About this file
This is a Pre-Bid Meeting Minutes document for the Elko County Lamoille Canyon Mechanically Stabilized Earth (MSE) Wall project, involving Elko County, the USDA Forest Service (Humboldt-Toiyabe National Forest), and DOWL, LLC as the engineer. The project involves the design and construction of an MSE retaining wall with a concrete block face along Lamoille Canyon Road. The contractor is responsible for final design of the wall, subject to Forest Service review and approval, with the wall design and manufacturer selection left open to contractor discretion. Key project parameters include a maximum full road closure duration of 30 days, with partial closures and full closures with traffic delays and flaggers acceptable alternatives. The contractor may begin work prior to September 2, 2024, provided traffic remains passable, with substantial completion expected by October 15, 2025. A pre-bid meeting was held on September 5, 2024. Sealed bids are due Monday, September 23, 2024, at 1:00 PM at 994 River Street, Elko, Nevada, with all technical questions due by September 17, 2024, at 5:00 PM. Bid bonds are required, and late bids will not be accepted.
This is an FHWA-funded project subject to Davis-Bacon wage rate requirements and FHWA Form 1273 compliance. The project specifications follow Forest Service plans and FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects. Excavated materials from the current embankment are not suitable for backfill and must be disposed of at designated locations along the road, with a disposal site available above Thomas Canyon Campground. The contractor must provide certified payroll to both Elko County and DOWL for review. The specification package includes aesthetic requirements, and coordination with a separate paving contract scheduled for the following year is anticipated. Road closure notifications to the public and Forest Service coordination are mandatory, with turnaround areas near Lions Camp entrance identified as a potential location for road closure staging.
