The City seeks a qualified firm with substantial experience in composite liner system construction quality assurance for municipal landfills. The project encompasses approximately 15 acres of composite lined landfill area, including a geosynthetic clay liner (GCL), a 60-mil HDPE geomembrane, geocomposite layers, a protective cover layer, and a leachate collection system with an underdrain system. Statements of Qualifications must be submitted by Wednesday, May 27, 2026, at 2:00 PM to the City of Nacogdoches Engineering Division, 202 E. Pilar Street, Room 239, in PDF format on a flash drive only. The deadline for written questions is Friday, May 22, 2026, at 5:00 PM. The City expects to review submissions in June 2026 with an earliest award date of June 2026. The selected consultant will remain engaged throughout the Construction Quality Assurance phase, including preparation and TCEQ approval of the Geosynthetic Liner Evaluation Report (GLER).

The RFQ does not specify pricing or contract pricing terms, as this is a qualifications-based solicitation where pricing will be negotiated following selection. The evaluation of submissions is based on a weighted 100-point scoring system: Recent Experience of Project Team with Comparable Projects (30 points), Project and Construction Management Experience (45 points), and Project Schedule and Ability to Meet Schedules and Deadlines (25 points). The selected firm must assign a project manager with at least 5 years of CQA experience currently licensed as a professional engineer in Texas and employed directly by the firm, not a sub-consultant. The selected firm must also provide a certifying engineer with at least 5 years of CQA experience licensed in Texas to review and certify documentation. The firm will subcontract laboratory and survey services as required. The City reserves the right to reject any and all submissions, cancel the RFQ process, or negotiate changes to the scope of work. Submission offers remain valid for 90 days following the closing date.
