OVERVIEW, RECIPIENT AND BLM SUBSTANTIAL INVOLVEMENT

City of North Las Vegas Kiel Ranch Historic Park 6.81 Acre Acquisition SNPLMA Round 16 NL25 - $1,520,700.00

Background: Kiel Ranch (listed on the National Register of Historic Places) Historic Park is a 6.67-acre site located near the northeast corner of Commerce Street and Carey Avenue, approximately 1 ½ miles west of downtown North Las Vegas. The park is home to one of the State’s oldest structures and an active artesian spring. Immediately adjacent to the park is a vacant parcel approximately 7 acres in size that was once part of the original ranch. The vacant parcel of land is currently zoned for industrial uses (M-2). With this application, the City of North Las Vegas is seeking funds to acquire this property; protect the cultural resource from industrial development; restore some of the historic ranch and expand the interpretative, educational and recreational uses of Kiel Ranch Historic Park.

Objectives: Acquisition of approximately 6.81 acres of land adjacent to historic park.

Public Benefit: Acquisition of this property will preserve another portion of the original ranch founded in the late 1800’s. Incorporating this parcel into the park will also further protect the spring/wetlands area which is immediately adjacent to the property boundary and could be adversely affected by a neighboring industrial development. The additional land will create a buffer round the wetlands area.

City of North Las Vegas Craig Ranch Regional Park 5.34 Acre Acquisition SNPLMA Round 16 NL26 - $3,824,600.00

Background: The City of North Las Vegas is requesting funding for the acquisition of 5.34 acres of land directly adjacent to the Craig Ranch Regional Park. This land acquisition would secure the remnant parcel at the southeast corner of the park. The parcel is currently zoned commercial and there is a proposal to construct a retail store on half of the property. The park has regional value and serves a range of user groups including, but not limited to, nature enthusiasts, amateur botanists, trail users, bicyclists, skaters, family groups, social groups, students, youth and/or adult sports, and dog owners. Regular weekly attendance at the park ranges from 2,000 to 6,000 visitors. The number of weekly park visitors fluctuates based on the time of year. April thru June and September thru October have the highest visitor rates at 6,000 visitors per week. This year Craig Ranch Regional Park is home to many large-scale special events including San Gennaro Festival; Military Appreciation Event; Patriot Fest; NXL Paintball Competition; Battle Frog 8K Challenge; Color Vibe 5K; USO 5k; Fighting Blind 5K and the Insane Inflatable 5K event.

Objectives: Acquisition of approximately 5.34 acres of land adjacent to historic park.

Public Benefit: The land acquisition will have the following public benefits:

Provides a greater and more unified body to the park, which will not be dissected as dictated by the current property configurations.

Provides the ability for a stronger natural/passive recreational setting by alleviating the impact of a commercial development at the corner of Craig Road and Commerce Street.

Provides an excellent linkage to Commerce Street, which will enhance park accessibility, traffic flow and surveillance capabilities.

Provides additional habitat protection for existing wildlife species within the park.

City of North Las Vegas Craig Ranch Regional Park 20.57 Acre Acquisition SNPLMA Round 16 NL27 - $4,025,000.00

Background: The City of North Las Vegas is requesting funding for the acquisition of 20.57 acres of land directly adjacent to the Craig Ranch Regional Park. The vacant parcel of land is located near the park’s northwest corner at the intersection of Lone Mountain Road and Camino Al Norte. This land acquisition would secure additional acreage to meet the recreational and open space needs of the City’s growing community. The parcel currently has a mixed land use designation. Mixed-Use Neighborhood areas are predominantly residential areas that also contain intense commercial and office activity. Acquiring the additional 20.57 acres of land adjacent to Craig Ranch Regional Park will preserve this open space opportunity and allow the City to substantially increase the recreational facilities for City’s 240,000 residents.

Objectives: Acquisition of approximately 20.57 acres of land adjacent to historic park.

Public Benefit: This land acquisition at Craig Ranch will provide additional land that will help the City host more community/cultural special events. Since the park opened in 2013, the park hosted community events such as the weekly On the Ranch Farmers Market; inaugural Get Outdoors Nevada Day Celebration, Taste & Tunes Festival; Independence Jubliee; 2 Century Bicycle Rides; and numerous 5k/fun runs. This year, Craig Ranch Regional Park will be the location of the 37th Annual San Gennaro Feast. This festival celebrates Italian heritage and is one of the most popular festivals for locals and visitors. The estimated attendance for this year’s festival is 50,000 visitors over four days.

Recipient: City of North Las Vegas Performance Goals: All three projects relate to the BLM SNPLMA Strategic Goal for Recreation: Sustain the quality of the outdoor environment by conserving, preserving, and restoring natural and cultural resources. Indirect costs are expenses which cannot be readily identified and charged to a particular project or agreement, e.g. building rent, utilities, office supplies, etc. Such costs are charged to the project as a percentage of the Direct Costs (items A through H above) and this percentage is called the Indirect Cost Rate. If your organization has a Negotiated Indirect Cost Rate Agreement (NICRA) please submit a copy of the agreement with your application. If your organization has no NICRA, the BLM may allow a "de minimis" indirect cost rate of up to 10% of your Modified Total Direct Costs (MTDC), which are your Direct Costs excluding sub-grant and sub-contract costs in excess of $25,000. See 2 CFR 200.68 Modified Total Direct Cost (MTDC) and 2 CFR 200.414(f) Indirect (F&A) Costs for more information.

If your organization is a Cooperative Ecosystems Studies Unit (CESU) partner, your indirect cost rate will be 17.5% of your NICRA-determined indirect cost base.
