Contractor: CACI Technologies Service: LAN Support
FAR Part 16 Exception to Fair Opportunity Justification
Under Multiple Award Indefinite Delivery Contracts For Actions Exceeding the Simplified Acquisition Threshold (SAT)
1. Contracting Activity: Department of the Army U.S. Army Contracting Command (ACC) Aberdeen Proving Ground, Division A 6001 Combat Drive Aberdeen Proving Ground, Maryland 21005-1846
2. Description of Action: DEVCOM, C5ISR Center, Engineering & Systems Integration
(ESI) Directorate, Network Branch requests a Cost Plus Fixed Fee (CPFF) type modification to contract W15P7T-17-D-0138 Task Order (TO) W56KGU-19-F-0001 as a bridge action to increase the ceiling and extend the Period of Performance (PoP) with the current TO contractor, CACI Technologies (CACI) (CAGE 8D014), 14370 Newbrook Dr., Chantilly, VA 20151-4206. The Government projects award for 09 SEP 2021, which will increase the ceiling of Option Period One (1) by an estimated $2,783,798.32 from
, and increase the PoP by six (6) months (two (2) – three (3) month options) from 11 SEP 2021 to 10 MAR 2022. This action supports the mission of DEVCOM, C5ISR Center, ESI Directorate, Network Branch. The proposed ceiling and PoP increase will utilize Fiscal Year (FY) 21 Research, Development, Test and Engineering (RDTE), Operation & Maintenance (O&M) & Other Procurement Army (OPA) funds. The Senior Contracting Official (SCO) approved an acquisition plan in accordance with DFARS 207.103(d)(i)(B) in January 2014 as this was for the Responsive Strategic Sourcing Services (RS3) vehicle.
The DEVCOM, C5ISR Center has been scheduled for a reorganization since 12 November 2019, which was during the LAN Support Services TO’s base period. As such, the C5ISR Center Intelligence and Information Warfare Directorate (I2WD) did not originally intend to pursue a follow-on contract action since it was being collapsed with the other directorates within C5ISR Center into a new directorate. Because of COVID-19 and other issues, however, the C5ISR Center reorganization was delayed and the dates for implementation were uncertain. The C5ISR Center I2WD exercised option period one
(1) when it became apparent that the COVID-19 response necessitated that personnel assume a maximized telework posture and the C5ISR reorganization planning was suspended.
On 25 September 2020, the C5ISR Center had to revise its reorganization plan when its Senior Executive Service (SES) slots were reduced from three to two for its remaining directorates. In September 2020, having received no guidance on how business operations were going to be split among the new directorates and headquarters, the C5ISR Center determined to proceed with a follow-on RS3 order that would support the C5ISR Center’s Sensitive Compartmented Information Facility (SCIF) operations. On 20 October 2020, a Warning Order (WARNORD) was issued and the ESI Directorate learned that business operations support was designated to fall under the C5ISR Center G6. Also at this time, the C5ISR Center provided new guidance that changed the scope of the new requirement to include not only the ESI Directorate support but the entire C5ISR Center SCIF areas.
Due to the continuous change in requirements as mentioned above, the background for the updated business operations support and SCIF requirements was not provided to ACC-APG until 15 November 2020. At that time, ACC-APG was working with the C5ISR Center to solicit the requirement in time. When it was apparent the requirement for the follow-on would not be sufficiently defined in time to release a timely solicitation, the SCO was briefed on the proposed Exception to Fair Opportunity Justification (EFOJ) and a bridge action was approved on 11 December 2020.
The ESI Network Branch exercised Option Period One (1) of the TO, which ran from 11 March 2020 to 10 March 2021, with an original value at award of $5,426,396.87.
Pursuant to Justification & Approval (J&A) Control Number JA- , option period one (1) of the LAN task order was extended by six (6) months to 10 September 2021 and the ceiling was increased from $5,426,396.87 by $2,782,095.35 to $8,208,492.22.
Yet, even though the Option One (1) Period and the current extension are about to expire, there are several mission critical tasks that must still be performed, to include:
a) All ESI Network Branch workstation and laptop assets must be patched monthly or based on the criticality of Information Assurance Vulnerability Alert Management (IAVM) be remediated in a minimum of 14 days. If these assets are not patched they will be disabled from their respective network and the employee will not be able to execute their mission.
b) ESI Network Branch is migrating all Non-classified Internet Protocol (IP) Router (NIPR) assets from the Army Military Intelligence (MI) Domain to the RNEC North America East (NAE) Domain. There are approximately 500 assets and 450 accounts to be moved by 30 September 2021.
c) ESI Network Branch hosts a significant amount of Classified VTCs for many military 06 and higher APG personnel. (Force Integration Review Board (FIRB), Global Threat Integration Program (GTIP), etc.).
d) ESI Network Branch Help Desk provides onsite and remote support for imaging laptops and configuring government cell phones in support of the maximum telework posture that has been in effect during the COVD-19 pandemic.
These efforts are within the scope of the LAN TO Performance Work Statement (PWS).
This additional PoP extension and ceiling increase will allow for the continued support of the LAN IT Support Services team, and resolution of critical technical issues utilizing CACI’s unique capabilities and expertise. The proposed additional two (2) three (3) month options with a combined total additional period of performance of six (6) months would extend option period one (1) from 11 September 2021 to 10 December 2021 and 11 December 2021 to 10 March 2021. The ceiling increase does not affect the base period. This proposed extension and ceiling increase will allow for the completion of the follow-on effort that is currently being competed on the Responsive Strategic Sourcing determined that a minimum of at least one (1) round of interchanges are required. The Government will need to provide a reasonable response time in order to provide offerors enough time to address all valuation notices. Additionally, a 30 day transition period is required in the event the incumbent is not the awardee. Based on the ongoing current timeline of evaluations for W56KGU-21-R-0002, the Government intends to enter the first round of interchanges on or around 30 August 2021. The bulk of the interchanges will provide a 30-day response time to address the lack of polygraphs for Key Personnel and minor cost findings. If the polygraph finding cannot be resolved in the 30-day time period, another round of interchanges will be required to resolve the findings. Prior to COVID-19, scheduling and conducting polygraphs was more streamlined process. Due to restrictions on polygraph scheduling, a 30-day turnaround is most appropriate.
Assuming the Government does not need to provide an additional 30-day response to offerors for polygraph resolution, we anticipate awarding on or around 09 December 2021 with a 30-day transition period. Should the Government need to enter multiple rounds of interchanges, the additional three (3) month option would allow for additional meaningful interchanges to occur.
3. Description of Supplies/Services: The ESI Network Branch provides effective intelligence and information warfare tools that equip America’s Soldiers, as well as engineering and management. ESI Network Branch requires automation, technology support and networks delivering timely, trusted and shared information. ESI Network Branch also requires innovative technology solutions through a responsive, collaborative and trusted information enterprise. ESI Network Branch’s and the Regional Network Enterprise Center (RNEC)’s stringent system administration requirements, specifically for the Supported Command Integration Program (SCIP) training, necessitate personnel with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances in less than 30 days due to time constraints of the SCIP training schedules.
The current TO supports the entire I2WD organization and additional divisions from two
(2) other former C5ISR Center Directorates which is now known as the ESI Directorate in its day-to-day IT business network operations and VTC communications. This is of heightened concern due to COVID-19 and a significant portion of the workforce in telework status. Without approval of this bridge action, ESI would be unable to continue current operations without significant impacts and/or delays in its day-to-day operations for COVID-19 reporting requirements, IT support for teleworking employees, VTC communications between inside and outside organizations, as well as desk and cell phone configuration and assignment.
Under the current TO for Local Area Network (LAN) Support Services, CACI supports nine
(9) distinct efforts: Video Teleconferences (VTCs) Computer Network (Network), Inventory Support (Logistics), SharePoint, Telephone Control (Phone), Information Assurance (IA), Procurement, Help Desk Support (system support & automation), and Server support to the C5ISR Center and its tenants. The Base Period of the TO was from 11 March 2019 to 10 March 2020 for .
The total Independent Government Estimate (IGE) for this modification is .
The IGE is based on historical data, approved labor rates, and number of systems intelligence, surveillance and reconnaissance, electronic warfare and cyber technologies to provide effective, proactive situational awareness, and tracking, targeting and survivability solutions that transition into operational, relevant capabilities for the Soldier.
CACI is currently the only viable source for meeting the mission requirements at this time given the urgency of the need.
An expiration of the LAN Support Services TO would affect research and development currently being done for “offset loading” required for Aircraft Survivability testing; Scalable, Survivable, Multi-function Radio-frequency Sensing - Advance multi-function Radio Frequency (RF) hardware/software to support requirements for Size, Weight, Power and Cost (SWaP-C) compliant, multi-function Intelligence Surveillance and Reconnaissance (ISR) sensor suites and to support the development of intelligent automation and exploitation algorithms, sensor protection techniques, such as passive modes of collection, for operation in hostile environments; Tactical Situational Understanding - Resilient, scalable processing and dissemination framework that linking tactical platforms with Home Station elements for shared ISR collection and processing assets, data synchronization and effective and timely decision making at the point of need; Converged Electronic Warfare (EW)/Offensive Cyber (OC)/Signal Intelligence (SIGINT) Operations - Equip Army Cyber/EW assets positioned around the battlefield with multi-function capabilities that enable them to sense, assess and coordinate a response to any type of RF threat and/or threat activity in near real time to effect the greatest tactical advantage.
There are also classified projects and real time operational support provided to active military personnel in theaters around the world that could jeopardize soldier’s lives.
ESI provides effective intelligence and information warfare tools that equip America’s Soldiers. ESI also provides engineering and management support to Program Executive Offices (PEOs) throughout the lifecycle of these systems. In order for ESI to be successful, automation, technology support and networks that deliver timely, trusted and shared information is required. ESI also requires innovative technology solutions that empowers their mission through a responsive, collaborative and trusted information enterprise. Due to system administration requirements as well as Regional Network Enterprise Center (RNEC), specifically the Supported Command Integration Program (SCIP) training, any other source would not be able to provide enough personnel with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances in less than 30 days due to time constraints of the SCIP training schedules.
The anticipated LAN Support Services TO provides the IT support required by the seven
(7) other divisions within the C5ISR Center I2WD. The anticipated TO will continue to support 1500 customers that require Help Desk services without a significant break in services and serious degradation of the mission. This TO also supplies the IT support for business operations to a number of tenants who share services within the C5ISR Center spaces such as sub-elements of PEO Electronic Warfare and Sensors (PEO-IEW&S), Distributed Common Ground System-Army (DCGS-A), Combat Capabilities Development Command (DEVCOM) G2 office, Logistics Readiness Center (LRC), and TROJAN. These supported organizations would be severely impacted if there were a suspension of LAN services. Additionally, the C5ISR Center would not have the Top Secret/Sensitive Compartmented Information (TS/SCI) level cleared/key personnel needed to continue to support these mission requirements.
From initial concept through fielding, ESI provides engineering and management support to PEOs and Program Management Offices (PM). ESI supports many real time Quick Reaction Capabilities (QRC), which have a direct impact to the warfighter in the field because most QRCs are for operational use. Without LAN and SCIF support, ESI is left with zero network and computer access. Without access to networks systems, these requirements would not make it to those in the field who are battling real time threats.
Additionally, ESI supports many ongoing Cross Functional Teams (CFTs) including Future Vertical Lift (FVL), Assured Position Navigation and Timing (APNT), Network, and Next Generation Combat Vehicle (NGCV). Any delay in the support of these programs due to not having SCIF or LAN access will also delay the new technologies that are being developed for future efforts to make the warfighter more effective and lethal. As with the QRC efforts these CFTs are the linchpin to ensure military overmatch in battles to come.
If these technologies are delayed, it will give our adversaries a tactical advantage causing the warfighter be in harm’s way and exposed to injury or death.
6. Actions to Increase Competition:
A RFP was sent out to all of the RS3 contract holders on 06 March 2018 for the current contract W15P7T-17-D-0138 Task Order (TO) W56KGU-19-F-0001. CACI was the only offeror that responded to this RFP. For the follow-on task order, ESI Network Branch has a new requirements package with ACC under the RS3 contract vehicle to support a similar mission to LAN IT support, under RFP number RS3-20-0047. Multiple offerors submitted proposals in response to this RFP, and ACC is currently conducting evaluations and interchanges with offerors.
7. Market Research:
Government technical personnel have continually conducted extensive internet research, made personal contacts with other engineers and procurement professionals, and examined industry practices and technology trends associated to support the needs of the SCIF LAN Support TO. Research focused on organizations that possessed the capabilities and capacity to execute the IT services required. A Request for Information (RFI) was posted to the beta.sam.gov website on 01 February 2021 for ten (10) calendar days. There were 22 responses as indicated on the Market Research report dated 25 February 2021. The following companies responded to the RFI, but with the exception of CACI, none were able to meet all nine (9) of the supplied requirements from paragraph three (3) above for the C5ISR SCIF LAN Support:
