Single Source Justification (Simplified Acquisition)
The 39th Contracting Squadron issued this single-source justification for the procurement of a complete tactical radio system package valued at $105,680.00 under Purchase Request F2G3D16205AC01/FA568526P0025. The requirement encompasses three L3Harris AN/PRC-163 20M Radio Systems with military GPS, including software licenses (Phantom Wraith Waveform Bundle, SATURN NATO ED 4 waveform, and WREN TSM waveform) and associated hardware components such as USB cables, audio cables, dismounted general adapter assemblies, speaker/microphones, rechargeable lithium-ion batteries, and GPS adapter kits. Support equipment includes five two-bay and two six-bay handheld battery chargers.
The justification asserts that L3Harris is the sole reasonably available source due to the Department of the Air Force's established enterprise-level communication standards and cryptographic infrastructure. L3Harris systems are fully integrated into the existing Air Force Handheld, Manpack, and Small Form Fit (HMS) radio program of record, and utilizing alternative manufacturers would require entirely new, unprogrammed infrastructure for cryptographic key loading and waveform management. The contracting officer commits to future competition through market research via Sources Sought Notices and RFIs to identify alternative certified platforms, maximizing competition among authorized L3Harris distributors in the interim, and decoupling ancillary equipment where technically feasible to allow third-party competition. The contracting officer, Sierra Mueller (SrA, USAF), signed the determination on 28 July 2026.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 39th Contracting Squadron
Project/Program Name: C26_CS_L3 Harris Radios and Antenna Parts
Purchase Request / Local ID Number: F2G3D16205AC01/ FA568526P0025
Estimated Contract Cost (including Options): $105,680.00
Section B: Description of the Supplies/Services Required
This requirement is for the procurement of a complete tactical radio system package. The package includes three (3) L3Harris AN/PRC-163 20M Radio Systems with military GPS, along with the necessary software, accessories, and support equipment.
To ensure full operational capability, the package must include the following software licenses and hardware components per radio: one (1) Phantom Wraith Waveform Bundle, one (1) SATURN NATO ED 4 waveform, and one (1) WREN TSM waveform. The required accessories include: three (3) PDA-184 USB cables, three (3) dual audio EUD/RKDU cables, three (3) dismounted general adapter assemblies (MCHH), three (3) 2-channel speaker/mics, three (3) rechargeable 7.0A-Hr lithium-ion batteries, and three (3) MCHH GPS adapter kits with Ethernet.
To support the system, the procurement also includes battery charging equipment consisting of five (5) two-bay handheld battery chargers and two (2) six-bay handheld battery chargers. All items are required to establish a fully functional and sustainable tactical communications package.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Department of the Air Force and tactical joint-force environments dictate the usage of L3Harris tactical systems due to already implemented enterprise-level communication standards and cryptographic infrastructures. L3Harris systems are fully integrated into the existing Air Force Handheld, Manpack, and Small Form Fit (HMS) radio program of record. Utilizing any other manufacturer's system would require entirely new, unprogrammed infrastructure for cryptographic key loading, waveform management, and logistics support. Consequently, utilizing L3Harris-manufactured devices is the only method to ensure direct compatibility with the existing, enterprise-authorized tactical network architecture and support programs.
Section D: Efforts to Obtain Competition
Continuous Market Research: Prior to any subsequent procurement of tactical radio systems or accessories, the Government will issue Sources Sought Notices and Requests for Information (RFIs) to identify newly developed, non-proprietary hardware that achieves NSA cryptographic certifications and direct network interoperability.
Maximizing Distributor Competition: Until an alternative hardware platform is certified for the enterprise network, the Government will maximize competition to the greatest extent practicable by soliciting quotes from all authorized L3Harris distributors and small business resellers, ensuring price competition is achieved even when restricted to a specific brand name."
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To remove or overcome barriers to competition and preclude the need for future single-source or brand-name justifications for tactical communications, the requiring activity will take the following steps:
Decoupling Ancillary Equipment: For future procurements, the Government will conduct market research to determine if ancillary equipment (such as headsets, MCHH GPS adapter kits, cables, and lithium-ion batteries) can be unbundled from the core radio transceiver. Where technically feasible, these accessories will be procured using performance-based specifications to

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2 allow competition among third-party peripheral manufacturers.
Hardware-Agnostic Waveform Tracking: The requiring activity will continuously monitor DoD and Air Force lifecycle management initiatives regarding software-defined radios (SDR). As the Air Force enterprise network matures to support hardware-agnostic waveforms, future requirements will be written as performance-based specifications (e.g., "must support SATURN NATO ED 4 and WREN TSM") rather than specifying a proprietary manufacturer, allowing any certified vendor to compete.
Annual Market Capability Reviews: Prior to drafting future requirements for tactical radio lifecycle replacements, the requiring activity will conduct market research via SAM.gov Requests for Information (RFIs) and review DISA/NSA approved products lists.
This will ensure that as soon as alternative manufacturers achieve the necessary cryptographic and network interoperability certifications, they are immediately included in the competitive pool.
