About this file

This is a Labor and Material Payment Bond document issued by the County of Orange, California, required for the Surveillance Equipment Installation, Maintenance & Removal contract (Invitation for Bids #060-2969205-MA). The bond serves as a financial guarantee that the contractor will pay all laborers, material suppliers, and subcontractors for work performed under the contract. The County of Orange Sheriff-Coroner is soliciting competitive bids for surveillance equipment installation, maintenance, and removal services across Orange, San Diego, Riverside, San Bernardino, and Los Angeles Counties. The contract will be awarded to the lowest responsive, responsible bidder through electronic submission via the County's eProcurement Portal, with a deadline of January 2, 2026, at 4:00 p.m. The initial contract term commences June 18, 2026, for three years, with two optional one-year renewal periods subject to mutual agreement and Board of Supervisors approval. Questions and clarification requests must be submitted by December 12, 2025, before 3:00 p.m.

The bond amount must not be less than the estimated amount payable by the County under the contract terms. Compensation is structured as hourly rates for journeyman electrician regular and overtime hours, and service/bucket truck hours, with project-specific work limited to $5,000 per project. The contract includes a five percent preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders, though DVBE preference does not apply to public works projects. Contractors must possess a valid DUNS number, UEI number, C-10 Electrical State Contractor's License, approval as a Southern California Edison contractor with a Master Pole License Agreement for Law Enforcement, and certifications including Cal/OSHA Group 2 High Voltage Electrical Safety, NFPA 70E compliance, National Cable Splicing Certification Board certification, and International Electrical Testing Association (NETA) 2010 certification. The contract is structured as a firm fixed-fee agreement with no price increases permitted during the first contract term without documented cost increase proof and 30 days' advance written notice. Contractor compensation is contingent upon satisfactory work acceptance, and comprehensive compliance requirements include prevailing wage, Davis-Bacon Act compliance, federal grant fund provisions, labor standards, and Equal Employment Opportunity requirements.
