About this file

This statement of work outlines requirements for installing a 30-ton air conditioning unit in a greenhouse for the Southern Regional Research Center. The contractor will install a 30-ton packaged AC unit with cooling capacity of at least 290,000 BTU and gas heating of 320,000 BTU, powered by 208/3/60 volt service. The unit must be mounted on a weatherproof 14x14 inch slab and galvanized steel frame, with ducts extended into the fourth greenhouse bay. Temperature must be maintained between 80-85 degrees Fahrenheit. The contractor will integrate the unit with the existing MicroGrow controller and test operations to meet performance standards within 90 days. A one year warranty is required for parts and labor.

The related federal contract opportunity is solicitation number 12405B23R0025 from the Department of Agriculture's Agricultural Research Service to complete installation of the 30-ton air handler for the greenhouse's fourth bay.

STATEMENT OF WORK

Install 30 Ton AC Unit in Greenhouse

Southern Regional Research Center (SRRC), 1100 Allen Toussaint Blvd USDA-ARS, New Orleans, LA

Building Asset ID: 643500B002

Prepared by:

Everett Wilson, P.E. & Kanniah Rajasekaran, PhD.

Scope of Work

Install Government supplied 30 Ton A/C for the fourth bay of the Greenhouse for cooling and heating.

Background and Purpose

Install a 30 Ton A/C unit in the 4th bay in the New Greenhouse where corn will be grown year around. The optimum temperature should be 80-85 degrees F (26.7 to 29.4 deg C). Outside temp in summer will be around 105 deg F and in cooler months it can dip to low 30s deg F.

Contractor Requirements

The AHU (Air Handling Unit) or AC Unit after being installed and before being accepted by SRRC should maintain temp from 80-85 degrees F for the fourth bay (700 sq ft) in the greenhouse for successfully growing corn year around. The following specifications apply:

The packaged AC Unit to be installed will be 2-speed belt-driven with cooling capacity of at least 290,000 Btu (using refrigerant R-410-A) and gas heating with at least 320,000 Btu. The AC should be powered by 208/3/60 volts/Ph/HZ. The whole unit should be mounted on a weatherproof slab (14” x 14”) and mounted on vibration -free galvanized steel frame. Ducts should be extended into bay -4 for uniform dispersal of cold/hot air (similar to bay 3). Control mechanisms are available at the Headhouse (MicroGrow control) and will be integrated with the A/C Unit for performance testing prior to being accepted as a completed project.

All components should be American-made and compliant to industry standards.

· The previous contractor [Capitol Constructions] has procured HVAC AHU and materials needed for vibration-free concrete pad, structure steel plus electricals. Arrangements need to be made to pick them up and deliver to SRRC.

· The installed A/C unit will be controlled by the existing MicroGrow controller in the headhouse. This unit will be integrated into the A/C unit to control all functions and the installation shall be tested to endure performance requirements are met prior to project completion.

AHU needs to be installed within 90 days of the notice to proceed.

Government Furnished

Access to government site will be provided. The contract awardee will be working with Red Bison – the in house contractors at SRRC who are responsible for maintenance of the building, greenhouse and the surroundings.

Security Requirements

Register with the Administrative Office for access to the greenhouse. Inform the Research Leader Dr. Rajasekaran all the updates in advance of commencement and successful completion of the work (kanniah.rajasekaran@usda.gov cell: 504-427-5113; off: 504-286-4482).

% for NOT meeting the Task

Install an AC unit (AHU) on a vibration-free slab and install ducts in the fourth bay.
Delivery of 30-Ton AHU and materials for wiring and construction of vibration-free pad from the previous contractor (Capitol Constructions). AHU after installation need to be connected to the MicroGrow controller board in the headhouse for operation without shaking or other flaws. AHU should maintain a temperature of 80-85 degrees F. Outside temp will be around 105 F in summer and can dip into low 30s in winter
The MicroGrow controller board will be set up to operate the AC and will allow a difference of 2-3 degrees F from the set temperature. The contractors should test and demonstrate the operation to complete the project within 90 days after the award.
The MicroGrow controller will be operated by the users in the FFS Unit and also by the building Engineer.
Warranty for parts and labor is to be one year.
