Project: Hoof Trimming Solicitation Number: L15PS00415 Issuing Office: BLM Nevada State Office Location: Reno & Fallon Wild Horse Facilities
WILD HORSE AND BURRO
HOOF TRIMMING CONTACT
SECTION C - DESCRIPTION/SPECS/WORK STATEMENT
1) BACKGROUND
a) Wild horses and burros on public lands administered by the Bureau of Land Management (BLM) and Forest Service are protected, managed and controlled under the provisions of the Act of December 15, 1971, as amended (16 U.S.C. 13311340). As resource conditions and other factors warrant, excess wild horses and burros are removed from the public lands. Wild horses and burros are held in the Indian Lakes Corral facilities Fallon, Nevada and Palomino Valley Wild Horse & Burro Center (PVC) Reno NV.
b) During the time the wild horses and burros are maintained at these holding facilities their hooves may need to be trimmed.
c) The BLM has the need to contract for the services of hoof trimming.
2) OBJECTIVES
a) The contractor must have the knowledge and skill to trim wild horses and burros hooves with minimal stress and injury to the animals.
b) The contractor must be able to work effectively with BLM wranglers to efficiently trim wild horses and burros hooves.
c) The contractor must be available to work full days and trim up to 60 animals per day at the holding corrals located in Fallon, Nevada and/or Reno, Nevada.
3) GENERAL SERVICES
Acceptable Methods:
a) Hooves can be trimmed with an electrical powered and/or cordless (with battery pack) angle grinder compatible with an aluminum flat disc with carbide teeth, and/or an aluminum oxide abrasive pad of the type commonly used for trimming animals.
b) All trimming will be conducted with the animal secured in a hydraulic tilt chute.
4) SPECIFIC SERVICES
a) Heels will be trimmed to a natural angle and length.
b) Toes are trimmed to a natural angle and length.
c) Bars will be trimmed to be straight and tapered.
d) The necessary amount of sole is removed to ensure a level hoof.
e) Wall flares will be addressed as necessary.
f) The outer hoof wall will be rolled (Mustang Roll). As directed by the COR/PI, for natural break-over, entire hoof wall may need to be rolled, toe to heel.
g) Every hoof will be approached with the concept of “Target Trimming” – that is, trim that which is most important first, and only that - one item at a time. This means that every single part of the hoof is not always trimmed; focus only on what is necessary.
5) RESPONSIBILITIES OF BLM
a) BLM and/or facility contract wranglers will bring the wild horses and burros to the hydraulic chute and assist in the restraint of the animals.
b) BLM will operate the hydraulic chute to allow the wild horse or burro to be tilted and tied up for ease in hoof trimming.
d) If needed, a facility veterinarian will administer any drugs that the BLM manager thinks is appropriate or necessary.
d) BLM will notify the contractor 48 hours prior to the start of work. BLM will also provide an estimate of the number of animals needing trimming and an estimate of the number of days necessary to complete the task.
