SECTION C

DESCRIPTION/SPECIFICATIONS/SCOPE OF WORK

For the Fort Meade Archaeological District National Register Nomination

I. Type of Task: Updating the Fort Meade Archaeological District National Register Nomination for properties surrounding the Fort Structures outside the existing historic property boundary.

II. General Background

1. The Bureau of Land Management (BLM) is required to identify, evaluate, and nominate historic properties on public lands under its jurisdiction. These requirements are mandated by the National Historic Preservation Act (NHPA) and related regulations found at 36 CFR 60.

1. Fort Meade was listed on the National Register May 22, 1973 and includes the Fort Structures and 3,200 acres surrounding. Recent archaeological findings prove contributing elements of Fort Meade exist outside the National Register Boundary. Pursuant to 36 CFR 60.14 Changes and revisions to properties listed in the National Register. (a) Boundary Changes. (1) A boundary alteration shall be considered as a new property nomination. A new National Register Nomination will need to be prepared for the additional areas outside the existing boundary only. Information inside the additional areas will need to be captured in this nomination for an updated boundary that is a closer match to the original Fort Meade Military Reserve boundary. Updating the boundary will include adding an additional 3,370 acres to the Fort Meade Nomination and will ensure important contributing elements of the fort are incorporated.

III. Specific Background

1. Fort Meade and adjacent environs inside the BLM administrative boundary is 85 percent covered by recent Class III cultural resource surveys. The Fort and surrounding areas inside the original Fort Meade Military Reserve boundary is documented under Smithsonian site number 39MD3002. Cultural inventory findings have recorded close to 2000 suffix numbers to site 39MD3002 that include contributing artifacts and features of the Fort and other finds such as non-diagnostic historic artifacts, recent graffiti and trash and other deposits, and prehistoric or pre-fort cultural features and deposits.

1. The BLM has GIS locational shape files of all known archaeological sites, elements of Fort Meade including previous cultural resource management points and polygons that documented early fort elements in a BLM management plan (Fort Meade CRMP 1987), and all recently recorded suffix numbers to site 39MD3002.

IV. Objectives

A. General Bureau Objective: The overall Bureau objective is to meet the requirements of Section 110 of the National Historic Preservation Act, by identifying, evaluating, and nominating historic properties. These requirements will be met in accordance with, and under the terms of, the strategies outlined in the BLM 8100 Manuals.

B. Produce a new draft National Register of Historic Places nomination for Fort Meade, to update the boundary, determine contributing elements to the Fort and period of use.
