About this file

This document is a Statement of Work for the fabrication, installation, maintenance, and removal of buoys in the Kwigillingok River Entrance, Alaska, with a base period plus four one-year options for FY 2026.

The contractor must provide twelve single drum type buoys painted and marked according to Coast Guard specifications—six bright red buoys (Federal color 11350) numbered 2, 4, 6, 8, 10, and 12 to mark the right channel, and six green buoys (Federal Color 14193) numbered 1, 3, 5, 7, 9, and 11 to mark the left channel. Installation must occur on or about June 1 with removal by October 15, or as ice conditions permit. The work requires a competent installer with local knowledge to position buoys optimally for the largest transiting vessels. The mooring system must be sufficiently strong to maintain position against maximum tide and swell combinations. Any buoy destroyed, lost, or displaced must be replaced within 72 hours with notification to the Arctic Coast Guard District Office of Waterways Management at (907) 463-2262 or the 24-hour Duty Officer at (907) 463-2000.

Payment is structured in three interim installments: 60% upon fabrication and installation with GPS mooring position documentation and marked charts; 20% upon removal and notification; and 20% upon storage and turnover to the next year's contractor by June 1. Contractor must notify the Coast Guard within 24 hours of installation and removal, obtain GPS positions for all moorings, submit invoices through IPP, and send marked charts and correspondence to the specified Coast Guard addresses, including ENS Camden Ray at the D17 Waterways Branch Management office in Juneau.
