A. SCOPE
The scope of this contract includes the sustainment of the Contraves/Brashear Kineto Tracking Mount (KTM) including all associated subassemblies and subsystems. It will also provide for the sustainment of all optical telescopes and lenses that are utilized for data collection.
B. Background
i. Atlantic Ranges and Targets (ART), located on Naval Air Station (NAS) Patuxent River, supports Naval Air Warfare Center’s Aircraft Division (NAWCAD) in conducting research, development, test, and evaluation (RDT&E) testing as a Major Ranges & Test Facility Base (MRTFB) test installation. ART is one of a handful of facilities and ranges regarded as national assets operated and maintained primarily for DoD RDT&E missions. MRTFB ranges and facilities provide unique assets to ensure proper RDT&E support for U.S. military weapon systems developers for, but not limited to: F/A-18(A-G), P-8, V-22, F-35, F-22, C130, MQ-25, Triton, and Fire Scout aircraft and various weapons or unmanned platforms for the Navy and other Department of Defense (DoD) Agencies (Air Force, Army, etc.). Range instrumentation and display systems deliver decision-quality data to customers and mission control, as well as Bay Watch traffic advisory services for the Patuxent River Special-Use Airspace. ART has completed upgrades of several fixed and mobile Kineto Tracking Mount (KTM) optical tracking systems and plans to sustain these systems for another 15-20 years. A contract is required for the maintenance and sustainment of existing KTMs and KTM subsystems and OEM sensors, purchase of upgrades, and for an acquisition channel to purchase spares or repairs to reduce critical down time.
C. Intent
i. This statement of work (SOW) is for a five (5) year indefinite delivery-infinite quantity (IDIQ) contract, consisting of one (1) base years and four (4) option years, to support the maintenance, services, and upgrades for KTMs at ART and other DoD/DoE/NASA ranges. This encompasses several aspects: technical support, obsolescence correction, upgrades, software updates/modifications, reverse engineering of Government Furnished Equipment (GFE) to recapture lost intellectual property for sustainment, on-site maintenance, preventative maintenance, corrective maintenance to include non-warranty hardware repair or replacement, spare parts, and replacement components. The SOW’s intent is to describe the services, labor categories, and equipment required. The planned start date is December 1, 2022 with the final option year ending on (or around) March 31, 2027.
| D. | Responsibilities |
| a. | Contractor |
The contractor shall provide maintenance and support services, in addition to hardware, software, and spare components. Paragraphs 1-16 describe in detail what the contractor shall do. The contractor shall not start work prior to the administration of the contract, shall not make assumptions without contacting the contracting officer (KO) or contracting officer representative (COR, if a COR is assigned) directly for clarification, or shall not deviate from the contract without express permission from the KO. If any changes to the base contract (original award purchase order) are required/requested, a modification must take place before any services, repairs, or delivery of hardware. The contractor shall be responsible for reports, status reviews, or test/evaluation test results as a result of any engineering design process, upgrade or modification, repair, or evaluation. The contractor shall be prepared to submit data calls, and cooperate with the government in performance reviews and audits as required.
b. Government The government will be responsible for the request package, market research, award, administering, managing, and closing out the contract. Except for the KO, no other person may change the scope, quantity, or the ceiling (funding) amount listed in the latest version of the contract. The government is responsible for monitoring the contract and notifying the contractor of their performance throughout the life of the contract. To help manage the contract, the government will have a Contracting Officer Representative (COR) and Technical Point of Contacts (TPOC).
1. Evaluations and Fees (CLIN 0001) The contractor shall establish evaluation fees for factory technical support for the base years of the contract and at the beginning of each option year, and shall perform technical evaluations for KTM, Digital Control System (DCS) or other government approved digital servo controller, Axis Converter Module (ACM), KTM trailer, optical telescopes & lenses and all other related subsystems of the KTM. The process for warranty/non-warranty evaluations shall be as follows:
1.1. When evaluation for upgrade or repair of warranty/non-warranty equipment is required, the contractor shall provide a Return Material Authorization (RMA) number to the Technical Point of Contact (TPOC) before shipment of unit(s) to the contractor for repair.
1.2. Upon receipt of items for evaluation, the contractor shall perform teardown/analysis, and subsequently provide a repair or upgrade price proposal to the COR/TPOC. This proposal shall contain the results of the analysis, the plan to repair or upgrade the unit, parts and labor required, and estimated timeframe of when the action will be completed and the unit(s) shipped. The contractor shall give full disclosure of loss of functionality or obsolescent parts and determine if equipment is beyond economical repair (BER). (A001)
1.3. Before a TSPI (Time Space Position Information)-capable KTM undergoes refurbishment, engineering modifications, digital control update, center platform conversion, and/or slip ring and fiber optic rotary joint conversion; the contractor shall perform an evaluation of the KTM to establish the baseline performance and to characterize pedestal condition. The evaluation process shall be as follows:
1.3.1. For an operable KTM that is capable of servo control, the contractor shall perform an encoder accuracy analysis and bearing (velocity) smoothness test along with the inspections/evaluations noted in Section 1.3.2.
1.3.2. For an inoperable KTM that is not capable of servo control, the contractor shall perform a series of evaluations utilizing visual inspection methods and appropriate test equipment to evaluate the condition of Inductosyns, resolvers, motors, safety interfaces and pedestal leveling.
1.4. The contractor shall complete an evaluation within 30 days of receipt of the equipment, and complete the disposition report within 30 days from completion of the evaluation. In cases where multiple repair actions affects the ability to meet this timeline, the contractor shall notify the government TPOC so the government may prioritize tasking.
1.5. The government end user will perform a technical evaluation of the proposal (and any subsequent clarification data provided by the contractor) in coordination with the COR and designated TPOC for the contract, and will either approve or disapprove the required repair or requested upgrade and notify the KO and the contractor within 30 days after receipt of the contractor’s report if the government intends to proceed with action, or return the equipment to the government facility without repair or upgrade.
2. Factory Technical Support & Corrective Maintenance (CLIN 0002) The contractor shall perform repair and upgrades of the KTM pedestal assembly, the KTM trailer, Digital Control System (DCS) or other government approved digital servo controller, Axis Converter Module (ACM), and repair/upgrade of all components/subsystems required for baseline and legacy-integrated systems sustainment to include, but not limited to: readout package (inductosyn, resolver, position potentiometers), motors, bearings, electronics and wiring. When required by delivery order, the contractor shall provide repair services to the components and/or subsystems that are not covered by the minimum commercial standard warranty. 11.2. The contractor shall remove the existing cable wrap, wiring, tine and deck places. The contractor shall install their standard baseline slip-ring and FORJ package with new tine and deck plates, integrate all wiring/cabling to tine and deck plates, ACMs, DCS or digital controller and Power Distribution Panel to restore the KTM to an operational state.
11.3. If the contractor’s standard baseline slip-ring and FORJ package does not meet the requesting government range requirements, then engineering support (CLIN 0004) shall be executed to modify the standard baseline slip-ring and FORJ package to meet the governments requirements. Once the government and contractor agree to the modified slip-ring and FORJ package, the contractor may begin work on the conversion.
11.4. After completion of the work, the contractor shall perform an Acceptance Test Procedure (ATP) verifying mount operation with the ability of all copper slip rings and the FORJ to pass signals/data from the tine plates to the deck plates that satisfies the requesting government facilities’ performance requirements.
