1.0 Purpose
The intention of this solicitation is to obtain landscaping services for The Federal Aviation Administration at the following facilities:
Key West Air Traffic Control Tower (EYW ATCT), 3491 S. Roosevelt BLVD Key West, FL 33040 Key West Long Range Radar (NQX ARSR) Bldg. A-4173 Naval Air Station Key West, FL 33040 Key West RCAG (EYW RCAG) 3301 Government Rd, Key West, FL 33040 Key West (FIS NDB), Clarence S Higgs Memorial Park, 1117–1157 Atlantic Blvd, Key West, FL 33040 Key West Mobile Air Traffic Control Tower (EYW MATCT), 3000 Government Road Key West, FL 33040
By means of a firm fixed-price contract.
1.1 General Requirements
The Contractor must provide all labor, supplies, supervision, tools, materials, equipment, and transportation necessary to provide landscaping services in accordance with this specification. Publications applicable to this specification are listed in Attachments 1 (Frequency schedule)

3.0 Requirements
3.1 Management
The Contractor must manage the total work effort associated with the landscaping services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, and quality control. The Contractor must provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. The Contractor must maintain an adequate workforce to complete work in accordance with the time and quality standards specified herein.
3.1.1 Work Control
The Contractor must implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor must plan and schedule work to assure material, labor, and equipment are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein. Verbal scheduling and reports on the status of service call and work items must be provided, when requested by the Contracting Officer.
3.1.2 Work Schedule
The Contractor's initial work schedule must indicate normal shift hours of operation. The contractor’s initial work schedule must also indicate weekly, twice a month or monthly schedules. The schedule must list the type of work to be performed, the areas to be worked, and the estimated time to complete the work in each area. When scheduled services performed twice monthly or less frequently fall on a holiday, alternate dates must be specified. The initial work schedule must be submitted to the Contracting Officer for approval within 15 days after award. Once approved, all work must be performed in strict compliance with the work schedule to facilitate the Government's inspection of the work. Changes to the work schedule must be submitted for the Contracting Officer's approval at least three working days prior to performance. In preparing the work schedule, the Contractor must comply with the following general requirements:
(1)Except as may otherwise be specified, all firm fixed-price work must be performed during the Government's regular working hours, as specified in Section 5.0 item (n). If the Contractor desires to carry on work after regular working hours, or on Saturdays, Sundays, or holidays, prior approval must be obtained from the Contracting Officer.
(2)Project work items must be performed during the days and times specified in section 5.0 item (n). If the Contractor desires to perform this work other than during the days and times shown, or on Saturdays, Sundays, or holidays, prior approval must be obtained from the Contracting Officer.
Hours of operation: Monday – Friday during regular working hours (f).
3.1.3 Interference with Government Business
The Contractor must schedule and arrange work to cause the least interference with the normal occurrence of Government business and mission. In those cases where some interference may be essentially unavoidable, the Contractor must be responsible to make every effort to minimize the impact of the interference, inconvenience, customer discomfort, etc.
3.1.4 Protection of Government Property
During execution of the work, the Contractor must take special care to protect Government property
3.2 Landscaping Services Requirements
The Contractor must provide the landscaping services described herein. For certain locations landscaping services requirements are divided into two seasons: Dry and Wet season. An inventory and description of the areas to receive landscaping services is included in Attachment 1.
(a) Before on-site work begins the contractor must submit a site/project specific written safety and accident prevention program containing the following:
(1) Name of responsible supervisor to carry out the program.
(2) Site specific information including emergency response contact information and emergency response protocols.
(3) Provide and submit a safety plan outlining its safety program specific to this site before beginning work.
(4) Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, FAA personnel, and Contractor's employees.
(5) Hazardous materials (HAZMAT) to be used
i. Safety data sheets must be available upon request for any HAZMAT used on or around wetlands and environmentally protected areas to include salt ponds, canals, drainage trenches, storm drains, etc.
ii. Storage of HAZMAT. There will be no storage of HAZMAT on Government properties.
(6) Heavy equipment operations (if required)
(7) Mowing equipment operations

(b) The contractor must provide a safe workplace for all employees while on FAA sites.
(c) The contractor must follow all Occupational Safety and Health Administration (OSHA) requirements, EPA, Federal, State, and local safety and health requirements
(d) The contractor must report all accidents to the Contracting Officer or Contract Specialist assigned to the contract immediately and assist the Contracting personnel and other officials as required in the investigation of the accident. Accidents that occur outside of the allowed maintenance area, and cause damage to natural resources must be reported to Florida Department of Environmental Protection and/or local law enforcement immediately.
(e) The contractor must provide a level of public safety commensurate with exposure at FAA worksite.
(f) The contractor must comply in rectifying all unsafe or unhealthful conditions called to his/her attention by the contracting officer.
(g) The contractor must allow for informal and formal, announced and unannounced safety inspections by the COR and the appropriate safety officer at the worksite.
(h) Contractor must be responsible for all applicable travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.
3.2.1 Basic Services
Basic services must be performed at the locations and frequencies shown in Attachment 1 (Frequency schedule), and must consist of the services listed for the specified locations.
(a) Trimming must be completed biweekly or monthly according to the mowing and maintenance plan attached. See attachment 1
(b) Edges adjacent to vertical surfaces such as walls, foundations, buildings, around trees, poles, fireplugs, curb stops, sprinkler heads and along fences must be trimmed
(c) Contractor must confine the staging of materials, equipment, and vehicles, and all other operations in connection with this contract to areas designated by the COR.
(d) The Contractor must supply a complete invoice to the Contracting Officer in a timely manner for payment. Payment must be made through the government electronic payment system and may take up to 30 days The contractor must furnish all equipment and sufficient personnel for mowing, edging, and debris removal. For specified locations the work must be performed on a bi-monthly schedule from roughly June 1st to October 31st (corresponding with the wet season in South Florida) and a monthly schedule between approximately November 1st and May 31st corresponding with the dry season in South Florida). EYW ATCT work must be performed monthly. Work must be performed between the hours of 7:00 am and 5:00 pm with consideration made based on anticipated visitor arrivals/departures. The government will periodically evaluate the contractor’s performance in accordance with the statement of work. The contractor must develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor must develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum, the contractor must develop quality control procedures addressing the critical areas identified in this statement of work.
4.0 Government Furnished Property and Services
The Government will not provide any materials to the Contractor.
4.1 Contractor Furnished Items
Except for items listed in paragraph 4.0, the Contractor must provide all facilities, equipment, materials, supplies, and services to perform the requirements of this contract. Material, equipment, and supplies provided must meet the requirements specified in Attachments. Items not specifically listed in Attachment 1 (Frequency schedule) or technical specifications must be of acceptable commercial grade and quality.
5.0 Definitions
As used throughout this contract, the following terms must have the meaning set forth below. Additional definitions are in the "DEFINITIONS" clause in Section I.
(a) Where "as shown", "as indicated", "as detailed", or words of similar import are used, it must be understood that reference is made to this specification and the drawings accompanying this specification unless stated otherwise.
(b) Where "as directed", "as required", "as permitted", "approval", "acceptance", or words of similar import are used, it must be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise.
(c) Contractor: The term Contractor as used herein refers to both the prime Contractor and any subcontractors. The prime Contractor must ensure that his/her subcontractors comply with the provisions of this contract.
(d) Facility: An establishment, structure, or assembly of units of equipment designated for a specific function.
(e) Frequency of Service:
(1) Bi-Weekly (BW). Services performed 24 times during each 12 month period of the contract at intervals of 14 to 16 calendar days.
(2) Weekly (W). Services performed 52 times during each 12 month period of the contract at intervals of six to eight calendar days.
(3) As Needed (AN). As service may be required from time to time.
(4) Monthly (M). Services performed 12 times during each 12 month period of the contract at intervals of 28 to 31 calendar days.
(5) Bi-Monthly (BM). Services performed 1 time every 2 months.
(f) Regular Working Hours: The Government's regular (normal) working hours are from 7:00am to 3:30pm, Mondays through Fridays except (a) Federal Holidays and (b) other days specifically designated by the Contracting Officer.
