PURCHASE DESCRIPTON
Explosion Proof (EX) Articulating Boom Lifts 25 April 2022
1. Scope: This acquisition is to establish a requirements contract to purchase commercial, 60 and 80 foot lifts modified to meet Explosion Proof (EX) Articulating Boom Lifts specifications. The contractor shall provide all materials, equipment, labor and shipping costs necessary to deliver lifts to 402d Aircraft Maintenance Group (AMXG), Robins Air force Base, Georgia.
The following are estimated quantities for the 48 month ordering period of the requirements contract:
Twenty Two (22) - 60FT Explosion Proof (EX) lifts, Class 1, Division 1 articulating aerial lifts.
Two (2) - 80FT Explosion Proof (EX) lifts, Class 1, Division 1 articulating aerial lifts.
1.1 These lifts must be modified to meet all of the following:
1.1.1 OSHA Regulation 29 CFR 1910.307 Hazardous (classified) locations
1.1.2 29 CFR 1926.407 Hazardous (classified) locations
1.1.3 29 CFR 1910.107 Spray finishing using flammable and combustible materials.
1.1.4 The lifts must be Explosion Proof (EX) Class I, Division 1 rated. Per 29 CFR 1926.449, Class 1, Division 1 location is one with ignitable concentrations of flammable gases or vapors because of repair or maintenance operations.
1.1.5 Each explosion proof (EX) shall include the following accessories/options:
1.1.5.1 Fall Arrest Platform
1.1.5.2 Yellow Soft Touch System
1.1.5.3 Foam Filled Tires
1.1.5.4 Explosive Proof LED Task Lighting.
1.2 The purchase price shall include delivery, all listed accessories/options, and warranty. The warranty is to be 12 months in accordance with the contractor’s standard commercial warranty.
1.3 Delivery. The Explosion Proof (EX) Articulating Boom Lifts are to be delivered beginning no later than 22 weeks after effective date of each delivery order with a minimum quantity of all lifts (60 and 80 foot) to be 2 per week until order is fully delivered. The contractor shall contact the Government Representative in paragraph 4.1 to arrange delivery prior to shipment.
1.3.2 Ship To Address/Payment of shipping costs. The contractor is to pay all shipping costs, FOB Destination. The lifts are to be shipped to the following address:

1.4 Design: All Explosion Proof (EX) Articulating Boom Lifts shall be new and complete and ready for immediate operation after delivery and completion of Government acceptance testing.
1.4.1 80ft Explosion Proof (EX) has a Platform height of 80ft, Horizontal reach 51ft 10in, Up and Over Height 32ft 1in, Turret rotation 360 degrees, Platform rotation 180 degrees and Platform Capacity 500lbs.
1.4.2 60ft Explosion Proof (EX) has a Platform height of 60ft, Horizontal reach 39ft 9in, Up and Over Height 26ft 7in, Turret rotation 360 degrees, Platform rotation 180 degrees and Platform Capacity 500lbs.
1.4.3 The steering shall be of the two-wheel type and shall be controlled from the basket.
1.4.4 The articulating boom explosion proof lift shall be provided with automatic spring applied hydraulically released brakes. The brakes shall be designed to hold lift in the maximum grade for which lift was designed to negotiate.
1.4.5 Ground control panel shall be located on the ground unit for ground control operation. Ground controls shall be provided for lift, telescopic boom swing, rotation of basket work area, platform ground control selector switch, and platform leveling or tilting control.
1.4.6 All articulating boom explosion proof lift shall have a fall arrest system per AFI 91-203, Chapter 13 and OSHA 1910.66 (see 29 CFR Part 1910 Subpart F, Appendix C). The fall arrest system shall allow the operator to safely perform work outside the platform basket.
1.4.7 The hydraulic system main pump shall have a filter and operating pressure as specified by the manufacturer identified.
1.4.8 Electrical system shall bear the Underwriters Laboratory (UL) listing mark and be listed in the UL electrical Construction Materials Directory.
1.4.9 Each lift shall bear the Factory Mutual (FM) certification labels affixed to all lifts.
1.5 Equipment Description:
1.5.1 The contractor shall provide all Commercial Off-the-Shelf (COTS) Equipment Manuals for the components used in the system. (CDRL A001, Commercial Off-the-Shelf (COTS) Equipment Manual Requirements, DI-TMSS-80527C/T).
1.5.2 Product conformance. Lifts shall meet salient characteristics to conform to producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance before first delivery and thereafter may be provided under the provisions of this contract.
1.5.3 Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within the specified tolerances using conversion tables contained in the latest revision of FED-STD-376, and all other requirements. If a product manufactured to metric dimensions exceeds the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable.
1.6 Acceptance Testing: The lifts will be inspected and accepted for delivery by an engineer/engineering technician in AMXG/MXDEA. Any equipment that is manufactured will be verified to make sure it meets requirements before it is accepted. An identification plate will need to be provided with each lift with nomenclature/noun, part number, serial number, model, year manufactured, and rated capacity. FM certification labels must be affixed prior to acceptance. All additional accessories/options must be mounted and in place ready for use.
1.7 Installation: No contractor installation required.
1.8 Training: No specialized contractor training required. The Government trains its personnel to operate articulating boom explosion proof lifts.
1.9 Data Deliverables:
1.9.1 The contractor will deliver commercial technical and user manuals in accordance with DD Form 1423 (CDRL A001 DI-TMSS-80527C, Commercial Off-the shelf (COTS) Equipment Manual Requirements).
1.9.2 The contractor will deliver an Explosion Proof Certification in accordance with DD Form 1423 (CDRL A002 DI-MGMT-80368A/T, Explosion Proof Certification).
1.10 Warranty: All standard Warranty provisions shall be included but as a minimum, the contract shall include one (1) year parts and labor from the time of acceptance (for each EPBL) for defects in material and workmanship.
1.11 Options: This contract shall have a 48 month ordering period beginning after contract award.

4.2 Affirmative Procurement Programs (APP).
4.2.1 In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpgprogram] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio-based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
4.2.2 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio-based products. In accordance with the Robins Air Force Base, Georgia / Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
