About this file

This document is a Performance Work Statement (PWS) for buoy maintenance and mooring services in Kotzebue Sound, Alaska, under a Coast Guard contract with a base period plus four one-year options.

The contractor shall provide all labor and materials to prepare, install, maintain, remove, and store Coast Guard-furnished buoys annually. Buoys must be installed on July 1 (or as ice conditions permit) and removed by September 20. The contractor is responsible for positioning buoys using local knowledge to mark the optimal navigation channel and must supply mooring systems (minimum 1/2 inch chain with 1000 lb sinkers for 4CFR/4NFR buoys) capable of withstanding maximum tide and swell combinations. The work requires installation of nine red buoys (numbered 2, 4, 6, 6A, 8) and six green buoys (numbered 1, 3, 5, 7, 7A, 9) with corresponding retro-reflective tape markings. Any buoy destroyed, lost, dragged, or displaced must be replaced within 72 hours or the contractor must notify the Seventeenth Coast Guard District (Arctic Coast Guard District) immediately. Compensation is structured as interim payments: 30% upon installation and notification, 50% upon removal and notification, and 20% upon storage completion and handover to the next contractor by June 1. Installation tasks require ascertaining GPS coordinates for each mooring, notifying the Coast Guard within 24 hours, marking buoy locations on a Coast Guard-furnished chart posted publicly in Kotzebue, and submitting documentation via IPP and correspondence to specified Coast Guard offices in Juneau and Kotzebue.

SPECIFICATIONS FOR KOTZEBUE BUOYS

Base PERIOD plus four (4) one year options.

1. Provide all labor and materials to prepare, moor, maintain on station, remove, store for the winter, and be ready to place the next year, on or around 1 Apr, Coast Guard furnished buoys in Kotzebue Sound in accordance with these specifications. Set the buoys on 1 July of the year, or as soon thereafter as ice conditions permit, and remove them on 20 September of that year, or earlier if ice conditions require. The buoys shall be positioned by a competent person who has local knowledge of the location of the most desirable channel for the largest vessels that transit the area. Moor the buoys in positions that best mark that channel.

2. Moor the buoys with a contractor supplied mooring system of sufficient size and strength to ensure that the buoys remain in position and to allow for the maximum tide and swell combination. The Coast Guard uses the following sizes of moorings for these buoys. These sizes are provided for information only. The contractor may use whatever size he deems sufficient.

a. 4CFR/4NFR buoys: 1/2 inch chain, 1000 lb sinker.

3. Clean all buoys as necessary before installation. Number and mark with

Coast Guard furnished numerals and retro-reflective tape, as shown on the enclosed drawings.

a. Use four red buoys to mark the right hand side of the channel entering from seaward. Number them 2, 4, 6, 6A and 8, with numbers increasing from seaward as follows:

(1) #2 Use a 4NFR buoy.

(2) #4 Use a 4NFR buoy.

(3) #6 Use a 4NFR buoy.

(4) #6A Use a 5NFR buoy

(5) #8 Use a 4NFR type buoy.

(6) Mark all with red retro-reflective tape.

b. Use five green buoys to mark the left hand side of the channel entering from seaward. Number them 1, 3, 5, 7, 7A and 9 with numbers increasing from seaward as follows:

(1) #1 Use a green 4CFR buoy.

(2) #3 Use a green 4CFR buoy.

(3) #5 Use a green 4CFR buoy.

(4) #7 Use a green 4CFR buoy.

(5) #7A Use a green 3CFR buoy

(6) #9 Use a green 4CFR buoy.

If the buoy cannot be replaced within the 72 hours specified, notify the

Seventeenth Coast Guard District (dpw) at (907) 463-2262 during normal working hours, or call the 24 hour Duty Officer in Juneau at (907) 463-2000.

b. 50% for maintaining the buoys, removing them at the end of the navigation season, and making notification.

c. 20% for storing the buoys and equipment, turning over to the next year's contractor on or about 1 June of the year, and making notification of contract completion.

6. When the buoys are installed at the beginning of the season, the contractor will perform the following tasks:
