NATIONAL PARK SERVICE
SINGLE SOURCE POLICY REQUIREMENTS
National Park Service Policy FAP&P 1443-2015-06 requires a written justification which explains why competition is not practicable. The justification must address one of the following criteria.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;
(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of, an activity presently being funded, for which competition would have a significant adverse effect on the continuity or completion of the activity. A single source on the basis of continuation must demonstrate that competition would result in a substantial duplicate cost to the government that cannot be recovered through competition;
(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;
(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, technical expertise, or other such unique qualifications;
(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
NPS did not solicit full and open competition for this award based the following criteria:

| Goals: This task agreement will provide on 52 week SCA intern with meaningful work assignments and educational opportunities with the Interpretation and Education Division at Lake Roosevelt National Recreation Area (LARO). This project focuses on public outreach and information through interpretation and education programs, digital media at LARO, and by providing educational programs for school groups. |
| PP: This project will support the Government's objective to provide opportunities for youth to lean about the environment by spending time working on projects in National Parks. Through leadership development, career exploration, and goal setting, youth participating in this program acquire the skills necessary to be teachers, leaders, and public land managers helping to protect natural areas. This project motivates its youth participants to become involved in the natural and cultural resource protection of their communities and beyond. |
This project will benefit the public by providing opportunities to experience and observe northeast Washington's unique flora and fauna with hands-on experiences through audience centered experience and formal ranger and educational programs. Websites and social media are important avenues of communication with the public about the park's natural and cultural resources even if people cannot get to the parks to experience it themselves. Results of the project are made available to the public through multiple venues, including rangers programs at the park as well as in the surrounding communities, websites, and publications. This increases the opportunities for public learning and understanding of LARO's natural and cultural history.
Overview: The Intern will work to educate the public through improved website messaging as well as creating new, educational videos about park safety messages and resources. They will also get the opportunity to interact directly with the public by providing formal interpretive experiences and educational programs for school groups. These interactions will increase opportunities for public learning and understanding the rich natural and cultural history of northeast Washington. NPS will also be providing a valuable internship experience for young individuals to take back to their communities.
