About this file
This document is a Performance Work Statement (PWS) for a federal contract opportunity to provide Time Division Multiplexing (TDM) Centrex landline voice services and a Multiprotocol Label Switching (MPLS) circuit with Session Initiation Protocol (SIP) voice services at the Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) in Port Hueneme, California.
The contract includes a 12-month base period for the TDM Centrex services and a 12-month option period for the MPLS/SIP services only. The vendor will provide up to 4,000 Centrex analog voice lines, ISDN lines, and various call features. Additionally, the vendor will provide a 1 Gigabit MPLS circuit with SIP trunking to support 4,000 Direct Inward Dial (DID) numbers and 400 concurrent calls. The government will provide the Session Border Controllers and Call Manager. The contract's objective is to maintain the current voice capabilities while transitioning from TDM to an IP-based voice solution. The work will be performed at the NSWC PHD campus, and the primary government points of contact are identified.

CENTREX Analog Voice Services With Multiprotocol Label Switching/Session Initiation Protocol Circuit for Voice Services & Technology Modernization
1. INTRODUCTION
The Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) requires Centrex landline voice services with a parallel point-to-point Multiprotocol Label Switching (MPLS) circuit established at its main campus in Port Hueneme, California. These services are required as part of Command efforts to maintain current voice capabilities while transitioning from Time Division Multiplexing (TDM) technology to a modernized and secure Internet Protocol (IP) based solution for its landline voice communication services.
2. OBJECTIVE
The objective of this contract is to establish follow-on TDM Centrex landline services and to establish a one (1) Gigabit (GB) MPLS circuit configured with Session Initiation Protocol (SIP) voice services continuing the Command’s mandated transition and porting of existing corporate Direct Inward Dial (DiD) phone numbers off of the commercially-provided CENTREX TDM Primary Rate Interfaces (PRIs) to Government-managed voice over IP (VoIP) infrastructure.
3. SCOPE OF WORK
The scope of work under this task order includes a base year Period of Performance plus one (1) option year, to include the following:
Base Year:
Analog CENTREX Analog Voice Telephony Service:
The contractor shall provide Local Exchange Carrier (LEC) dial-tone telephone service to Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, CA local complex building Telco demarcation point, Building 1524. This service shall be in accordance with Public Utilities Commission (PUC) tariff rates. Standard California Public Utilities Commission (CPUC) and Federal Communication Commission (FCC)-mandated charges also apply. The point of demarcation (Demarc) is Building 1524 (a small cinder block building located across the street from Building 1385), located at NSWC PHD.
Currently all telephony-based switching is performed in Simi Valley, CA. The Demarc equipment shall be managed and maintained by the vendor. The place of performance shall be Naval Surface Warfare Center, Port Hueneme Division (a tenant of Naval Base Ventura County). The service area, at a minimum, will be defined as the geographical area occupied by NSWC PHD. The requirement for a local telephony implementation only applies to the Port Hueneme campus and extended facilities on Naval Base Ventura County under the NSWC PHD Unit Identification Code (N63394).
The table below outlines CENTREX call features and quantities that are required by the Government for the base year of services. All quantity values below are defined as NTE (Not to Exceed).
Description NTE Quantity

Commercial MPLS Circuit and SIP Trunking Services:
Vendor shall provide a one (1) Gigabit (GB) MPLS circuit and SIP Trunk provisioned for voice service managed over point-to-point virtual private network (VPN).
Access to a vendor provided global MPLS network shall be provided that can provide Defense- In-Depth, multi-layered security and Quality of Service (QoS) for Voice systems.
There shall be no connectivity or transport of services over the public internet.
An on-site, vendor provided router shall be connected to an MPLS fiber circuit and interface to a government provided Local Area Network (LAN) switch and Session Border Controller (SBC).
Vendor shall provide the Government private IP space addressing and routing information for voice delivery.
The Government will provide two (2) SBCs and Call Manager.
Vendor shall provide SIP trunking configuration to interface to SBCs.
Government will provide internal routing and switching for the circuit for interfacing and activation.
The Government will provide all internal SIP call routing.
The two (2) Government-owned SBCs will be configured to meet redundancy needs. One SBC will be in “Active” mode and the second SBC will be in “Standby” mode. Both SBCs will be interconnected for HA (high availability).
The SIP trunk shall be configured for 4000 DiDs The SIP trunk shall be configured to support 400 concurrent calls.
Transition of Voice Services from CENTREX to IP:
Once above tasks and services are established, the Government and vendor shall work in cooperation to port existing disparate phone number ranges over to the MPLS SIP trunk service.
The porting process and timeline shall allow for the quickest possible transition and be at the desired pace of the Government.
