2. Install woven or non-woven geotextile fabric underlayment, on prepared surfaces, ensuring required manufacturer’s Recommendations for overlaps are maintained and outer edges of geotextile are buried a minimum of 1 foot below grade. Geotextile fabric specifications are outlines in section 02370, Geosynthetics

3.1 EARTHWORK
3.01 EXAMINATION
A. Verify Conditions
1. Prior to placing material in any section of the embankment, verify that the founda-tion for that portion has been cleared, stripped and water-conditioned. No materi-al will be placed on the foundation without prior written approval.
2. Scarify soil foundation areas so that the surface will bond and compact with the first layer of fill. Scarify by ripping and disking material 3 to 6 inches in depth, as determined by the Contracting Officer, so that no smooth surfaces remain.
3. Condition the foundation surface and previous lift surfaces to uniform water con-tent prior to placing fill. Pay particular attention to edges of fill against sloping ground and against abutment surfaces.
4. Do not allow water to accumulate on fill surfaces.
5. Do not place frozen materials, or place fill on frozen ground.
6. Do not place fill below water.
SCHEDULE 1 - Excavation
B. Classification: No classification as to class, nature, or condition will be made of any soil or rock from required excavations or borrow areas.
C. Excavate: Excavate according to the lines and grades shown on the Drawings, or written field clarifications.
D. Required excavation lines shown on the Drawings are the final or actual lines unless oth-erwise directed by the Contracting Officer. Final quantities may be higher or lower that those estimated in the Bid Schedule.
E. Strip the embankment foundation area, borrow areas and all areas to receive fill to a mini-mum depth of 6 inches or as shown on the Drawings and as required to remove all organic soils, vegetative matter, roots, and other perishable, loose or objectionable material that might interfere with compaction of embankment lift or the bonding of embankment to foundation. Objectionable material will be as determined by the Contracting Officer. Top-soil at the project site is limited. Perform stripping operations in a manner to conserve all topsoil that contains organics.
05/05/2015 02300-4
F. Transport stripped materials to stockpile areas outside of waterways and wetlands, subject to approval. Transport with a scraper or other approved wheeled vehicle. Locate piles so as not to affect the operation of the reservoir, or spillway interfere with the work, or detract from the appearance of the completed work.
G. Backfill unauthorized excavations, excessive soil excavations, and excavations for
CONTRACTOR convenience with approved materials as determined by the Contracting
Officer, at no additional cost to GOVERNMENT.
H. Take precautions to preserve, in a sound condition, the material below and beyond the lines of all excavations.
I. Perform operations so that the excavations will yield as much suitable material for construc-tion purposes as practicable.
J. Reuse, as much as is practicable, all suitable materials from required excavation in the per-manent construction. Separate unsuitable materials and remove them from the work area as soon as practicable.
K. It should be assumed that, in most cases, it will be necessary to stockpile and condition ex-cavated materials in temporary stockpiles prior to their being placed in the spillway em-bankments.
L. Spread out and allow materials to dry that are too wet for immediate compaction until the water content is reduced sufficiently for placement in the embankment. Aerating and dry-ing is incidental to the work.
M. Water-condition materials that are too dry for immediate compaction. Use water, discs, blades and other equipment to water condition materials directly in borrow areas and in temporary stockpiles prior to their being transported to fill areas.
N. Level and trim waste piles to reasonably regular lines, and slope to drain. Finished slopes shall be no more than 3H:1V.
O. Remove soft, wet, dry, objectionable, or otherwise unsuitable materials from the spillway foundation, as determined by the Contracting Officer.
SCHEDULE 2 - Preparation
P. Soil Foundation/Fill-Surface Preparation
1. Foundation preparation and water conditioning is critical. Maintain all exposed foun-dation surfaces in a moist condition (not saturated) at all times.
2. compact all foundation surfaces with a minimum of two passes by a sheep foot com-pactor a similar compactor that will provide equal or better compaction
05/05/2015 02300-5
3. Excavate overly dry, overly wet, soft/yielding, or otherwise unsuitable subgrade as de-termined by the Contracting Officer, and replace with appropriate, compacted, em-bankment fill for the location.
4. Scarify fill slopes and foundation surfaces equal to or flatter than 2.5H:1V (horizontal to vertical) so that the surface will bond and compact with the first…
