The purpose of this amendment is to post questions and revise the Statement of Work and

Clauses. Therefore:

Question: The SOW C.16 talks about public and media interaction but there is nothing concerning public and media interaction in the L.15 Proposal preparation instructions-volume III technical capability under b. 3. Question: The insurance requirement states that we must furnish evidence of Auto, General

Liability, and Workers Comp once awarded the contract, but yet there is no minimum guarantee of work per year. What if we don't get any task orders awarded during the first, second, third, or even 4th year-will we be required to carry insurance with no work? Insurance policies are purchased annually, and can be started or cancelled quickly. Can we get insurance in place prior to working, after the first task order is issued? There is no reason to carry insurance if we are not hiring employees, taking vehicles on the road, or doing any task order work. Answer:

The requirement of "L.7 1452.228-70 LIABILITY

INSURANCE-DEPARTMENT OF THE INTERIOR" remains in effect.

4. Question: OAS certification. I spoke with

OAS. They will not come out to certify a helicopter unless it is listed on a gov't contract. We are willing to get certified but

OAS will not do it. We are being judged 100 points on getting a certification that is not possible without first having a contract in place. What does the BLM wish us to do to meet the qualification criteria? Answer: The weighting for this evaluation criterion has been reduced. See paragraph B of this amendment.

5. Question: Contractor will move trap locations as determined by the COR/PI. (pg 17) What is meant by that? Do you have a guidance on what situations would call for the COR/PI requiring us to move trap locations? Moving traps on the

BLM's say-so hinders our ability to perform.

Answer: This area of the Statement of Work remains unchanged.

6. Question: I see that the BLM might be doing spaying/neutering of wild horses and burros.

Will this require us to hold animals longer periods of time? Will there be a case where capture operations are complete and we are still holding horses for release while they heal from surgeries? If so, will we be compensated the BDOC while waiting, or just feed and care? Answer:

7. Question: Does the BLM have a 2015 - 2016

Gather schedule to share with us? Answer: The tentative schedule for future gathers is posted at http://www.blm.gov/wo/st/en/prog/whbprogram.html

8. Question: Past Performance Questionnaires-are they different from Contractor Performance

Profiles done on each job? Answer: Yes. All available past performance information may be taken into account.

B. As a result of paragraph A above, the following changes are made to the Statement of

Work, Clauses & Provisions:

Paragraph C.1 is amended to add the following paragraphs:

Prior to starting new Gather/Complex, the

Contractor shall clean and remove all mud, dirt and plant material on all equipment and vehicles to remove any seeds and/or plant parts of noxious weeds and invasive non-native species. Cleaning will include the thorough washing of vehicles and equipment including under carriages. The contractor will certify during the contract pre-work meeting with the LCOR that all vehicles and equipment have been cleaned. If the LCOR is informed that vehicles and/or equipment have not been cleaned, the contractor will be instructed to leave public lands and complete this requirement before gather operations can begin.

The LCOR/COR/PI will coordinate with contractor to ensure as applicable: holding and trap sites avoid known areas of noxious and invasive species.

The contractor, primary and backup helicopter pilots and ground crews that conduct work to capture, transport, handle and feed animals are required to complete a one hour training course annually that reviews the BLM's comprehensive animal welfare standard operating procedures

(SOPs). The SOPs are specifications for performance in regards to WH&B capture and handling activities that are listed in the contract. The training course will be provided

to the contractor in a format that is readable on a personal computer. The contractor must provide certification to the contracting officer that the training has been completed by all personnel prior to their performance of capture, transportation, handling and feeding work.

Reporting period will be October 1 - September 30 and certifications would be submitted before starting the first gather of the year.

Paragraph b(1) of CRITERION II - TECHNICAL

CAPABILITY is amended to read as follows:

(1) Qualifications and Experience of

Organization and Key Personnel (1,025 points)

Provide the degree of overall experience of the organization and proposed key personnel in humane and compassionate capture, care, feeding, transportation, treatment, and where appropriate, release of wild horses and burros from calendar year 2000 to the present. Provide documentation of overall experience resulting in the capture of wild horses and/ or burros. Provide a detailed organization chart which lists all personnel, roles and responsibilities and the chain of command. Provide resumes of each individual, with address, phone numbers, references and their availability to work during the gather season.

Provide the availability of each individual during the gather season and any alternatives that may work when the original crew is unavailable, to include the following key personnel:
