About this file

This is a Scope of Work document for Porta-John services issued by the Ohio Department of Natural Resources (ODNR) Wildlife Division for fishing access areas in Lucas, Ottawa, and Sandusky Counties. The contract covers porta-john rental and maintenance for six specific fishing access sites, including Dempsey, Portage River, Darr-Root, Metzger Marsh Boat Ramp, Metzger Marsh Pier, and Sandusky Bay Bridge locations. The contract period runs concurrent with the State of Ohio fiscal year from July 1, 2025 to June 30, 2026, encompassing 35 operational weeks plus 3 holiday trips and 2 on-call trips for each site. Each location requires one ADA and/or standard unit to be deployed from April through November, with two weekly cleanings, two additional on-call cleanings, and three holiday cleanings (Memorial Day, July 4th, Labor Day).

The contract will be awarded to the lowest responsive and responsible bidder, determined by calculating the total cost across all items and locations. Bidders are encouraged to conduct site visits before submitting proposals, with contact information provided for scheduling. Invoicing will be processed through Ohio Shared Services with multiple submission options including email, fax, and mail. The procurement process requires all bidders to complete and attach a Standard Affirmation & Disclosure Form through Ohio Buys, with electronic or wet signatures acceptable. Potential vendors must bid on all items to be considered responsive, and the final award will be based on the lowest total lot price across the specified service requirements.

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

Site Visit & Point of Contact

Prior to submitting a bid response, offerors are encouraged to visit the sites. To schedule a tour/visit contact Mike Wilkerson 419-429-8375.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

All bidders must sign and attach the Standard Affirmation & Disclosure Form to their bid in Ohio Buys.

This may be signed electronically through Adobe or through a wet signature. If this is not attached, the winning bidder will be asked to sign before a contract can be routed for review.
