Monthly Status Reports (MSR) will be developed consisting of a brief summary of work that was completed the previous month, work planned for future month(s), and other pertinent project information required in later sections of this PWS. These reports shall be submitted via email to the USACE and USAF Contracting Officer’s Representatives (COR) no later than the 10th day of the calendar month following the month covered by the report.

Schedule The Contractor shall submit a detailed project schedule, hereinafter referred to as a Project Planning Chart (PPC), within ten (10) days of the contract award date showing the periods in which work will be performed and milestone dates to complete the planning, fieldwork, and reporting tasks. The project schedule shall be provided in Gantt chart format and shall include dates for starting and completing critical features of the work. The Contractor shall update and resubmit the schedule when changes to the schedule are realized and with each monthly status report submission. The contractor shall only charge for work actually performed at OAB and KAB. The contractor’s invoice shall be submitted to the COR for processing.

Work Breakdown Structure The Contractor shall submit a draft Work Breakdown Structure (WBS) within ten (10) days of the contract award date, and a final WBS within ten (10) days of government approval of the draft WBS. The WBS shall be used to prepare proposal, project schedules, and financial reports.

Payment Milestone Plan (PMP) The payment milestone plan included in the PMP shall be in the format provided to the Contractor in the CLIN Structure that will allow for payments to the Contractor based on successful completion of interim milestones. The proposed payment milestone plan and subsequent revisions shall be subject to Government review and approval. The Government will make payments after verification of milestone completion in accordance with this plan. The Government will only consider payment milestones if they represent significant progress toward Task completion, and completion of these interim steps can be measured and demonstrated as complete. All milestones shall have a defined means (applicable documentation) for demonstrating completion in order to facilitate certification and approval of this PWS.

A deliverable shall be submitted to document the actions are complete and provide any associated data. The deliverable shall match the document identified in the payment milestone plan. If a change to the payment milestone plan is needed to accommodate a change in the deliverable, it shall be initiated and approved PRIOR to certification and approval of the milestone. All payment milestone plan revisions shall be subject to Government review and approval. A copy of the any revisions of the payment milestone plan shall be provided to the Government.

Meetings The Contractor shall participate in monthly progress meetings via teleconference as requested. The purpose of these meetings is to discuss project status and results. An agenda for these meetings shall be prepared and submitted for government review seven (7) days prior to each meeting, along with all other proposed presentation materials. Final agenda and presentation materials shall be submitted one (1) day prior to each meeting. Subsequently, meeting minutes shall be prepared by the Contractor and provided to the USACE KO and contract CORs within seven (7) days of the conclusion of each meeting.

Project Planning Deliverables The Contractor shall prepare and submit project planning documents; i.e., a Work Plan (WP). The WP shall include a PPC, WBS, and an Accident Prevention Plan (APP). Waste Characterization At the base Environmental Element chief’s discretion, the Contractor shall characterize all waste streams and maintain complete and accurate and current profile sheets in EESOH-MIS and AF sharedrives IAW DLA, KEGS and base management plan requirements.

Training Provide monthly on-site training and provide technical support when requested to personnel involved in HW management including HW IAP Managers, while promoting the installation’s HW minimization goals and objectives. Provide classroom training to HW IAP managers and their immediate supervisors at each base least twice a month. Annual classroom training attendance is estimated to be 150 personnel at Osan AB and 100 personnel at Kunsan AB.

Track and maintain records on each respective installation’s share drive of ‘appointment letters’ and ‘training certificates’ for UECs, HW IAP Managers, and HM Monitors, as well as current rosters, as updated/announced by Deros.

Obtain Air Force waste management education and outreach program materials that promote environmental stewardship. Modify those materials as appropriate for both bases. Include these materials and training with the HW Management training. Provide a copy of these materials to each base Environmental Section for their environmental outreach training program.

Environmental Inspection Program (EIP) The Contractor shall implement the HW portion of each installation’s EIP including conducting periodic compliance assessments, and development and presentation of briefing packages and compliance reports. This shall be included in the monthly status report in Section 2.3.

The Contractor shall perform no-notice inspections of each HW IAP at least once per year and provide the results to the Environmental Office no later than two business days after inspection completion. The contractor shall maintain up to date EIP records in the online Air Force Inspections (AFINS) module of the Enforcement Actions, Spills, and Inspections Environmental Reporting (EASIER) data base, and shall maintain corresponding records on the installation share drive. The contractor shall coordinate with cognizant UECs and/or HWAP managers to update the status of any deficiencies until the findings are closed out.

Recycling The contractor shall implement protocols to properly dispose, recycle, or reclaim RCRA Subtitle C HW as appropriate. In addition, the contractor shall develop recommendations for protocol improvements, and once approved by the AF, implement protocols. The protocols developed shall maximize RCRA authorized exclusions, variances, or exemptions to reduce the amount of HW and other regulated waste generated, avoid disposal costs, and improve solid waste diversion rates.

National stock numbered items requiring demilitarization will be recycled through Defense Logistics Agency (DLA), such as specialized lead-acid batteries or expanded brasses and cartridges (KAB only). The contractor shall track proceeds from recycling activities that should be returned to the installation Resource Recovery and Recycling Program (RRRP). On a monthly basis, the contractor shall report diverted HW (in pounds) to the Environmental Office.

Collaborate with the installations QRP manager to ensure effective implementation of the Integrated Solid Waste Management Plan/Qualified Recycling Program Business Plan.

1.1.1. Recycling, Other Regulated

Implement the installation’s industrial recycling processes IAW each bases Solid Waste Management Plan/Qualified Recycling Program (QRP) Business Plan. Kunsan recycles lead-acid batteries, used drums, and used oil. Osan recycles fire extinguishers, lead-acid batteries, scrap metal including drum crushing, used oil, used rags, brass, and free issue such as spray paints, liquid paints, and household items.

The contractor shall also submit a monthly report summarizing the activities and supporting documents performed in support of this effort.

Reports, HW The contractor shall provide all documentation, records, and data in a timely manner that shall not impede the installation from performing required reports. The contractor shall provide required data to OAB and KAB three (3) weeks prior to installation due date submission for semiannual reporting required. The contractor shall provide all HW data required by OAB and KAB necessary for any other miscellaneous reports (e.g., AF data calls) one (1) week prior to the required submission date.

Plan Update, HW Management Plan The contractor shall conduct annual reviews to update both OAB and KAB HWMPs using the AF-standardized format in accordance with KEGS and AFMAN 32-7002. The annual review is a formal process to verify that information and procedures in the plan are up to date.
