These cost increases are due to having to pay more for labor (two 12 hour shifts), supplies, groceries, and fuel while the towboat awaits completion of the services being performed on the Mooring Barge 7403. In addition, the Contracting Officer Representative (COR) to be appointed for the resultant contract will have to travel to any location outside of the Vicksburg Harbor and will incur travel expenses to provide COR oversight.
