About this file

This document is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a sole source acquisition over the micro-purchase threshold but not exceeding the simplified acquisition threshold. The memorandum provides a justification for limiting competition to a single source for the requested supplies and services.

The key details are:

  • The customer is requesting Krytac 150rd M4 Mid-Cap Magazines (Quantity: 160 Black) under a total small business set-aside.
  • The estimated value of the purchase is $16,892.64.
  • The justification cites the need for consistency in training with replicas that are identical to the actual duty weapons, as well as the safety and cost-efficiency benefits of using training replicas.
  • The associated federal contract opportunity is W50S6Q-24-Q-A902, a solicitation for "188TH AIR SOFT WEAPONS AND AMMUNITION FOR SFS" with a response due date of 16 September 2024.
  • The contracting office is the 188th Wing Contracting, 4850 Leigh Ave, Fort Smith, Arkansas 72903-6018.

TRAINING) highlights that sustainment training drills should focus on specific skills such as improving speed, accuracy, tactical movement, and reaction to threats. Consistency in Training: Training with replicas that are identical to the actual duty weapons ensures that defenders become familiar with the specific controls, weight, balance, and ergonomics of the weapons they will use in real scenarios. This consistency helps bridge the gap between training and operational use, improving overall effectiveness and safety. Reduced Training Injuries: Replicas that are designed to be as similar as possible to the real weapons but are made of less dangerous materials or modified for training can significantly reduce the risk of injury. This is particularly important during physical drills, close-quarter battle exercises, and simulations where the potential for accidents is higher. Enhanced Muscle Memory: Repeated practice with weapons that mimic the real ones helps develop muscle memory. This means that soldiers can perform actions like reloading, aiming, and handling the weapon more naturally and efficiently when they are actually deployed, as their training conditions closely resemble their operational conditions. Familiarity with Weapon Systems: Training with replicas that match the official duty weapons helps defenders become familiar with the specific features and functions of their assigned weapons. This includes understanding how to manipulate safety switches, sights, and other components, which can be critical in high-stress situations. Effective Training Feedback: When using replicas, instructors can provide more accurate feedback on how defenders are handling their weapons. This helps in correcting mistakes and refining techniques in a controlled environment, which is crucial for developing effective and safe weapon handling skills. Cost Efficiency: While replicas may have an upfront cost, they can be more cost-effective in the long run compared to using live-duty weapons for all training exercises. This is because they typically require less maintenance and have a lower risk of wear and tear compared to actual weapons. Safety and Security: Using replicas reduces the risk of accidental discharge and other safety concerns associated with live firearms. It also minimizes the risk of theft or misuse of real weapons during training. Realistic Scenario Training: Replicas that accurately represent the duty weapons enable realistic scenario training, including simulated combat situations, tactical maneuvers, and target practice. This realism helps prepare defenders for the conditions they will face in actual operations.
