Purchase Description

COLD ROLL MACHINE (L0WC07)

20 March 2020

1.0 DESCRIPTION

This Purchase Description (PD) sets forth the requirements for the procurement of an automated cold roll machine by the 402d Commodities Maintenance Group (CMXG), Robins AFB, GA. The purchase price shall include a turnkey cold roll machine, all listed accessories, delivery, installation, manufacturer’s warranty, and operator familiarization training. The contractor shall provide all equipment, tools, materials, transportation, and labor necessary to manufacture, test, certify, deliver, and install the cold roll machine at Robins AFB. The machine shall be capable of automatically cold rolling a 54H60 aluminum propeller blade (manufactured by Hamilton Sunstrand/Collins Aerospace) in accordance with the specifications listed herein. All work shall be completed in accordance with this PD and the terms of the contract.

2.4 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulation unless a specific exemption has been obtained.

3.0 DESIGN

3.1 Design. The item offered shall be new and a current commercially available model. A current model is defined as the manufacturer’s currently produced model which, on the date this solicitation is issued, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer’s published catalogue or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein. The machine shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage, or distortion shall be accessible for adjustment, replacement, and repair.

3.1.1 New Developments. The contractor shall identify any new developments that would improve the efficiency, accuracy, or productivity of the equipment or would decrease its operating costs. The contractor shall notify the Contracting Officer in order that the new developments may, at the Government’s option, be included in the equipment. Reports of such developments shall be addressed to the Contracting Officer.

3.1.2 Measuring and Indicating Device Graduations. All measuring and indicating devices on the machine shall be graduated in both inch, pound, and Metric system.

3.1.3 Controls. All electrical, mechanical, hydraulic, and pneumatic operating controls shall be located convenient to the operator’s work station(s).

3.1.4 Safety and Health Requirements. All machine parts, components, mechanisms, and assemblies furnished on the machine, whether or not specifically required herein, shall comply with all of the requirements of OSHA 29 CFR 1910.

3.1.4.1 Safety Requirements. The contractor shall comply with safety provisions, i.e., technical specifications, technical publications, Federal Occupational Safety and Health Administration (OSHA) standards, and other nationally or locally recognized sources of safety, health, and fire prevention standards and practices. The contractor shall be responsible for the safety and accountability of all their personnel and the Government facilities/property and are subject to enforcement authority by federal and state safety and health officials. The contractor shall provide all personal protective equipment (i.e., hearing protection, gloves, steel-toed shoes, safety glasses, etc.).

3.1.4.2 Safety Guarding. Covers, guards, or other safety devices shall be provided per ANSI B11.23.

The safety devices shall not interfere with the operation of the machine. The safety devices shall prevent unintentional contact with the guarded part, and shall be removable to facilitate inspection, maintenance, and repair of the parts.

3.1.5 Audible Noise Level. Audible noise emitted by the equipment shall not exceed 84 decibels (dB), measured on the “A” weighted scale of a standard Type II sound level meter, at the operator’s work position or any point at a distance of three (3) feet from the equipment. Noise generated by the work piece shall be excluded in determining compliance of the equipment with the 84 dB requirements.

3.1.6 Mercury Restriction. The machine shall not contain mercury or mercury compounds nor be exposed to free mercury during manufacture with the exception of fluorescent lighting where required.

3.1.7 Asbestos Restriction. Asbestos and materials containing asbestos shall not be used on or in the machine.

3.1.8 Lead. Lead and materials containing lead shall not be used on or in the machine with the exception to radiation cladding and lead solder in circuits.

3.1.9 Use of Polychlorinated Biphenyl (PCB). The use of polychlorinated biphenyl (PCB) on or in the equipment is prohibited.

3.1.10 Environmental Protection. Under the operating, service, transportation, and storage conditions described herein, the machine shall not emit materials hazardous to the ecological system as prohibited by Federal, state, or local statutes in effect at the point of installation.

3.1.11 Lubrication. Means shall be provided to ensure adequate lubrication for all moving parts.

Recirculating lubrication systems shall include a filter that is cleanable or replaceable. Each lubricant reservoir shall have at least a 24-hour capacity. Means shall be provided to indicate a low oil condition.

Shall a low oil condition occur, the machine shall enter an emergency stop condition upon completion of the current operation. All oil holes, grease fittings, and filler caps shall be accessible.

3.1.12 Interchangeability. All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable without requiring modification.

Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, and seals. Electrical replacement parts shall include but not be limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices. Tooling and accessories normally supplied as standard items shall also be considered replacement parts.

3.2 Construction. The machine shall be constructed of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the machine to its maximum rating and capacity without distortion.

3.2.1 Castings and Forgings. All castings and forgings shall be free of defects, scale, and mismatching. No processes such as welding, peening, plugging, or filling with solder or paste shall be used for reclaiming any defective part.

3.2.2 Fastening Devices. All screws, pins, bolts, and other fasteners shall be installed to prevent unintentional loosening. Fastening devices subject to removal or adjustment shall not be permanently installed.

3.2.3 Threads. All threaded parts, either US or SI, used on the machine and its related attachments and accessories shall conform to FED-STD-H28A and the applicable “Detailed Standard” section referenced therein.

3.2.4 Gears. The gears shall be of proper width and size to transmit full-rated torque and horsepower without failure for the expected service life of the machine. Gears in drive trains shall be hardened and ground steel.

3.2.5 Surfaces. All surfaces shall be clean and free of harmful or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. The condition and finish of all surfaces shall be in accordance with the manufacturer’s commercial practice.

3.2.6 Welding, Brazing, or Soldering. Welding, brazing, or soldering shall be employed only where specified in the original design. None of these operations shall be employed as a repair measure for any defective part.

3.2.7 Painting. The machine shall be painted in accordance with the manufacturer’s commercial practice. All paint shall be of the lead free type.

3.2.8 Workmanship. Workmanship of the machine shall meet all requirements specified herein and shall be of a quality equal to that prevailing among manufacturers producing equipment of the type covered by this purchase description.

3.3 Components. The machine shall consist of not less than the following:

3.3.1 Machine. The machine shall consist of a Roller Assembly, Rotary Head, Rotary Table, and Base.

The Roller Assembly and Rotary Head shall be attached together, and shall be able to traverse along an X and Z direction. The Roller Assembly, Rotary Head, and Rotary table shall be controlled using a computer control system. The machine shall be designed in such a way to allow the user to load a propeller blade utilizing an overhead crane.

3.3.2 Base. The base shall be a stress relieved, heavy duty, ribbed casting or steel weldment having characteristics that minimize both thermal and vibration effects, while providing the strength and size to assure maximum rigidity and support for any load within the rated capacity of the machine. Means shall be provided for accurate, ease of leveling.

3.3.3 Table. The worktable shall be a casting of iron, or iron alloy, internally ribbed and proportioned to support and withstand the maximum capacity work-piece weights.

3.3.4 Guide Ways. The guide ways shall be of a linear ball bearing type and be suitable for high precision applications. The guide ways shall have a low coefficient of friction.

3.3.5 Roller Assembly. The roller assembly shall consist of a roller and roller bearing. The roller shall be polished and made from ball bearing quality steel ground to match the propeller blade radius. The bearing shall be a commercially available, double-row, angular contact design inserted concentric to the roller O.D.

3.3.6 Controller Features. Machine operation shall be computer program controlled through a graphical user interface and shall allow both manual and automatic operation. The control system shall

6 | C I P T r a c k i n g # L 0 W C 0 7 be password protected and be able to be tailored to limit maintenance, reprogramming, and computer update authorization. When running in automatic mode, no operator intervention shall be required until the operation is completed. The control system shall have emergency stop switch mounted on the machine base. The control system shall present the operator with a live graph of the roller process on the control screen as well as provide a printed version of the graph upon completion. The control system shall have the capability of storing a minimum of 100 sets processed data.

3.3.7 Part Lubrication. The part being cold-rolled shall be lubricated via an oil-spray type lubrication system. The lubrication shall be discharged at a point near the contact area of the roller and the part. A 1-Gallon reservoir shall be provided for clean oil, and a 2-Gallon reservoir shall be provided for processed oil. An oil drain shall be provided at the base of the part to collect and drain away the processed oil.

3.3.8 Pneumatic System. The pneumatic system shall conform to ISO 4414, and shall be complete, including all pumps, valves, piping, cylinders, pressure controls, and air dryer.

3.3.9 Electrical System. The machine shall conform to NFPA 79. The existing source power available at the facility is 480 volt/3ph/60hz or 208 volt/3ph/60hz. The machine electrical system shall be tolerant of fluctuation of ± 10 percent. The electrical system shall be complete. This shall include any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device shall be utilized on the machine with means of lockout in the off position only.

3.4 Feed Rates. The feed rates of the cold roll machine shall be as specified in Table I.

3.5 Positioning Accuracy. The positioning accuracy of the cold roll machine shall be as specified in Table II.

3.6 Machine Features. The cold roll machine shall be equipped with the following features.

a) The final machine and accessory equipment shall fit in 50 sq. ft. of floor space.

b) Direct force measurement at the roller

c) Strain force measurement at the roller pin

d) PC Computer-Based Interface with Windows 10 operating system and cold roll system application software

e) Recording process parameters

f) Customizable report printable in Adobe PDF format

3.7 Standard Equipment. All standard equipment required for proper operation of the machine (such as tools and adaptors) shall be furnished. A list of these items shall be provided with the proposal.

a) Prop Blade adaptor to fit taper of 2.0135/12 with a gauge diameter of 3.249”

b) Prop Blade adaptor to fit taper of 2.0315/12 with a gauge diameter of 3.279”

c) Prop Blade adaptor to fit taper of 2.0135/12 with a gauge diameter of 3.309”

d) 3 Force Gauges tested by an ISO 17.025 Lab

3.8 Marking on Instruments, Control Panels, and Plates. All words on plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

3.8.1 Lubrication Plate. A lubrication plate shall be permanently and securely attached to each machine. The plate shall contain the following information:

3.8.2 Nameplate. A nameplate shall be permanently and securely attached to the machine. The nameplate shall contain the information listed below. If the machine is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records.

3.9 Technical Data. Three (3) hard copies and one (1) electronic copy of technical data shall be provided with the machine. Technical data shall contain technical information, specifications, instructions for the operation (including software), maintenance of the machine, and recommended spare parts list. All copies of technical data shall be legible and written in the English language. No general operating manual shall be accepted. 3.10 Installation Drawings

3.10.1 The installation drawings shall contain at least, but shall not be limited to, the following information.

a. Overall and principal dimensions in sufficient detail to establish limits of space in all directions required for installation, operation and servicing. Amount of clearance required to permit opening of doors and removal of plug-in units. Clearance for travel or rotation of any moving parts.

b. Interface mounting and mating information, such as dimensions of location for attaching hardware, and meet the manufacturer vibration design requirement.

c. Interface pipe and cable attachments required for installation and co-functioning of the item to be installed with related items.

d. Weight of each component and total unit.

e. Location, type and dimensions of cable entrances, terminal boards and electrical connectors.

f. Interconnecting and cable detail.

g. Peak electrical load (AMPS) requirement to support all proposed equipment in its fully configured and operational state, including all accessories

3.10.2 Not later than 30 calendar days after effective date of contract, installation drawings shall be provided with soft measurements using the manufacturer’s standard format. An electronic copy shall also be provided in DXF format and download to AutoCAD 2010 version or older. The Government

9 | C I P T r a c k i n g # L 0 W C 0 7 shall notify the contractor in writing within fifteen (15) calendar days of receipt of drawing if they comply with this specification. If revisions are required, the contractor shall provide revisions within fifteen (15) calendar days for Government review and approval. Rejection of the drawings does not relieve the contractor from the final delivery date of contract performance period. 3.12 Training. No later than fifteen (15) calendar days after final acceptance of the cold roll machine, the contractor shall provide operator familiarization training by a qualified training representative(s).

The representative(s) shall train operation and maintenance personnel on site at the receiving activity.

Training service shall be not less than three (3) consecutive, eight-hour work days sufficient to instruct up to five (5) personnel in the proper operation and maintenance of the equipment. Training shall be conducted onsite during normal working hours 0800 to 1600 Monday – Friday, excluding federal government holidays. This training shall be provided for the system installed and include a training manual covering all training topics. Contractor shall supply five (5) hard copy training manuals to the Government at the time of training and two electronic copies to the Government Points of Contact (POCs) listed below. 4.0 QUALITY ASSURANCE

4.1 Responsibility for Inspection. The contractor shall be responsible for the performance of all inspection requirements specified herein. The Government reserves the right to witness any inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

4.1.1 Responsibility for Compliance. The contractor shall be responsible for the machine to meet all requirements of sections 3 and 4.

4.2 Classification of Inspections. The inspection requirements specified herein are classified as follows:

a. Contract quality assurance inspection (Origin) (see 4.4).

b. Final Inspection/Acceptance test (Destination) (see 4.5).

4.3 Inspection Conditions. All inspections, tests, and examinations shall be performed in an indoor facility with ambient conditions of 55° F to 100° F and 10% to 95% relative humidity.

4.4 Contract Quality Assurance Inspection (Origin). Contract quality assurance inspection shall be applied at the contractor’s facility prior to being offered for acceptance under the contract. Quality conformance inspection shall consist of the examination in 4.6 and the tests in 4.7. The machine shall

10 | C I P T r a c k i n g # L 0 W C 0 7 pass the examination, all tests, and the inspection. The Contractor shall schedule and coordinate the test at origin at least seven (7) days prior to the test. The Contractor shall notify the Government POC (listed in paragraph 3.12 above) of the scheduled date, time, and location of the tests. At the option of the Government, tests may be witnessed by technical representatives of the receiving activity.

4.5 Final Inspection/Acceptance Test (Destination). Final inspection and acceptance test shall be performed on the machine to ensure conformance with this purchase description. The acceptance test shall be performed at the contractor’s facility and the destination location. The acceptance test shall consist of the examination in 4.6 and all tests in 4.7. The machine shall pass the examination and all tests to be accepted. At the option of the Government, tests may be witnessed by technical representatives of the receiving activity.

4.6 Examination. The equipment shall be examined for design, dimensions, construction, materials, components, electrical equipment and workmanship to determine compliance with the requirements of this specification.

4.7 Tests

4.7.1 Positioning, Feeds, and Speeds Test. The machine and components shall be tested for conformance with the accuracies specified herein. The instruments and methods used in performing the test shall be provided by the contractor. A report shall be supplied with the results of the accuracy test from the contractor to the customer. All instruments shall be calibrated and traceable to NIST or equivalent controlling standardizing facility. The test shall be conducted in order to show that the machine meets the feed rates located in 3.4 Table I and positioning accuracies located in 3.5 Table II. At least thirty (30) days prior to the test, the contractor shall provide to the Government POCs (listed in paragraph 3.12 above) a test plan detailing the test instruments and methods. The Government will notify the contractor in writing within fifteen (15) calendar days of receipt if they comply with the test plan. If revisions are required, the contractor shall provide revisions within ten (10) calendar days for Government review and approval. (CDRL A004, Acceptance Test Plan, DI-QCIC-80553/T)

4.7.2 Performance Test. The machine shall perform cold roll operations on no less than 3 blade coupons. Upon completion of the cold roll operations, the coupons shall be sent to Technology for Energy Corporation (TEC), or an equivalent test facility approved in advance by the Government point of contact, for X-Ray Diffraction (XRD) testing at the contractor’s expense. The coupons shall exhibit greater than -40ksi compressive stress over the entire rolled area. The contractor shall coordinate the XRD testing with the test facility. XRD testing shall be performed at pre-determined depths as listed in Technical Order 3H1-18-3, paragraph 2.9.5.15 (5b) and in pre-determined locations as listed in Technical Order Operational Supplement 3H1-18-3S_6 (or current version), paragraph 2.9.3.7 (3g). (See PD Attachment 2: Excerpt from TO 3H1-18-3, and PD Attachment 3: Excerpt from OS 3H1-18- 3S-8). Prior to Government acceptance of the cold roll machine, and no later than fifteen (15) calendar days after the Performance Test is completed, the contractor shall provide to the Government POCs

(listed in paragraph 3.12 above) certification demonstrating satisfactory performance testing meeting the equipment technical requirements described herein. (CDRL A005, Quality Assessment Test Report, DI-QCIC-81187 NOT 1/T)

5.0 INSTALLATION RESPONSIBILITIES

5.1 Contractor Responsibilities. The contractor shall provide all travel, labor, tools, materials, parts, and equipment as required supplying and installing the automated cold roll equipment at Robins AFB and equipment start-up to ensure proper working condition. Upon shipment of equipment, the Contractor shall contact the Government points of contact listed below to schedule these incidental services. After the work is complete, the Contractor shall perform a functional test of the automated cold roll equipment to ensure proper operation. The Government Representative shall witness the test and review the results from X-Ray Diffraction Testing (as outlined in Section 4.7.2) and determine if it is pass or fail. The Contractor shall provide the Government Representative with contact information to include telephone numbers and email addresses. The Contractor shall be responsible for the following items regarding installation of the cold roll machine equipment.

5.1.1 Provide machine in accordance with the manufacturer’s design requirements.

5.1.2 Furnish labor and material handling equipment for off-loading and placing item on foundation

5.1.3 Provide and install anchor bolts and nuts

5.1.4 Set and rough level the machine

5.1.5 Level and align the machine

5.1.6 Connect machine to the provided utilities hook-up

5.7.7 Provide all necessary tools, gages, and instrumentation necessary to perform required tests

5.1.8 Provide and charge all systems with fluids in accordance with manufacturer’s instructions

5.2 Delivery. Final delivery and completion of all installation, testing, and operator familiarization training shall be completed no later than eight (8) months after contract award. The contractor shall deliver the new equipment to the following address.

5.2 Government Responsibilities. The Government will be responsible for providing the following items.

5.2.1 Utilities hook-up within 20 feet of the machine

5.2.2 3 Blade Coupons (condemned/scrap C-130 propeller blades) for contractor setup and machine testing prior to origin inspection

5.2.3 3 Blade Coupons for Origin Inspection at the contractor’s Facility

5.2.4 3 Blade Coupons for Destination Inspection at the Government’s Facility

6.0 GOVERNMENT FURNISHED PROPERTY (GFP). Contractor shall track, secure, and account for all GFP in accordance with FAR 45 and DFARs 245. The specific GFP provided is 9 Blade Coupons listed in 5.2 above and detailed in PD Attachment 1, Government Furnished Property.

7.0 ADDITIONAL REQUIREMENTS

7.1 Safety Requirements

7.1.1 The contractor shall establish and maintain a safety and health program in accordance with the elements listed in the Appendix C (Safety Requirements). The contractor shall submit a Safety and Health Plan 10 days after award for review and acceptance by the WR-ALC/SE (Safety Office). The contractor shall ensure their Safety and Health Plan addresses, in detail, the items listed in the Appendix C. If task specific procedures are incorporated into a company local document, ensure those procedures are included/attached to the company's Safety and Health Plan.

Referencing the company's local procedure/ document in the safety plan is not adequate. If the company's local procedure/document is not attached; Safety Plan will be returned "Not acceptable". (CDRL A006, Contractor's Standard Operating Procedures, DI-MGMT- 82080/T)

7.1.2 The contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor's internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company's Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor's Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The WR-ALC Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the COR who will notify the CO.

7.1.3 Mishap/Incident Reporting. The contractor shall report all mishaps/incidents in accordance with the contract Appendix C. The contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government's Safety Office (WR-ALC/SE). Such release shall be accomplished through the CO.

The contractor shall cooperate and assist Government personnel in the investigation of the incident

13 | C I P T r a c k i n g # L 0 W C 0 7 and submit an Accident/Incident Report within 24 hours of the accident/incident. The contractor shall require all subcontractors to comply with required safety, health and fire standards. (CDRL A007, Accident/Incident Report, DI-SAFT-81563/T)

7.4 Place of Performance. The place of performance will be a combination of the Government and contractor facilities. Installation and testing activities will be performed at Robins AFB (Building 140). All other work shall be performed at the contractor’s facility. Flight line access is not required.

7.5 Schedule. The contractor shall schedule and perform the work as to minimize negative impacts on production. The contractor shall perform the required work during the following normal business hours: 6:00 AM – 6:00 PM, Monday – Friday. Work may be performed outside of these times with approval by the Contracting Officer before work commences. A Government Representative shall be present in the event of weekend/holiday work schedule.

7.6 The contractor shall remove all packing materials and residue from the area and properly dispose of these off base. The work area shall be maintained in an uncluttered and safe condition at all times or work will be terminated until the conditions are corrected.

7.7 The contractor shall provide all equipment necessary to perform the requirements of this Purchase Description. Under no circumstances shall the contractor use Government equipment such as forklifts, ladders, stools, tools, etc., during equipment installation.

7.8 The systems shall include all of the necessary consumables required for initial operation.

7.9 No later than ninety (90) calendar days after contract award, the contractor shall provide a single Microsoft Project Gantt chart showing the project schedule from contract award through final inspection for the system. Additionally, the Gantt chart with any revisions or updates shall be provided monthly after the initial project schedule. (CDRL A008, Project Planning Chart, DI-

7.10 Warranty: Contractor shall provide all standard warranty provisions, including at a minimum a one (1) year parts and labor warranty from the time of acceptance for defects in material and workmanship. Subcomponents and interactions between all components shall be covered in the warranty.

7.11 Security Requirements

7.11.1 The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M and Air Force Instruction (AFI) 31-101, Integrated Defense.

7.11.2 Security Clearance: The Contractor shall ensure Contractor personnel have a valid security clearance appropriate to the access required for proper accomplishment of contract/order requirements. The security classification of this requirement is unclassified. Contractor personnel shall not be authorized access to classified and/or sensitive, but unclassified, information and/or

14 | C I P T r a c k i n g # L 0 W C 0 7 materials or be permitted to work on classified and/or sensitive, but unclassified, projects and/or programs without a proper security clearance and a need-to-know. Contractor personnel whose clearances have been suspended or revoked shall immediately be denied access to classified and/or sensitive, but unclassified, information.

7.11.3 Access to Government System: The Contractor shall ensure a CAC is obtained by all contractor/subcontractor personnel who require access to DoD computer networks/systems, for DoD facility entry control and/or for physical access to facilities and buildings to perform tasks under the contract/order. The Contractor shall provide a list of contractor/subcontractor personnel who require a CAC to the PCO. The Government will provide the Contractor instruction on how to complete a Contractor Verification System (CVS) application and notify the Contractor of approval/disapproval of contractor/subcontractor personnel application. Contractor/subcontractor personnel shall obtain the CAC from the local Real Time Automated Personnel Identification Documentation System (RAPIDS) issuing facility (usually the Military Personnel Flight [MPF]).

7.11.4 The Contractor shall immediately report a lost or stolen CAC as directed by local Government policy. The Contractor shall notify the PCO of any change to the list of contractor/subcontractor personnel who require a CAC and provide an updated list within five business days. The Contractor shall return a CAC within five business days once contractor/subcontractor personnel no longer require computer network/system access and/or facility access. The Contractor shall return an expired CAC within five business days after the expiration date. The Contractor shall return any and all CACs within five business days after completion/termination of the contract as directed by local Government policy

7.11.5 Access to Government Facilities

7.11.5.1 The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.

7.11.5.2 The Contractor shall ensure an ID card is obtained by all contractor/subcontractor personnel who require recurring access to a Government facility, but not local area network (LAN) access. The Contractor shall submit a letter to the PCO listing all contractor/subcontractor personnel requiring access to the facility. The PCO will approve the request and forward it to the issuing/registration office for processing. Contractor/subcontractor personnel shall report to the issuing/registration office to obtain the ID card(s).

7.11.5.3 The Contractor shall submit a letter to the PCO immediately if contractor/subcontractor personnel no longer require access, upon transfer/termination of contractor/subcontractor personnel or upon completion/termination of the contract/order. The letter shall identify the name(s) and social security number(s) of the contractor/subcontractor personnel. The Contractor shall return the ID card(s) to the issuing/registration office upon expiration, upon transfer/termination of contractor/subcontractor personnel, or once contractor/subcontractor personnel no longer require access to the facility. The Contractor shall return any and all ID cards to the issuing/registration office upon completion/termination of the contract.

7.11.6 Security Incident or Violation: The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or

15 | C I P T r a c k i n g # L 0 W C 0 7 actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

7.12 Affirmative Procurement Programs (APP) (formerly GPP):

7.12.1 Agency Affirmative Procurement Programs

7.12.1.1 In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the biobased product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

7.12.1.2 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated biobased products. In accordance with the Robins Air Force Base, Georgia / Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

7.13 Environmental Management System (EMS): Environmental Management Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to both the Robins AFB Contracting Officer (CO) to be maintained in the contract file and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@us.af.mil) for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

7.14 EMS training is provided by Environmental Management at (478) 327-8104 or (478) 926- 9645. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must exercise Option 2.

7.14.1 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the Advanced Distributed Learning Service (ADLS) website:

https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp. EMS Awareness Training is located under the Miscellaneous tab. This option is only available to contractors who have a CAC and takes approximately 10 minutes to complete.
