About this file
This document is a Request for Proposal (RFP) issued by the Oakland County Water Resources Commissioner's Office (WRC) in Michigan, seeking as-needed repair services for 40-mil HDPE membrane liners located at Addison Oaks Oakland County Park. The RFP solicits qualified vendors to perform repair services for wastewater treatment lagoon liners, with technicians required to have at least 2 million square feet of welding experience. Vendors must conduct pre-installation inspections, test tensile strength, and provide detailed repair quotes for approval. The contract will cover repairs without disrupting existing infrastructure, with a minimum one-year warranty on all repairs and materials. While no specific timeline is posted, most contract awards are expected to occur within 120 days of the RFP due date, with pricing valid for that period.
The RFP includes a comprehensive pricing structure with hourly labor rates for regular, overtime, and holiday work, as well as equipment rental markup and parts markup percentages. Vendors must submit detailed documentation including company experience with government lagoon liner repairs, employee qualifications, licensing information, and references. The evaluation process will be quality-based, with proposals scored on experience, references, and rates. Submission is exclusively through the Michigan Inter-Governmental Trade Network (MITN) online system, with all documents required in PDF format. The contract appears to be structured for potential multi-year service with rate schedules provided for three consecutive years, indicating flexibility and potential long-term partnership between the selected vendor and Oakland County.
