About this file

This document is a Louisiana Preference Form designed for state and local contract opportunities within Louisiana. The form provides detailed guidelines for bidders seeking a 10% preference when bidding on state procurement opportunities, specifically for products produced, manufactured, or assembled within Louisiana. To qualify for this preference, bidders must meet specific criteria, including having a workforce comprised of at least 50% Louisiana residents and offering products that are equal in quality to other competing items.

The preference applies to materials, supplies, products, provisions, or equipment, with key conditions including that the Louisiana-produced items cannot exceed the cost of out-of-state items by more than 10%, and the vendor must agree to sell at the same price as the lowest bid. The form includes precise definitions of terms like "assembled," "manufactured," "processed," and "produced" to clarify eligibility. Bidders must complete the entire form prior to bid opening, marking whether they claim the preference, confirm their Louisiana workforce composition, specify line items for preference, and provide the location within Louisiana where products are produced or assembled.
