Statement of Work Human Resources Management Support Assistant Directorate, Resources and Planning (AD 200)

TITLE: Human Resource, Job Analysis, Specialist Washington D.C.

1.1 SCOPE

The Contractor shall provide human resources management support to the Bureau of Land, Assistant Director, Resources and Planning (200) compliant with the rules, regulations and requirements of the Bureau of Land Management (BLM) and the Department of Interior (DOI). This support shall consist of reviewing old and new position descriptions; assisting with the development and revision of position descriptions; developing job weights and job analyses, packages and building classification packages for review and approval by the BLM’s National Operations Center (NOC). The classification packages shall include all documentation necessary for verification and approval.

1.2 BACKGROUND

In FY 2014, the NOC implemented a national policy for classification review on position descriptions that were more than three years old. In addition management was asked to move position as applicable to standard position descriptions. This has created an additional and time-consuming workload.

Critical position descriptions need to be revised, similar/like positions need to have standardized position descriptions, and classification packages need to be built. In addition, announcement packages need to be developed to enable the Directorate to fill vacant positions in a timely manner. This human resources management support shall assist the Directorate so that it can continue to fulfill the mission of the BLM.

1.3 TASK: Position Review and Job Analysis

The Contractor shall provide written review of old position descriptions. The Contractor shall rewrite and develop new position descriptions that accurately reflect the actions required of the vacancy and/or current incumbent and comply with the relevant provisions of the Government Performance and Results Modernization Act 2010 and OMB Circulars A-11, A-123 and A-136.

1.4 Deliverables Schedule:

· The Directorate currently has over 100 vacancies and jobs in need of review. The Directorate needs human resources support for re-design of existing position descriptions, creation of new position descriptions and production of complete job analysis in order to prepare the jobs for advertisement or classification review by the National Operations Center.

· In addition, the Directorate has 94 position descriptions, of which most have standalone position descriptions. Each of the position descriptions will need reviewed to determine if they should be standardized (if similar in title and grade) or remain as standalone. The revised position descriptions resulting from that review shall be developed and classification packages shall be prepared for approval by the National Operations Center

· The Contractor shall develop classification packages that are fully documented and prepared for the review and approval of the NOC. The Contractor shall provide technical expertise to management on the potential impacts of reclassification and restructuring of positions or occupational groups.

· The Contractor shall develop and dissect major job duties from each position description. In consultation with management, the Contractor will determine the appropriate amount of time that is to be spent in each job performing each duty. The contractor then will use independent judgment and discretion to extract questions from the automated hiring system that will best fit each major task statement.

· The Contractor will use generalized instructions to advise management as to the appropriate weights that should be assigned to each question. Based on the consultation with management, and extraction of information from generalized operating instructions, the Contractor will build the final job analysis for all positions designated for advertisement.

· The Contractor shall provide management consultation and operational services on such matters as accretions of duties actions, establishment of new positions, and recruitment and classification of new positions.

1.5 Observance of Federal Holidays

Work may occur only Monday – Friday, excluding all federal holidays, between 7:00AM – 6:00PM. Work may be permitted on some Saturdays for special projects. No services or deliveries shall be performed on Sundays or Federal legal holidays as shown below:

1.6 ORDER TYPE

This contract will be issued as a Labor Hour Contract with fixed load hourly rates. This Purchase Order will be for 2016 Labor Hours and or 251 working days, not to exceed the working hours. This requirement will base on Wage Determination rate for the Washington D.C. area. The quote shall include Health and Welfare for the employee; also submit your quote for an Human Resource, Job Analysis and Classifier for the Washington D.C. area. This requirement shall be awarded based on the Best Value to the Government and “NOT at the Lowest Bid”. Please submit to the Contracting Officer No More than Three Resumes for this requirement. The candidate will be selected primarily based on the resume received; a selection board will be selecting the candidate. The Government shall not pay for a Contractor’s Time Off, i.e. Vacation or Holidays, or Inclement Weather off days. Please do not Low Ball your quote to attempt to win the bid, all quotes that are not in the competitive range will not be considered. 1.7 PERIOD OF PERFORMANCE

The Period of Performance will be from February 1 2016 to February 1, 2017. Normal work schedule is between the hours of 7:00 AM and 5:30 PM. The work day consist of an eight (8) hour work day; Monday through Friday. Overtime is not authorized. Please include in your proposal quotes with Four Option Years.

In the event of an inconsistency between the total amount of this order and the Performance period ending date, the total amount of this order takes precedence.

1.8 CONTRACTOR PERSONNEL

Key personnel: The key personnel are those that are considered to be essential to the work the Contractor performs. Prior to diverting any key personnel to other programs, the Contractor shall notify the Contracting Officer reasonably in advance and submit justification, including proposed substitutions or replacements, in sufficient detail to allow the Contracting Officer to evaluate the impact on the work the Contractor is obligated to perform hereunder. The Contractor shall not replace any of the key personnel named to work on the contract without the written consent of the Contracting Officer.

Human Resource, Job Analysis, Specialist: The Contractor shall provide a working Human Resource, Job Analysis, Specialist who shall be responsible for all Contractor work performed under this contract. The Human Resource, Job Analysis, Specialist shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative (COR).

The name of the Human Resource, Job Analysis, Specialist and the name of any alternate, who shall act for the Contractor in the absence of the Human Resource, Job Analysis, Specialist, shall be provided to the BLM as part of the Contractor’s proposal.

During any absence of the Human Resource, Job Analysis, Specialist, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Job Analysis, Specialist and all designated alternates must be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Job Analysis, Specialist without prior acknowledgment from the Contracting Officer.

The Job Analysis, Specialist shall be available to the COR via telephone between the hours of 0800 and 1600 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification.

The Job Analysis, Specialist shall be responsible for ensuring conformity to contractual obligations, establishing and maintaining master plans and schedules. The Job Analysis, Specialist shall perform day-to-day management of overall contract support operations.

The Human Resource, Job Analysis, Specialist Experience Requirements: The Job Analysis, Specialist should have experience performing in the field of human resources management for the Federal sector, including supporting the development of position descriptions and have working knowledge of the Directorate. The Job Analysis, Specialist should possess the ability to communicate effectively, both orally and in writing, with senior personnel. The Job Analysis, Specialist should possess the ability to read and interpret Government policy, regulations, and directives and to apply those interpretations fully and legally to all activities described in this statement of work. The Job Analysis, Specialist should have knowledge and experience of GPRA Modernization Act compliance and all matters related OMB Circular A-11, A-136 and A-123.

Qualified Personnel: The Contractor shall provide capable and qualified personnel to perform all requirements and tasks under this contract. Contractor personnel proposed for each task must possess the experience, knowledge, expertise, and education to fulfill all the requirements listed for the task. Contractor employees supporting the contract must be able to read, write, speak and understand English fluently, and must be United States citizens.

Employee Identification: Contractor employees visiting BLM facilities and other Government facilities must wear an identification badge that, at minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees must comply with all BLM and DOI rules and requirements. All Contractor employees must identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view.

Employee Conduct: The Contractor’s employees must observe and comply with all applicable local and headquarters regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security). The Contractor shall ensure that all Contractor employees present a professional appearance at all times, and their conduct does not discredit the United States, the DOI or the BLM. The Project Manager shall ensure Contractor employees understand and abide by BLM-established rules, regulations and policies concerning safety and security.

Key Personnel: Before replacing or adding any individual designated as Key by the Contractor, the Contractor notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement or addition, and provide the name and qualifications of any proposed Contractor employee.

1.9 Place of Performance: The Contractor shall be required to provide contract support primarily from the Contractor premises unless ordered differently by the contracting officer or COR.

10.0 TOTAL VALUE OF CONTRACT

The total value of the contract shall be determined upon award. Travel expenses should be included in Contractor’s proposal as a separate cleanse. If the contract is to be extended, based on acceptable performance of the Contractor, that rate may be re-negotiated.

10.1 REPORTING REQUIREMENTS

Kick-Off Meeting: The Contractor shall attend a Kick-Off Meeting with the Contracting Officer, Program Manager and the COR no later than five (10) business days after the contract has been issued. The purpose of the Kick-Off Meeting is to discuss technical and contracting objectives of the Contract.

Monthly Status Reports: The Contractor shall provide a monthly status report to the COR and Contracting Officer via electronic mail. This monthly progress report shall include a summary of all Contractor work performed including a breakdown of labor hours by labor category, all direct costs by line items, an assessment of technical progress, schedule status, any travel conducted and any Contractor concerns or recommendations for the period being reported that may impact successful performance of the work.

Status Meetings: The Contractor must be available to meet with the Contracting Officer and COR upon request to discuss progress, exchange information and resolve emergent technical problems and issues. These meetings shall take place at the discretion of the BLM or the Contractor. The meeting may be by conference call or in a physical meeting place as determined by the Contractor and the BLM. A mutual effort shall be made to resolve all problems identified during these meetings.

General Report Requirements: The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with BLM systems. The Contractor shall use proven methodologies that assure all activities and deliverables are identified, documented, and tracked so that the Contractor’s performance can be continuously evaluated and monitored for timeliness and quality service.

Section 508 Compliance: Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998, requires that when Federal agencies develop, procure, maintain, or use electronic and information technology, they must ensure that it is accessible to people with disabilities, unless it would pose an undue burden to do so. Federal employees and members of the public who have disabilities must have access to and use of information and services that is comparable to the access and use available to non-disabled Federal employees and members of the public. For additional information, please refer to FAR 39.2 or http://www.section508.gov.

10.2 PROTECTION OF INFORMATION

Privacy Act Information: Contractor access to information protected under the Privacy Act may be required under this contract. The Contractor will safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation.

Unclassified but Security Sensitive and Classified Information: Contractor access to unclassified, but security sensitive information and classified information may be required under this contract. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination.

Proprietary Information: The Contractor may require access to proprietary information under this contract. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with all BLM regulations, laws and policies.

Safeguarding Sensitive but Unclassified Information: The Contractor shall ensure that all Contractor personnel having access to business or procurement sensitive information sign a non-disclosure agreement.

10.3 TRAVEL

Contractor travel may be required to support work to be accomplished under this contract. Travel required by the Government inside and outside the local commuting area(s) shall be paid to the Contractor in accordance with the Federal Travel Regulations under this contract. The Contractor shall be responsible for obtaining COR approval (electronic mail is acceptable) for all reimbursable travel in advance of each travel event. Please separate travel cost from the actual proposal as a separate cleanses.

10.4 GOVERNMENT FURNISHED PROPERTY/RESOURCES AND INFORMATION

Government furnished property/resources and information shall be specified as needed under this contract. The contract shall specify the scope, tasks, requirements, deliverables, schedules, places and periods of performance, and funding. The contract may also address security, travel, technical or environmental requirements as applicable. The Contractor may in some cases furnish all necessary facilities, materials and equipment necessary to fulfill the requirements of this contract. In other instances as necessary, the Government shall fulfil that requirement.

10.5 TECHNICAL EVALUATION

Procedures and Evaluation Criteria

The Government shall award a contract resulting from this solicitation to the responsible offer(s) or whose offer conforming to the solicitation shall be the best value to the Government, price and other factors considered.

The technical proposal shall be separate from the price proposal. Proposals must be in accordance with the labor categories and pricing set forth in your GSA Federal Supply Schedule or better. You may not quote items that are not contained within your schedule. The Contractor’s proposal must include all data and information required and must be submitted in accordance with these instructions. Non-conformance with specific organization and content may be cause for proposal rejection. The proposal must be clear and concise. It must include sufficient detail for effective evaluation and for substantiating the validity of stated claims.

The proposal shall not rephrase or restate the Government requirements, but rather provide a convincing rationale to address how the Contractor intends to meet these requirements. A proposal that simply restates the Government requirements may be judged non-responsive. Contractors must assume that the Government has no prior knowledge of its experience and shall base its evaluation on the information presented in the Contractor’s proposal.

The proposal must be written to the greatest extent possible on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other sections of the proposal. Cross referencing within the proposal is permitted where its use would conserve space without impairing clarity.

The proposal shall comply with the following limitations:

(1) A maximum of fifteen (15) pages for the proposal, excluding past performance.

(2) 12 point type shall be used. The font shall be Times Roman.

Do not include cost/pricing information in your technical submittal. The pricing information shall be completely separate for the technical/management submittal and contain all information relative to cost and pricing.

Your submittal shall become the property of the Government and shall not be returned. If your submittal contains information that you do not want disclosed to the public or used by the Government for any purpose other than Government evaluation, such restriction must be clearly indicated on each sheet containing such information.

The following evaluation factors shall be used to evaluate the offeror’s proposal. The evaluation factors are listed in descending order of importance.

Evaluation Factors

Technical Expertise The offeror must have proven technical expertise as relevant to the tasks in the Statement of Work (SOW). The offer is evaluated as to whether the vendor understands the work requirements as embodied in the SOW and their proposed approach to meeting those requirements.

Project Management/Schedule The offeror shall be evaluated on their ability to meet the project management requirements as set forth in the SOW, including reporting.

Past Performance Information Describe the experience and capability of your organization in conducting similar work.

Provide a summary of at least two (2) similar contracts/orders performed by your organization for the last three (3) years. Include a brief description of the project, contract number, period of performance, contract amount, client identification (including agency), point of contact information (email and telephone number). The contract information must be current.

Rating/Description

The information below demonstrates the ratings, and corresponding descriptions, that will be used by the Department to rate each offeror’s technical proposal according to the Technical Evaluation Factors for this contract.

Blue The offeror exceeds the requirements of the solicitation, as explained in the statement of work and proposal evaluation criteria. The offeror has proposed a superior candidate(s) and there is no question as to the offeror’s ability to perform successfully. There are no deficiencies or weaknesses.

Green It appears that the offeror meets the basic requirements of the solicitation. While the proposed approach does not exceed expectations, the offeror shallots likely be able to perform successfully, though minor deficiencies or weaknesses may exist. While further dialogue with the offeror may be needed, a revised proposal may not be necessary.

Yellow The offeror may meet the requirements of the solicitation, though there are doubts as to the offeror’s ability to perform successfully. In order to make their proposal fully acceptable, they would need to correct their deficiencies or weaknesses through submission of a revised proposal.

Red The offeror fails to meet the basic requirements of the solicitation. There are so many deficiencies and weaknesses that, should the offeror be allowed to correct them, it would be tantamount to submission of a new proposal. The proposal should not be considered for award.
