When approved, advance payments may be made for fabricated or natural materials that are to be incorporated in the project when stockpiled materials are stored on the project or in a dedicated stockpile at an approved site outside the limits of the project within the State of Louisiana. Payments shall be limited to durable materials described herein and shall represent a significant portion of the project cost. Perishable articles and small warehouse items are not included. These materials shall meet the requirements of the specifications. Payment for stockpiled or stored materials will not constitute acceptance. It shall be the contractor's responsibility to protect the material from damage while in storage.
Payment for materials stored outside the State of Louisiana will be considered, subject to approval of the Chief Engineer. This will generally be limited to adjacent states, except in cases where it will be in the best interest of the Department to pay for these materials. If payment for stockpiled materials outside the State will affect the bid price for an item, the contractor shall submit a written request to the Chief Engineer prior to bidding.
Payment may be made for the invoice price for the materials, which shall not exceed 85 percent of the contract price for the items where the materials are to be incorporated. For fabricated materials purchased from commercial sources and delivered to approved storage, partial payment may be the invoice price plus freight and taxes subject to the requirements of

Within 30 calendar days after payment by the Department, the contractor shall submit a certified copy of invoices from the supplier for each item for which payment has been made.
All such invoices submitted shall state the amount received by the supplier as payment in full for the materials. If this certification of payment is not presented within the 30 day period, the advanced payment will be deducted from future progress payments.
Title and ownership of materials for which advancements have been made by the
Department shall not vest in the Department until such materials are incorporated in the work and the work accepted by the Department. The making of advancements by the Department shall not release the contractor from the responsibility for any portion thereof.
S.P. PAYMENT ADJUSTMENTS (01-26):
Section 109 of the 2026 Louisiana Standard Specifications for Roads and Bridges is amended to add the following:
This project is designated for payment adjustments for asphalt cements, fuels, and steel in accordance with Subsection 109.9 as follows:
109.9 PAYMENT ADJUSTMENTS
109.9.010 GENERAL
Payment for contract items indicated herein will be adjusted to compensate for cost differentials of Performance Graded (PG) asphalt cements, gasoline, diesel fuel, and steel when such costs increase or decrease more than 5 percent from the Department's established base prices for these items. The base price indices for asphalt cements, gasoline, diesel fuel, and steel will be the monthly price indices in effect at the time bids are opened for the project. The base price indices for asphalt cements will be as stated in
109.9.020. The base price index for gasoline and diesel fuel will be as stated in 109.9.030.
The base price index for steel will be as stated in 109.9.040.
Payment adjustments will be made each monthly estimate period when a price index for this period varies more than 5 percent from its respective base price index. The monthly price indices to be used with each monthly estimate will be the price indices for the month in which the estimate period begins. No payment adjustment will be made for new pay items created by change order.
If the project is placed in default, payment adjustments will be based on the monthly price indices used for the last monthly estimate period prior to the project being placed in default, unless a monthly price index decreases in which case the lower monthly price index will be used.
If it is determined after completion of work on any eligible item that the total quantity paid to date must be adjusted to reflect more accurate quantity determinations, the Department will
D-9 prorate the additional quantity to be added or subtracted over all previous estimate periods in which the item of work was performed in order to determine additional payment adjustments.
If payment adjustments were made during any of these partial estimate periods, the prorated quantity added or subtracted will likewise have payment adjustments calculated and included.
109.9.020 PERFORMANCE GRADED (PG) ASPHALT CEMENTS
The base price index will be the monthly price index in effect at the time of bid opening as shown elsewhere herein. The monthly price indices will be the average, excluding the extreme outliers, of the unit prices for PG67-22, the average, excluding the extreme outliers, of the unit prices for PG70-22m, and the average, excluding the extreme outliers, of the unit prices for PG76-22m. The monthly prices for each of these asphalt materials will be F.O.B.
refinery or terminal as determined from the quoted prices effective on the first calendar day of each month from suppliers of these materials. Suppliers considered are those who have requested to participate in the liquid asphalt index determination and have supplied materials on DOTD projects within the past twelve months. These suppliers and materials shall be listed on the Department's Approved Materials List (AML) and must be marketed in
Louisiana. For Asphalt Cements not listed above, the following shall be considered equivalent for payment adjustments:
Table 109.9.020-1 Pay Item Equivalents Eligible for Asphalt Payment Adjustment
Performance Graded Asphalt Cement Equivalent PG Asphalt Cement for Payment Adjustment
PG58-28 PG67-22
PG67-22 PG67-22
PG70-22m PG70-22m
PG76-22m PG76-22m
PG76-22rm PG67-22
Payment adjustments will be made in accordance with the following formulas:
If Monthly Price Index exceeds Base Price Index, Pa = (A - 1.05B) x C x D x (1.00 + T)
If Base Price Index exceeds Monthly Price Index, Pa = (0.95B - A) x C x D x (1.00 + T)
Where:
Pa = Price adjustment (increase or decrease) for asphalt cement.

S.P. (SEC 203.3.060) SETTLEMENT PLATE INSTALLATION
AND SETTLEMENT MONITORING (02-26):
Section 203.3.060.D. of the 2026 Louisiana Standard Specification for Highway Roads and Bridges is deleted and replaced with the following:
D. Settlement Plate Installation and Settlement Monitoring Install settlement plates prior to placement of fill. Unless specified otherwise, install settlement plate on natural ground on a level surface.
Maintain a vertical, accessible, and undamaged riser pipe during embankment placement and compaction. Replace any settlement plates damaged during construction at no cost to the Department.
Provide all elevations to have a precision of ±0.01 feet. Document the date and time of all survey readings.
Survey and document riser pipe elevations immediately before and immediately after riser pipe extension.
Survey and document settlement plate elevation readings immediately after installation of the plate, just prior to fill placement, and weekly during fill placement.
Survey immediately after the final lift is placed and compacted, twice weekly for the first month of the settlement monitoring period, and weekly for five months thereafter.
D-14
Restart settlement monitoring period if any additional fill placement or surcharge is required.
Unless specified otherwise, the settlement monitoring period begins after all fill has been placed and compacted. All surveying during fill placement does not count as part of the settlement monitoring period.
Record the embankment elevation and surcharge height for each settlement plate reading. Submit settlement plate readings to the Project Engineer. The Project Engineer and Geotechnical Engineer will verify the initial and final elevations for acceptance. Do not install foundations through, upon, or beneath new fill within 100 feet of a settlement plate prior to acceptance of the fill elevations.
Remove riser pipe and casing three feet below base course upon acceptance.
S.P. (SEC 502) Asphalt Concrete Mixtures (06-26)
Section 502 of the 2026 Louisiana Standard Specification for Highway Roads and Bridges is revised as follows:
Section 502.3.100.D. is deleted and replaced with the following:
D. Correction of Deficient Areas
Correct areas as required in 502.3.100.B. and 502.3.100.C. and those not meeting Table 502.3-4. Correct wearing and binder courses as defined in this subsection at no direct pay. In lieu of grinding, the
Project Engineer may penalize the contractor $1,000.00 per individual bump specified in Table 502.3-4 or per “Ripple” as defined in
502.3.100.B.
1. Deficiencies in Mainline Wearing Course
Correct deficiencies in the final wearing course by:
a) by diamond grinding and applying a light tack coat; or
b) by furnishing and placing a supplemental layer of wearing course mixture at least 1½ inches compacted thickness for the full width of the roadway meeting specification requirements; or
c) by removing and replacing mixture.
If the supplemental layer does not meet specification requirements of Table 502.3-4, remove and replace or correct it by other methods approved by the Project Engineer.
For areas that will not be improved by grinding such as minor dips, extreme vertical curves, or other areas that are not exempt as measured with a 10 feet metal static straight edge, the Project Engineer may waive the requirement to grind as specified in 502.3.100.D.
2. Deficiencies in Mainline Binder Courses
D-15
Correct deficiencies in binder course: longitudinal, transverse, cross slope, and grade to meet specification requirements by diamond grinding, by milling, or by removing and replacing mixture.
Make corrections before subsequent courses are constructed.
3. Deficiencies in Minor Mixes
Correct deficiencies in minor mixes by diamond grinding or approved method at the Project Engineer’s direction.
S.P. Milling Asphalt Pavement (03-26)
Section 509 of the 2026 Louisiana Standard Specifications for Roads and Bridges is amended as follows:
The last two paragraphs of 509.3 are deleted and replaced with the following:
A specified percentage or quantity of the reclaimed asphalt pavement (RAP) generated by the project may be required to be retained. After the specified amount of contractor RAP has been retained, immediately haul, or as agreed upon by the Engineer, all RAP material to be retained by the Department for its recycling program, or by other government entities to the storage facility indicated on the plans and stockpile as directed.
Make required joint repairs prior to milling. Complete pavement patching before milling, unless additional areas requiring patching are exposed by the milling. Perform pavement patching and joint repair in accordance with Section 510. A clean, vertical face the depth of the required milling is to be left at all tie-in locations of roadway, side-streets, turnouts, and drives. Removal of existing materials and any sawcuts necessary to leave the clean, vertical face will not be measured for payment.
S.P. (SEC 601) PORTLAND CEMENT
CONCRETE PAVEMENT (09-26)
Section 601 of the 2026 Louisiana Standard Specification for Highway Roads and Bridges is revised as follows:
Section 601.2 is deleted and replaced with the following:
601.2 MATERIALS
Provide materials as specified in the following sections and subsections.
D-16
Portland Cement Concrete 901, 1001 Aggregates 1003 Joint Materials 1005 Reinforcing Steel 1009.1 Dowel Bars 1009.3 Curing Materials 1011.1 Admixtures 1011.2 Epoxy Resin Systems 1017 Water 1018.1 Hydrated Lime 1018.2 Non-Shrink Grout 1018.4 Geotextile Fabric 1019
Furnish PCCP concrete. Use the same type of concrete throughout the project, unless otherwise authorized in writing.
Account for delayed and fluctuating set times and strength gain characteristics when utilizing supplemental cementitious materials in PCCP.
601.2.010 HIGH FLEXURAL STRENGTH CONCRETE
Use the maturity method for flexural strength determination according to ASTM C1074. If any of the mix components change (material sources or mix proportions change by more than ±5%; admixture dosages change by more than ±20%), a new maturity curve must be developed and verified. Submit the mix design, trial batch results, and maturity curves to the
District Laboratory Engineer for review.
Verify by trial batch that the proposed mixture achieves the flexural strength specified in
Table 601.3.140-1, and the appropriate early opening strength specified in 601.3.130 within the time frame specified in the contract documents.
Trial batch requirements may be waived, with written approval from the District Laboratory
Engineer, for previously approved mix designs when all materials and proportions of the proposed design exactly match the previously approved mix design materials.
Section 601.3.060 is deleted and replaced with the following:
601.3.060 PLACING AND CONSOLIDATING CONCRETE
Deposit concrete on a surface-moist base or subgrade with a minimum of handling. Base course must be less than 120°F immediately prior to concrete placement. Place concrete continuously between transverse joints. Use appropriate tools for necessary hand spreading.
Place concrete as close to joints as possible without disturbing them. Ensure workers wear footwear clean of foreign matter.
Except for concrete sawing equipment, restrict operation of mechanical equipment on the pavement until obtaining a minimum compressive strength of 3,000 psi in accordance with
DOTD TR-230. When high flexural strength is specified, restrict operation of mechanical
D-17 equipment, except for concrete sawing equipment, on the pavement until obtaining a minimum flexural strength of 480 psi in accordance with ASTM C1074.
Pave adjacent lanes only after a minimum elapse of 1-day with no observable marring of the surface.
Rain protection along with hot and cold weather limitations of 901.3.090 shall apply.
Complete the surface finish as specified in 601.3.090.G. Texture the surface as specified in
601.3.090.H.
Cure the surface and edges as specified in 601.3.100.
A. Slip-Form Method At the option of the contractor, the slip-form paving method may be used.
Place concrete with an acceptable slip-form paver designed to spread, consolidate, screed and float finish freshly placed concrete in one pass of the machine with only a minimum amount of hand finishing necessary to provide a dense, homogeneous pavement in conformance with plans and specifications. Equip the machine with vibrators conforming to 601.3.010.F.1. Vibrate concrete for the full pavement width and depth for complete consolidation. Hold sliding forms rigidly together laterally to prevent spreading of forms.
Provide concrete of a uniform consistency exhibiting minimal bleed water and laitance. Operate the slip-form paver with as nearly a continuous uniform forward movement as possible. Coordinate mixing, delivering and placing of concrete to provide uniform progress. Concrete plants shall have sufficient mixing capacity to provide such continuous delivery of concrete to enable the paver to advance at a minimum rate of 1.5 feet per minute. If it is necessary to stop forward movement of the paver, also immediately stop the vibrator and tamping elements. If forward movement of the paver is delayed for a period, the engineer may direct fogging of fresh concrete. See 601.3.080 for construction joint requirements. Apply no outside tractive force to the machine except as controlled from the machine.
B. Stationary Side-Form Method Deposit concrete as near as possible to forms and joints assemblies without disturbing the form or joint assembly.
Use vibrators to consolidate concrete against and along the faces of all forms and the length and both sides of all joint assemblies. Limit vibrator operation to 5 seconds in any one location.
Section 601.3.110 is deleted and replaced with the following:
601.3.110 SURFACE TOLERANCE (IRI)
A. General This subsection outlines the measurement of surface roughness, quality control requirements, corrective actions, and acceptance criteria for PCCP. Use the International Roughness Index (IRI) to determine the amount of roughness in a
D-18 measured longitudinal profile. In the direction of travel, measure the longitudinal surface profile in inches per mile and report as the IRI; all in accordance with DOTD
TR 644.
B. Equipment In accordance with TR 644, furnish a DOTD certified inertial profiler for quality control and acceptance testing. A listing of DOTD certified profilers can be found on the DOTD Materials and Testing Section website. The inertial profiler shall measure both wheel paths simultaneously with laser height sensing equipment at a constant speed within the certified range. Due to the surface texture of PCCP, lasers with a footprint greater than a single point are recommended for accurate readings.
Furnish a 10-foot metal static straightedge for quality control and acceptance testing for transverse cross slope, grade, and individual longitudinal bumps in excess of 1/4 inch in 10 feet.
