L15PS00382 Horse Valley Bridge Solicitation Questions & Answers

Questions and Answers from Pre Bid Tour

When will the bridge and abutments be removed?

The County will remove the existing bridge and abutments. The contractor must work with the county to determine a time that works best for both the contractor and County. The County

Engineer is Brian Bremner and he can be reached at (435)676-1119.

Where is the nearest river crossing?

Currently the river is high, but during lower flows the equipment can ford the river just downstream from the bridge.

Is there a closer river crossing on private land?

The BLM does not know of any other easily accessible, close access points through private land.

Does the contractor have to maintain the water level within the canal?

Refer to the stream alteration permit attachment in the solicitation, Page 3, paragraph 3 and 4.

Can the water be diverted or something built upstream to maintain the water level?

Refer to the stream alteration permit attachment in the solicitation, Page 3, paragraph 3 and 4. The

Stream alteration permit states restrictions with the water levels and how it needs to be maintained. For additional information on the stream alteration permit contact the Division of

Water Rights, Chuck Williamson @ (801)538-7404

Where will the Rip Rap be stockpiled?

There has not been a stockpile area designated. The County will stockpile and supply the Rip Rap so the Contractor will need to coordinate with them on stockpile area and delivery time. The stock pile area will also need to be approved by the BLM.

What is the surface area of the new rip rap?

The flat surface area of the new riprap is approximately 2,450 square feet. However, the riprap is installed on a slope so the true surface area will be larger.

How should the asphalt be layed on the coragated bridge deck? Can it be done with one 7 inch lift or does it have to be in two lifts, with a 3 inch and a 4 inch lift?

The Contractor should refer to the bridge manufacturer’s specifications for installing an asphalt wearing surface on a corrugated steel deck. In general, it is recommended to install and compact the first lift up to the top of the corrugated steel deck. Then install and compact the next lift up to the required height above the corrugated steel deck.

Will the bridge require a tack coat before paving?

Yes. See Section 412 – Asphalt Tack Coat.

Is the new bridge the same height?

No. See profile view in plans.

When will the cows no longer be an issue?

The rancher plans to keep the cows in the area until the snow flies. It will be the contractor’s responsibility to keep the area fenced and secure during construction. Contact Flying V Bar ranch manager, Levi Jensen @ (435)660-1119 for additional information regarding ranching operations.

What is the approximate time frame for this project?

Construction would likely start in late summer of 2015.

Will the fencing that is removed have to be replaced?

Yes, it will need to be replaced. UDOT will require an encroachment permit for work in the right of way (ROW) and that cooperation and permit will be the responsibility of the contractors.

Can the deck be changed from asphalt to concrete?

Yes. However, this will require a modification to the specifications to require shear connectors to be welded to the top flange of the girders and to have stay-in-place forms in order to make the deck composite with the superstructure. Generally, this option is cost prohibited when compared to a corrugated steel deck with an asphalt wearing surface.

Is there a time limit on this project?

The allowed Contract time is 90 days from notice to proceed.

What barricades/road closure signage is required?

UDOT has requirements for work inside the ROW that must be followed. Temporary and permanent signage plans must be submitted to the BLM for approval. See section 104.03 (d) of the

Special Contract Requirements (SCR) for a list of submittals. See section 633 and 635 of the SCR and

FP-14 for more information on “Permanent Traffic Control” and “Temporary Traffic Control”

Do we have to leave an access for hunters and other recreational users?

No, but the BLM would like to ask that the contractor make every reasonable effort possible to leave access open during peak traffic seasons that do coincide with hunting season. This bridge is the only public access point to this hunting unit for a very long way.

Do the contractors have to reseed on the barrow?

No. They do have return it to a natural contour that is 3:1 or flatter. Also, see section 107.02 of the

SCR.

Is the borrow area good material?

It is the contractor’s responsibility to provide quality control on all material and construction of the contract. It is the contractor’s responsibility to make sure that all material meets specifications. The specifications were modified to use recommendations from the Geotechnical Report. See page 6-7, paragraph 4.2.4 and the executive summary and the 3rd bullet down under section 4.0 of the “Final

Geotechnical Engineering Report, Revision 1” for more information.

Is the new bridge longer?

Yes. See plans.

Is the surveying done by the BLM?

No, Surveying will be the responsibility of the contractor but the BLM will provide control points.

What are the plans for water usage?

The BLM has no water rights for this project. If the contractor wants to use water from the river then the contractor should contact Utah Division of Water Rights for requirements to do so. The county did agree to fill water trucks from the county fair ground for the project but ultimately it will be up to the contractor to find the water needed.

Is there a contact at the county to determine if we can pump water from the river to mix our grout?

Contact Brian Bremner, Garfield County Engineer (435)676-1119, engineer@color-country.net. The irrigation canals belong to Flying V Bar Ranch and their manager is Levi Jenson @ (435)660-1831.

What is the wall thickness required for the micropiles? The drawings give the diameter, but not the wall thickness.

The required thickness for the micropile casing is 0.545 inches with a minimum yield strength of

60,000 psi. The special contract requirements (SCR) have been updated and attached to the amendment.

Can Sediment Log (Straw Waddles) be substituted for silt fence?

Yes

Does the uphill perimeter of the disturbed area also need silt fence?

Yes, refer to Section 157.
