Questions and Answers
Q1. In the Scope of Work document, the third bullet point under “Additional Specifications” states that the Pesticide Use Proposal shall be submitted to the BLM office in Silt 1 month prior to work beginning. The work start time is the first week of July 2015, which would require a PUP submittal this week. The solicitation states a response deadline of June 19th, which would require that the PUP be submitted prior to the contract being awarded. How should companies responding to the solicitation proceed on this matter?
A1. The Pesticide Use Proposal (PUP) is required for this project, but because of the accelerated nature of the project, BLM will accept the PUP from the selected offeror as soon as the contract is awarded. BLM will then process the PUP as quickly as possible.
Q2. The BLM is providing a pre-bid site inspection tour on June 10, 2015. The Scope of work does not indicate whether the pre-bid is mandatory or optional. Can this be clarified?
A2. There is a pre-bid inspection tour on June 10, 2015 at 9 am. This is not a mandatory inspection, but offerors are highly encouraged to attend. BLM can schedule another time to meet with offerors before the offer due date of 6/19/15 if one is needed.
