The estimated project cost ranges from $5,000,000 to $7,500,000. The project utilizes the Cost-Plus-Time (A + B) bidding procedure where the Total Bid Amount equals the contract amount plus the product of contract time in calendar days multiplied by the daily road user cost. Payment adjustments are eligible for asphalt cements, gasoline, diesel fuel, and steel based on monthly price indices, with adjustments applied when costs vary more than 5 percent from established base prices. The contractor must maintain comprehensive insurance coverage including workers compensation with minimum employer liability of $1,000,000 for over-water work, commercial general liability, owner's and contractor's protective liability, and business automobile liability as specified in the contract. The project is subject to Build America Buy America (BABA) provisions requiring all iron, steel, and manufactured products to be produced in the United States unless a waiver is granted. On-the-job training is available with an estimated three trainees translating to 3,000 trainee hours. Critical Path Method scheduling is mandatory with monthly updates required, and the contractor must adhere to all Louisiana Standard Specifications for Roads and Bridges, 2026 Edition, along with federal compliance requirements for DBE/SBE participation, environmental protection, LPDES storm water management, and navigable waters and wetlands permits.

S.P. CONSTRUCTION PROGRESS SCHEDULE
CRITICAL PATH METHOD (CPM) (01-26):
Subsection 108.3 of the 2026 LSSRB is deleted and replaced as follows:
108.3 CONSTRUCTION PROGRESS SCHEDULE – (CPM) CRITICAL PATH
METHOD
108.3.010 GENERAL
Provide all resources necessary to complete the work, including, but not limited to supplying a sufficient force of workers, materials, and equipment, and prosecute the work with such diligence so as to maintain the rate of progress indicated on the baseline schedule.
A. Definitions
Whenever the following words or expressions are used in the contract documents, they are to be defined as follows:
As-Built Schedule: The complete CPM schedule reflecting actual dates for all work.
Should summarize all schedules through the life of the project.
Baseline Schedule, Original (OBL): The complete CPM schedule for all-work, accepted prior to the start of most construction activities.
Baseline Schedule, Revised (RBL): A complete CPM schedule for all-work, required when there are significant changes to schedule logic.
Impact Schedule: Use of TIA procedure to communicate impacts to the construction progress schedule.
Initial Work Plan (IWP): A bar chart schedule including all work for the assembly period and the first [60] calendar days of work.
Scheduled Earnings: For OBL, late-start earnings (i.e., earnings that would occur if all activities are completed with zero float remaining). During construction, actual earnings prior to data date and late-start earnings after the data date. Actual earnings should fall between early-start earnings (i.e., earnings that would occur if all activities are completed immediately) and late start earnings.
Reserved Float: The difference between the completion of all contract activities and the end of contract time.
Time Impact Analysis (TIA): An evaluation of the effects of impacts on the project using the accepted construction progress schedule prior to an impact, all actual progress following acceptance of the prior construction progress schedule, and an activity or activities representing impacts.
Update Schedule: A complete CPM schedule showing actual progress of previously approved construction progress schedule. When there are minor logic changes, a second schedule is submitted communicating the changes in logic. Major logic changes may require a RBL.
D-22
108.3.020 MEETINGS
To further the process of communication of the construction plan on a timely basis, scheduling meetings are mandatory. The contractor's representative designated under 105.5, or an alternate representative acceptable to the engineer, is required to attend these meetings. These meetings shall include job site visits unless otherwise approved by the Project Engineer.
A. Preconstruction Conference
The contractor will conduct a thorough briefing of the Initial Work Plan, complete with suitable handouts and other takeaways.
B. Original/Revised Baseline Schedule Meetings
Baseline schedule meetings shall occur weekly until acceptance. These meetings are intended to communicate in detail the contractor’s plan to complete the work.
C. Update Meetings
Update meetings shall be monthly and shall correspond with the end of the partial estimate period, or at a frequency determined by the engineer. These meetings are intended to discuss:
1) Progress;
2) Near-term plan for work including all early start activities and modifications to logic; and
3) Risks, concerns, and impacts to the contract completion date.
D. Impact Analysis Meeting
If the monthly meeting does not allow for sufficient discussion of project impacts, the engineer may schedule a more in-depth meeting.
108.3.030 CONSTRUCTION PROGRESS
The engineer will use the construction progress schedule as the basis of establishing the controlling work item, charging contract time, and monitoring construction earnings.
Scheduled Earnings will be the basis for measurement of contractor's progress. When it is determined the construction progress schedule does not represent as-built progress, the engineer will use engineering judgement and has discretion to use previously accepted schedules to determine the controlling work item until an update or revision is accepted.
The sequence of work on the construction progress schedule is to represent the intention of the contractor at the time that the schedule was made. When the plans provide construction phasing and the contractor proposes modified construction phasing, the contractor must provide a submittal with revised phasing drawings, other supporting documents, and a narrative describing the contractor’s proposed sequencing for review in accordance with 713.3.070.
D-23
The department’s review and acceptance of the construction progress schedule will be in accordance with 105.2. Acceptance acts only as quality assurance and does not modify the contract or constitute endorsement or validation by the engineer of the logic, activity durations, time impacts, or other assumptions in creating the schedule. The contractor is exclusively responsible for the accuracy, feasibility, and general quality control of the construction progress schedule.
108.3.040 FAILURE TO OBTAIN ACCEPTANCE
The department may give notice of its intent to put the contractor in default in accordance with 108.9 for failure to obtain acceptance of the Initial Work Plan and Original Baseline Schedule within 90 days of the notice to proceed. Partial estimate payments shall not occur until the corresponding update schedule is accepted. The department may give notice of its intent to put the contractor in default in accordance with 108.9 for failure to obtain acceptance of three consecutive monthly updates.
When submittals are determined to be unacceptable, expressly address the reasons for rejection by adjusting the submittal or by submitting evidence or an explanation supporting the submittal. Weekly meetings are required until acceptance is achieved.
No payments will be made until the Initial Work Plan is accepted.
Prior to acceptance of the Original Baseline Schedule, no work shall begin on the project, excluding assembly period activities, submittal of working drawings and plans, procurement of materials and equipment, and other significant submittals and activities as determined necessary by the engineer.
108.3.050 SUBMITTALS
Submittals are not considered a construction progress schedule until acceptance by the department.
Supporting documentation related to administration of construction progress schedules can be found on the LADOTD HQ Construction website.
Software settings shall meet the requirements of this supporting documentation and any other requirements determined necessary by the engineer. Adhere to the requirements of the latest edition of the AGC publication Construction Planning and Scheduling when it does not conflict with the department’s specifications.
The construction progress schedule must use terms consistent with those of the contract.
All submittals must include reports determined necessary by the engineer, which may include colored Gantt charts depicting no more than 50 activities per page, a 3 week look ahead schedule, 60 day look ahead charts, tabular sorts of activities by float, etc.
A. Initial Submittals
At least 10 calendar days before the preconstruction conference, submit the original construction progress schedule meeting the requirements for an Initial Work Plan to
D-24 the engineer for review. This schedule shall be reviewed with the engineer at the preconstruction conference, where the schedule will either be accepted or returned for correction. The type of information requested when returned may include estimated activity relationships and logic, manpower, equipment, unit quantities, and production rates used to determine the duration of an activity or item or work.
Submit an updated version of the Initial Work Plan weekly until it meets the requirements of an Original Baseline Schedule. The Original Baseline Schedule shall be submitted and accepted prior to expiration of the assembly period.
1. CPM (Critical Path Method)
Use this scheduling method when specified. Develop a critical path schedule using computerized scheduling software that is compatible with that used by the department. Prosecute the work with such diligence so as to maintain the rate of progress indicated on the Original Baseline Schedule.
The difference in the contract completion date must not exceed 15 calendar days when calculated by the retained logic method compared to the progress override method. The critical path schedule must show both the look ahead critical path (LACP) for the duration of the project, and the look back critical path (LBCP) reported as an activity code, reflecting critical activities accepted in prior construction progress schedules.
Change orders that include time extensions will not be processed without an accompanying critical path update, revision, or impact schedule accompanied by a narrative description clearly identifying and justifying changes in schedule logic.
Submittals for critical path schedules must be in accordance with the general schedule submittal requirements and additional requirements as detailed herein.
a. Critical Path Schedule Pre-Check Utility
Unless otherwise directed, submit all critical path schedules except for the Initial Work Plan, using the department’s web-based utility, which performs an automated review of specified objective criteria. The pre-check utility will reject submittals that do not meet these objective requirements. The schedule review period will not begin until the pre-check utility accepts the contractor’s submittal. Upon acceptance by the pre-check utility, schedules will be reviewed by the department and will be either accepted or returned for correction. Resubmittals shall be submitted through the pre-check utility.
b. Initial Work Plan
The Initial Work Plan must include all work for the assembly period and the first 60 calendar days of work, and meet the requirements for a bar chart schedule. Use of activity durations of more than 15 working days is allowed when accompanied by a narrative explanation accepted by the engineer.
Include a summary bar chart schedule for the remainder of the project; activity durations on the summary chart may exceed 15 working days. The summary bar chart is meant to represent the general working plan concept, capturing significant milestones (e.g., traffic swaps, deck pours, etc.), submittals, and procurement activities, as well as identifying activities that might delay
D-25 completion (e.g., weather-sensitive activities, activities dependent on non-subcontracted third parties, etc.).
c. Bar Chart Method
Bar chart schedules must conform to the following:
a) Include only one controlling item of work for each contract day.
b) Represent each contract item by at least one activity.
c) Represent each contract item by multiple activities when work occurs in multiple distinct locations or if the work plan is more clearly communicated by breaking the contract item into component activities.
d) Provide a tabular report of every activity and associated data as required by the engineer, including:
1) activity number;
2) activity description;
3) activity duration (original, remaining);
4) any constraints, including constrained start/finish;
5) whether activity is controlling and associated float;
6) corresponding contract item; and
7) production rate.
e) Show the duration of activities in whole working days without an activity duration less than 1 working day unless otherwise specified or directed/accepted by the engineer.
f) Split activities of more than 15 working days in duration into two 2 or more activities distinguished by location or some other feature.
g) Include milestones and required activities as specified herein.
h) Show the planned start and completion dates for each activity and the duration of each activity (stated in working days).
i) Clearly present relationships between activities.
j) Detail the quantity and estimated daily production rate for all items and activities, including a tabular report of every activity and the corresponding production rate.
k) Assign a…
