30% DESIGN SPECIFICATIONS

WR Lake Cumberland Debris Removal Vessel W912P523Q0028

Performance Work Statement 30% Design Specifications

1.0 General

1.1 This contract’s objective is to acquire one (1) push boat and two (2) work barges pinned together, with the specifications stated in the Performance Work Statement (PWS).

1.2 This inland push boat and pair of pinned barges will operate within the confines of Lake Cumberland, Kentucky. On this non-navigable waterway, this tow boat will use a telescoping knuckle boom to bring aboard woody debris for chipping, or for placing in a government provided, floating, air curtain burner.

1.3 The push boat is permitted to be off the shelf, or of a completed design that meets the Corps’ criteria. The push boat shall be able to be delivered overland by truck to Burnside, KY, or Jamestown KY, depending on the time of year/lake conditions, and will be specified at a later date by the government.

1.4 The design of the barges shall include stability analysis considering equipment loading and pinned together during operations.

1.5 The barges shall be able to be delivered overland by truck. The pinning of the two (2) barges and installations of the knuckle boom and woodchipper, etc. shall occur onsite in KY.

2.0 Performance Work Statement

2.1 The Contractor will furnish all equipment, materials, labor, and completed and approved design to fabricate a push boat and two (2) barges. The contractor will also deliver, outfit, pin, and launch boat and barges. All equipment shall be fully functional and operational. Training, manuals, and drawings shall be provided.

2.2. Inland Waters Push Boat

2.2.1 Lake Cumberland is a deep, freshwater reservoir, this vessel works the shorelines and so needs to draft 4.75 feet or less.

2.2.2 The engines shall produce more than 600 hp. The push boat shall move the barges of average loading over average conditions no less than 5 knots. The propulsion system may be traditional drive diesel engines or a z-drive, azimuthing type.

2.2.3 The push boat will be approximately twenty (20) feet wide.

2.2.4 The boat shall provide a marine sanitation type II in the head. Also, a climate-controlled break room with a capacity for four (4) crewmembers shall be provided.

2.2.5 The boat shall be outfitted with USCG lighting, as well as with a depth finder, Navionics chart plotter, sonar capable with a mega 3D sonar, radar/Flir compatible and shall also have UHF/VHF and am/fm radios.

2.2.6 The boat shall have fuel tank capacity of at least 600 gallons.

2.2.7 The pilot house and breakroom shall be climate controlled.

2.3 Barges

2.3.1 The contractor shall furnish two (2) barges that will operate as one unit by being pinned together. The coupling shall be able to be uncoupled and each barge remain stable.

Note: Debris removal work will not be performed on barges that are uncoupled.

2.3.2 The barge will be approximately 18 feet wide and 75 feet long. The barges shall be truckable as stated in 1.3.

2.3.2.1 These dimensions are dependent on the contractor’s stability analysis that takes into account moment forces from a material handling grapple on a 40 – 45 feet long telescoping boom picking up 1,500 lbs. of material at full reach, as well as placement and weight of tool room, engine room and engines, fuel tanks, deckhouse, woodchipper, dumpster, and a skid steer. If these arrangements fail to be determined by calculation or modeling, the contractor may propose alternate barge dimensions.

2.3.3 The starboard barge, as viewed from the push boat, should have in-hull power unit and fuel tank, power unit access room, tool room. The starboard barge should also have the knuckle boom mounted on the starboard bow, 8 – 10 ft from the bow and sides.

2.3.4 The starboard barge will also bear some of the weight of the woodchipper.

2.3.5 The starboard barge will house a minimum 1500-gallon fuel tank that is placed at the stern and below enough to be gravity re-fueled from the bow.

2.3.6 The port barge, as viewed from the push boat, should have 100-gallon fuel tank to supply fuel for the generator. It shall also have a ramp on the bow that measures 14 feet by 14 feet. It should also have a climate-controlled deckhouse with a type II Marine sanitation system for the head. This port barge will also carry some of the weight of the woodchipper.

2.3.7 The barges will be of an open hull design, that is water ballast capable.

2.3.8 The two (2) spuds, (one forward on the port barge, and one aft of the chipper working area, and within reach of the knuckle boom on the starboard barge) should be of a design that allows free rotation of the knuckle boom. This could include a piecewise design, telescoping, and/or with mechanical drives.

2.3.8.1 Port barge spud shall be 20 feet long. Starboard barge spud shall be 25 feet long.

2.3.9 The barges shall draft 18” and the bows shall be raked 60 degrees.

2.3.10 The hydraulic systems shall use an environmentally friendly, biodegradable oil.

Location

3.0 Delivery and Final Assembly

3.1 Off season delivery for the boat and barges is likely to General Burnside Island State Park, 8801 South Highway 27, Burnside KY, 42519 or Halcomb’s Landing, Hwy 127 in Jamestown, KY. 42629.

3.1.1 These ramps offer a large, paved area for final assembly. There is also a large boat launch ramp at this location for use to back the boat and barges down and launch them into the water.

3.1.2 Off season is the time from Labor Day until Memorial Day.

3.2 Recreation season delivery is likely to be Lakeview boat launch. This USACE boat launch is located at the coordinates:

37°00'15.08"N

84°37'22.97"W

3.2.1 Lakeview assembly location has a paved parking area and a gravel lot for final assembly; however, the ramp is too narrow and shallow to use for barge launches. The Contractor will need to provide a crane to lift and lower the barges into the water.

3.2.2 All delivery locations will require an assembly crane; however, the Lakeview location, may also require a second crane to set barges out and into the water.

4.0 Schedule

4.1 The contractor shall commence with their design proposal within fourteen (14) calendar days after the contract award.

4.2 Contractor will provide design and construction schedule within forty-five (45) calendar days.

4.2.1 Contractor shall promptly notify the Government in writing, providing detailed information about any increased lead times due to supply chain issues, the impact on lead times, and any proposed alternatives or mitigation strategies.

4.3 The government has thirty (30) days to review and comment.

4.4 Design submittals will be provided thirty (30) days after award.

4.5 The work shall be completed and boat and barges delivered within one hundred-eighty (180) calendar days of design approval.

4.6 Upon delivery, the contractor shall be completed with assembly, launch, training, and cleanup within twenty-one (21) calendar days.

4.6.1 The assembly areas will be open to the contractor Monday through Friday 6:00 AM to 6:00 PM and all work must be done during those hours unless additional hours are approved by the COR.

No work will occur on-site on Sundays or Government holidays.

4.7 Operation and Maintenance Manuals. The Contractor shall provide no less than one (1) electronic and one (1) printed sets of all installation instructions, operations manuals, service manuals and parts lists covering the operation and maintenance of all equipment provided on the vessel, once the Government has accepted the completed vessel.

4.8 Submittals:

4.8.1 Fabrication Shop Storage Plan: A plan describing in detail the proposed layout of fabricated items int eh Contractor’s plant shall be submitted within fifteen (15) calendar days after contract award.

4.8.2 Delivery Work Plan: A plan describing in detail the proposed delivery methods of the fabrications shall be submitted for approval within sixty (60) calendar days prior to the proposed delivery date.

4.8.3 Procurement Activities: Include activities associated with the critical submittals and their approvals, procurement, fabrication, and delivery of long lead materials, equipment, fabricated assemblies, and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days.
