About this file

This is an Award Decision/Determination of Responsibility memorandum from the Federal Bureau of Prisons, FCI Leavenworth, dated March 9, 2026, for RFQ #15B40826Q00000008 covering Fiscal Year 26, Quarter 3 Kosher and Halal food requirements. The acquisition is set-aside for small business concerns under NAICS 311999 with a small business size threshold of 700 employees. All vendors were verified as small businesses through SAM.gov prior to award. The Government made multiple awards based on best pricing per line item, with evaluation factors including price and past performance on a Go/No-Go basis. Past performance criteria assessed timeliness of deliveries and order accuracy/completeness, with documented late deliveries or patterns of incomplete or inaccurate orders resulting in a "No-Go" determination. All vendors received "Go" ratings with no recent terminations for cause.

The price evaluation resulted in 22 line item awards distributed among six vendors: National Food Group (11 awards), LA Foods (2 awards), Shaver Foods (5 awards), Mina Holdings (1 award), The B2G Group (1 award), and JNS Foods (1 award). Total line item prices ranged from $49.40 to $1,597.12, with products including kosher and halal prepared meals, individual food items such as cereal, mayonnaise, mustard, sugar, and peanut butter. All vendors demonstrated responsibility under FAR 9.104-1 criteria, including adequate financial resources, ability to meet the 30-day ARO delivery schedule, satisfactory performance records, integrity and business ethics per SAM.gov verification, necessary technical capabilities for a one-time food delivery, and qualification under applicable laws and regulations. The determination was signed by Kathleen Wood.

Set Aside:

As stated in the Request for Quote, this acquisition is set-aside for small business concerns. The NAICS for this requirement is 311999 with a small business size of 700 employees.

ALL VENDORS were verified to be a small business in accordance with NAICS 311999, small business size of 700 employees. See file for www.SAM.gov verification prior to award.

Evaluation Factors:

• 52.212-2, Evaluation-Commercial Products and Commercial Services The Government anticipates and intends to make MULTIPLE awards based on pricing per line item.

Awards will be made to the responsible Quoter(s) whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below.

(1) Price – The Government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable.

(2) Past Performance – Go/No-Go Evaluation - The Government will evaluate the Quoter’s past performance on a Go/No-Go basis. The assessment will be based on the following criteria:

• Timeliness of Deliveries: The offeror must demonstrate a consistent record of on-time deliveries. Documented instances of late deliveries, including Contractor Performance Assessment Reporting System (CPARS) evaluations and communications with other Contracting Officers, will be reviewed. A history of substantial delivery delays will result in a “No-Go” determination.

http://www.sam.gov/

• Order Accuracy and Completeness: The offeror must show a track record of delivering complete and accurate orders. Evidence of recurring issues such as missing or incorrect items – supported by customer complaints, returns, or input from other Contracting Officers – will be considered. A pattern of incomplete or inaccurate deliveries will result in a “No-Go” determination.

Only offerors receiving “Go” rating under this factor will be considered eligible for award.

Past Performance:

ALL VENDORS must also have a good past performance with no recent Termination for Causes. See file for www.SAM.gov responsibilities and determinations.

Therefore, all vendors have received a “Go” rating and will be eligible for any awards.

Best Value Analysis:

All vendors were reviewed for “go/no-go” ratings for small business size and past performance prior to price. As they received “Go” ratings for each size and past performance, best value is now based on price.

In accordance with the solicitation, the Government will make multiple awards, per line item.

Therefore, each vendor is the best value, per line item, and will win the respective awards above.
