract will provide comprehensive Information Technology Operations and Maintenance (O&M), custom software sustainment, database administration, and lifecycle management for Legacy Applications Technical and Operational Support Services (LATOSS). The requirement encompasses 24x7x365 technical and operational support across approximately 250 commissary locations worldwide, supporting DeCA's global retail grocery ordering, inventory accountability, vendor payments, and records management operations.

The legacy IT infrastructure consists of eight interconnected mission-critical systems: DIBS (DeCA Interactive Business System), SAVES (Standard Automated Voucher Examination System), AIMS (Automated Inventory Management System), EDI (Electronic Data Interchange), DERMAS-R (DeCA Electronic Records Management Archiving System-Refresh), TMS (Task Management System), C2K (Coupons 2000), and DMPS (DeCA Meat and Produce System). The contract scope includes end-to-end software maintenance, Tier II and Tier III service desk support, Oracle and SQL database administration, configuration management, cybersecurity operations, Risk Management Framework (RMF) Authority to Operate (ATO) sustainment, Zero Trust Architecture (ZTA) enablement, and Identity/Credential/Access Management (ICAM) integration. The legacy systems contain over 4,000 custom-coded processes developed in COBOL, AcuCOBOL, PL/SQL, and proprietary tools spanning 25 years of undocumented business logic. The contract will be awarded as a firm fixed price (FFP) contract with a base year plus four one-year option periods. Market research evaluated 23 commercial vendors and determined that MANTech is the only responsible source capable of performing without catastrophic failure during the planned 24 to 36-month migration to Enterprise Business Solution/Advanced Retail Technology Suite (EBS/ARTS). Interested companies must submit written capability statements within 7 days, including company information, CAGE Code, UEI, business size/socioeconomic status, and technical capability. Responses should be directed to Nicole Tokash (Contract Specialist) or Shelby A. Saum (Contracting Officer) via email only; no telephone requests will be accepted.

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT pursuant to Title 10 U.S.C. § 3204(a)(1), as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1 which establishes that only one responsible source and no other supplies or services will satisfy agency requirements. A sole source Justification & Approval document is being coordinated and, upon approval, a copy will be posted here on SAM.gov to comply with the public display requirements of RFO FAR 6.301.

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), DC3oE Division, on behalf of the Defense Commissary Agency (DeCA), intends to award a sole-source commercial services contract to MANTech Advanced Systems International, Inc. (CAGE Code: 5N741) to provide comprehensive Information Technology (IT) Operations and Maintenance (O&M), custom software sustainment, database administration, and lifecycle management under the Legacy Applications Technical and Operational Support Services (LATOSS) requirement.

The LATOSS contract provides continuous 24x7x365 technical and operational sustainment across approximately 250 commissary locations worldwide, supporting DeCA's global retail grocery ordering, inventory accountability, vendor payments, and records management operations. The supported core IT infrastructure consists of a tightly coupled, mission-critical portfolio of legacy systems:

DIBS: DeCA Interactive Business System SAVES: Standard Automated Voucher Examination System AIMS: Automated Inventory Management System EDI: Electronic Data Interchange platform DERMAS-R: DeCA Electronic Records Management Archiving System-Refresh TMS: Task Management System C2K: Coupons 2000 DMPS: DeCA Meat and Produce System

This contract provides end-to-end software maintenance, Tier II and Tier III service desk support, Oracle and SQL database administration, configuration management, and stringent cybersecurity operations—including Risk Management Framework (RMF) Authority to Operate (ATO) sustainment, Zero Trust Architecture (ZTA) enablement, and Identity, Credential, and Access Management (ICAM) / Global Federated User Directory (GFUD) integration. This requirement will be awarded as a new firm fixed price (FFP) contract, with a period of performance consisting of one base year plus four 1 year option periods.

The legacy LATOSS environment is characterized by severe technical complexity, encompassing over 4,000 custom-coded processes developed in archaic programming languages (COBOL, AcuCOBOL, PL/SQL) and proprietary tools (Wforms, MKeys, Forms Electric), with millions of lines of undocumented business logic refined over 25 years. DeCA is actively executing a strategic roadmap to sunset these legacy modules and incrementally migrate capabilities to the Enterprise Business Solution / Advanced Retail Technology Suite (EBS/ARTS) over the next 24 to 36 months. Market research conducted across GSA eBuy and SAM.gov (evaluating 23 commercial vendor capability statements) determined that only the incumbent, MANTech, possesses the required institutional and technical capability to perform without immediate and catastrophic failure while these legacy systems are phased out.

This notice of intent is NOT a request for competitive proposals. Companies who believe they can provide this service must indicate their interest in writing within 7 days of this notification and include a capability statement.
