QUESTIONS AND ANSWERS FOR CONSTRUCTION SOLICITATION:

LITTLE PAN OHV STAGING AREA ACCESSIBILITY IMPROVMENTS

1. Can you provide the existing and proposed elevations of grade and concrete?

This information will be provided during the scheduled January 5, 2015 PreBid Site Tour and then all questions and answers will be posted with the Solicitation documents at www.fedbizops.gov

2. What tests are required for the concrete. Is it only the unit volume tests? Or the compressive strength test?

A requirement for tests or reports for concrete compressive strength is not included in the specs/dwgs.

3. Specs call for 85% density of compaction. How are we to measure that since no density test is required?

Upon review of the related specification paragraph - 85% for subgrade density is not required - measurement of subgrade density required is not acceptable.

Upon further review of the related specification paragraph - the following is recommended:

Delete Paragraph 3.3.A.D of Specification Section 02300 found on Page 3 and replace it in its entirety with the following:

Subgrades surfaces shall be prepared after clearing and grading to receive concrete by compacting with a minimum of three (3) passes uniformly over the entire area with a hand-driven vibratory-plate compactor: Use of water during compaction efforts shall not be too little, any dust generated by compaction efforts is not acceptable; and use of water during compaction efforts shall not be too much, subgrade soils shall not be saturated and water shall not pond on the prepared surfaces before, during or after compaction efforts. Within these tolerances, quantity of water used during compaction efforts shall be according to the Contractor's judgment to provide the finished subgrade, ready to receive concrete.

4. What color is the concrete?

This is found on Page 1 of Specification Section 02776, Paragraph 1.2.C.1

5. How the proposed slab tie into the existing kiosk footings?

Expansion Joint

6. Is it allowable to use the existing rest rooms ?

Yes, the Contractor may use the existing vault toilet for sanitary purposes. The Government will be responsible for pumping the vault toilet if required. Do not throw any garbage into vaults.

7. are we to provide construction survey to verify the layout and elevations or we to use the existing nails ?

9. Are we to provide ponds and insurance ?

10) There is no dimension on the drawings for the portion of the Picnic Table Sidewalk north of the Existing CXT Restroom, from where it turns to the existing sidewalk. Please provide the dimension.

11) Does the existing sidewalk end, and new concrete begin, at the expansion joint on the east side of the Existing CXT Restroom? If not, please provide this location.

On Drawing Sheet 1 of 6, the North Arrow appears to be pointing mostly upward with respect to reading the sheet. From this perspective, the new sidewalk begins at the west end of the existing sidewalk on the north side of the Existing CXT Vault Toilet. Specification Section 01100 discusses filling in the void between the existing CXT restroom (on the north side of the vault toilet) between the building and the new sidewalk with a sliver of concrete. Drawing Sheet 1 of 6 indicates new expansion joints would be placed on the north side of the existing CXT where the new concrete would abut the existing building and the existing sidewalk.

12) On drawing 1 of 6, where the drawing says, "Existing Sidewalk", there is no dividing line showing where the existing sidewalk and new sidewalk meet. Please provide the location.

On the Drawing Sheet 1 of 6 which was downloaded from www.fedbizops.gov and printed hard copy; {found on that website by searching on the L15PS00015 Solicitation Number}, these lines appear to be in place. And, there is a symbol “ej” for expansion joint between the existing sidewalk and proposed new sidewalk in the location described within the text of the question. The definition of the symbol “ej” is provided in the NOTES located in the upper right hand corner of Drawing Sheet 1 of 6; additional “ej” data is provided in the specifications.

To my knowledge, the only legal place where vendors can receive a copy of this solicitation is this fedbizops website. If your drawings or specifications differ from the responses/descriptions provided here, please go back to the website and double-check. I used the button on the top right side of the solicitation page in the website that downloaded all of the solicitation documents in a zipped folder to my hard drive/folder. I unzipped the folder, opened the drawings and printed them hard copy one-by-one.

13) On drawing 1 of 6, there is no dimension for the portion of new sidewalk above the "Existing CXT Restroom". Please provide the dimension. This dimension would be from where the existing sidewalk ends, to where the "Picnic Table Sidewalk" makes an angle turn.
