Draft Statement of Work

Independent Laboratory Contract for Fuel Testing and Blending Services

1.0 Scope of Work

This contract is to provide independent lab services for aviation gasolines, experimental fuel blends and additives, turbine fuels, alternative turbine fuels, and lubricating oils. Further, purchase of blend components, and handling and blending may be required by the independent laboratory of leaded and unleaded fuels (including lead and amine additives, aromatics, ethers, alcohols, isomerates, metallic additives, and catalysts).

1.1 Period of Performance

The FAA anticipates the period of performance for the firm fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) type contract to extend four years from the date of award.

This will include one Base Year and three (3) Option Years.

2.0 Requirements

All testing and blending must be done at the contractor’s laboratory facility with the required octane and other tests per FAA requirements; without use of secondary locations, third party, or subcontracted facilities. All testing must be done in the Continental United States.

Laboratory must be have experience in performing ASTM D2700 motor octane method testing (all procedures within D 2700) for fuels above and below 100 MON, ASTM D 909 Supercharge rich Performance Number testing for piston aviation fuels including experimental high-aromatic and unleaded base fuels, cetane index and cetane quality ASTM tests (including ASTM D613, D6890, D7170, D976-80). The laboratory must be able to perform all of the tests listed in Table 1 in-house.

The contractor must have experience blending fuels; specifically the blends matching those listed in Table 2. The contractor must supply them in 55-gallon drums to the FAA Technical Center (FAA TC) or the facility identified by the FAA TC Contracting Officer’s Representative (COR) for testing. Subcontracted and third party testing and blending is not acceptable.

2.1 Tasks and Deliverables

The FAA will issue Technical Direction Letters to detail the specific laboratory tests, reporting requirements, and/or blend services from Tables 1 and/or 2 as required for each issued Task Order.

The lab must provide a quote, based on a pre-determined pricing, within three (3) business days of receiving request for quote from FAA TC personnel.

A Certificate of Analyses, referencing the quote number and labels from fuel sample cans, must be supplied via PDF format to the FAA TC COR via email within seven (7) business days of receiving the test samples.

The contractor must provide a report detailing observations and or findings made during or after testing or blending, in addition to Certificate of Analyses, to the FAA TC in Microsoft Word, Excel, and or PDF format.

The Blends required to be made by the independent laboratory must be supplied to the FAA TC or identified testing facility within twenty (20) business days of receiving the request from the

FAA TC.

If included in the list of required services under the TDL, a quote for blend component materials must be submitted for approval prior to purchase of the materials.

Table 2 – Custom Leaded aviation gasoline fuel blends

Hi – aromatic 100Low Lead aviation gasoline

Provide a fully compliant D910 aviation gasoline meeting all of the Table 1 specification requirements after the addition of 20% by volume toluene. All other blend components will be selected as necessary to meet Table 1 requirements with 20% toluene. Fuel must be undyed.

Minimum specification (minspec) 100Low Lead aviation gasoline

Provide a fully compliant D910 aviation gasoline prepared in a manner such that the final fuel has a total aromatic content of less than 5% by volume and a lead content of 0.47 gPb/L. Blend components will be selected such that the resulting MON and Supercharge PN are as close to Table 1 minimums as is possible while meeting all other Table 1 specification requirements except that the fuel must be undyed. Target MON values of 101.1 – 101.6 are desirable.
