About this file

This is a Contracting Officer's Determination and Justification for Other than Full and Open Competition, documenting a sole source procurement decision by the U.S. Army Corps of Engineers Nashville District.

The contracting activity is procuring two Calisto R9 dissolved gas analysis (DGA) monitors with associated accessories for installation at the Barkley Power Plant in Kuttawa, Kentucky. The equipment package includes four stainless steel 20-foot flexible hoses, two isolation valves with 6-inch rigid lines, and two Calisto R9 mounting stands, along with commissioning services and training for USACE personnel. The contract will be awarded to Doble Engineering, a small business located in Marlborough, Massachusetts, as a Firm-Fixed Price requirements contract on a sole source basis. Work must commence within 30 calendar days of award, with physical completion of Task 1 (base contract) required 63 days after award and Task 1 ending 93 days after award. Task 2 must be completed 60 days after Task 1, with the overall contract end date 153 days after award. The procurement is authorized under FAR 13.106-1(b)(1)(i) for purchases not exceeding the simplified acquisition threshold. The justification for sole source award emphasizes continuity and compatibility with existing Doble equipment at Nashville District hydroelectric powerhouses, the system's ability to interconnect with existing Generator Step Up Transformers, standardization efforts across the district's power plant system, and the Calisto R9's unique closed-loop design that eliminates the need for consumable gases over the monitor's operational life, thereby reducing maintenance and supply costs. Morgan Schaffer/Doble is identified as the sole manufacturer and distributor of the Calisto R9.

The proposed contract will be a Firm-Fixed Price (FFP) requirements contract awarded to Doble Engineering, a small business, on a sole source basis. The total estimated value of the contract is estimated to be Commence work under this contract within thirty (30) calendar days after award, prosecute the work diligently, and complete the work in accordance with following dates:

4. Authority: This sole source procurement is conducted under the authority of FAR 13.106-1(b)(1)(i) which allows for limiting competition for purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name).

5. Reasons for Authority Cited: The following factors justify the sole source determination:

Awarding this contract to Doble Engineering will allow continuity and compatibility of use with the Doble brand name equipment already in use at the Nashville District (LRN) hydroelectric powerhouses. This system is capable of interconnecting to the existing Generator Step Up Transformers. It also does not require additional software for plant staff to conduct monitoring and analysis.

This system supports the standardization of use for Doble supported equipment throughout the district. Existing service contract will mitigate delays, reduce complexity, and improve technical capabilities throughout power-generating facilities. This aligns with the districts efforts to standardize the Calisto R9 across the power plant system.

The Calisto R9 possess a unique technical feature which allows the system to remain closed without having to receive supply of additional consumable gasses over the life of the monitor. This feature reduces maintenance and supply costs compared to other brands.
