Statement of Work
2018 Procurement of Promotional Items for Wild Horse and Burro Program
Period of Performance: October 1 to September 30. This award will have one base year and four option years.
1. BACKGROUND
The Bureau of Land Management’s (BLM) Wild Horse and Burro (WHB) Program is charged with the responsibility of managing and protecting our nation’s wild horses and burros on public lands, as outlined in the 1971 Wild Free-Roaming Horses and Burros
Act. As part of this responsibility, the BLM must remove excess animals from public lands to control for population growth. The excess animals are then placed into private care. As the placement rate for excess wild horse and burros remains low, the BLM has identified the need to procure and distribute promotional items that effectively supports the placement of animals into private care and raises awareness of the management of wild horses and burros on public rangelands.
2. SCOPE
The BLM regularly provides promotional items to the public in order to promote the adoption or purchase of animals into private care and to encourage them to learn more about the Wild Horse and Burro Program and its challenges by visiting the website or calling the national number (866-468-7826). The selected contractor shall, through independent research, identify and procure the most cost-efficient, high-quality and effective items that will help increase name recognition and awareness of the wild horse and burro program. Novel approaches are encouraged. The promotional items shall appeal to a primarily female-based audience of all ages, regardless of their knowledge of equine and public land issues. The items shall be consistent with the national wild horse and burro brand. All identified items will receive the proper approvals from BLM prior to purchase and payment. In addition, all resulting work and items will become the sole property of the BLM.
3. GOVERNMENT FURNISHED MATERIALS/INFORMATION
The BLM’s Contracting Officer’s Representative (COR) and Project Inspectors (PI) will be the point of contact to provide required guidance and in-use materials for the integrated marketing effort. This includes current and publicly-available samples of BLM marketing and promotional material.
4. DELIVERABLES
Strategic Planning Meeting: Within two weeks of receiving award, the selected contractor shall organize and host an initial in-person meeting with BLM staff.
Project Plan: Within two weeks after the strategic planning meeting, the selected contractor shall deliver a draft project plan with its suggestions for promotional items, including costs and delivery timeframes. The plan should include any dependencies, resources needed, defined roles and responsibilities and a timeline that indicates deliverables, deliverable deadlines and status report meetings. It should also address major milestones and timing for delivering initial drafts, incorporating BLM’s comments, delivering a revised product, and delivering final proofs to BLM for approval. The plan should include a minimum of 2 editing iterations with BLM staff.
Project Deliverables:
All layouts and products will receive the proper BLM approvals and will become the sole property of the BLM.
1. Promotional items. The selected contractor will procure a minimum of fifteen (15) promotional items that meet BLM approval before final procurement and payment.
Items shall, at a minimum, display the approved WHB logo and contact information.
(Reference page 3.) Ideally, promotional items will include a slogan such as, Bring

Rating/Description
The offeror’s proposal will be evaluated based on the ratings and corresponding descriptions outlined below. The BLM will rate each offeror’s technical proposal according to the Evaluation Factors outlined above.
Blue: the offeror exceeds the requirements of the solicitation, as explained in the statement of work and proposal evaluation criteria. The offeror has proposed a superior candidate(s) and there is no question as to the offeror's ability to perform successfully. There are no deficiencies or weaknesses.
Green: it appears that the offeror meets the basic requirements of the solicitation. While the proposed approach does not exceed expectations, the offeror will most likely be able to perform successfully, though minor deficiencies or weaknesses may exist. While further dialogue with the offeror may be needed, a revised proposal may not be necessary.
Yellow: the offeror may meet the requirements of the solicitation, though there are doubts as to the offeror's ability to perform successfully. In order to make their proposal fully acceptable, they would need to correct their deficiencies or weaknesses through submission of a revised proposal.
Red: the offeror fails to meet the basic requirements of the solicitation.
There are so many deficiencies and weaknesses that, should the offeror be allowed to correct them, it would be tantamount to submission of a new proposal. The proposal should not be considered for award.
