About this file

This document is a Justification and Approval (J&A) for a sole source ordering period extension on contracts W9124D-18-D-0001/0003/0004/0005 for the Applicant Management Services Program for the U.S. Military Entrance Processing Command (USMEPCOM).

The J&A states that the current Multiple Award Task Order Contract (MATOC) expires on April 16, 2024 with no remaining options, and it is not feasible to utilize any other contractors for this interim requirement covering 65 locations. The incumbent contractors have the necessary knowledge of the current contract requirements. A sources sought notice was posted, but only one response was received from Dumonde Travel, which was determined to be unable to perform the full scope of services within the time constraints. The total estimated value of this sole source ordering period extension is from April 17, 2024 through October 16, 2024. The previous MATOC contracts were competitively awarded to five small businesses under NAICS code 721110 - Hotels (except Casino Hotels) and Motels, using a Lowest Price Technically Acceptable source selection process. The follow-on MATOC will also be competitively awarded.

Control No.: MICC 2024-imperative that these services continue without a break in service.

d. Other Facts:

1) It is not feasible to utilize any other contractors for this interim requirement.

This requirement covers 65 locations. The current MATOC expires on 16 April 2024 with no remaining options.

2) Contractors must have knowledge of the current contract requirements, such as selecting hotels with AAA three diamond ratings; meal providers must have a current Health Inspection; and transportation providers must be on the approved Defense Travel Management Office list. Though there are other contractors that can perform these services, it does take time to make contacts and set up these services efficiently in 65 locations.

6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.

a. Effective Competition: Because this is a sole source action, effective competition is not applicable.

b. Subcontracting Competition: This requirement was solicited as a 100% set-aside for small businesses. In accordance with FAR 52.19-9 (Small Business Subcontracting Plan) a small business subcontracting plan will not be required from small business concerns.

7. Actions to Increase Competition: The original MATOC comprised of W9124D-18- D-0001/0003/0004/0005 was awarded competitively, and the current recompete will also be awarded competitively. This request is for a sole source ordering extension action that will permit sufficient time to allow the follow-on award to be completed and new subsequent task orders issued.

8. Market Research: Market research was performed on this action utilizing North American Industry Classification System (NAICS) code 721110, Hotels (except Casino Hotels) and Motels, with a size standard of $40 million. NAICS code 721110 was utilized during the search using the following websites [e.g., AbilityOne, System for Award Management (SAM.gov), and Dynamic Small Business Search engine]. A sources sought notice was posted to SAM.gov on 25 March 2025. MICC-Knox received only one response.

9. Interested Sources: This ordering extension will be awarded on a sole source basis. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), a sources sought was posted on SAM.Gov on 25 March 2025. Dumonde Travel was the only response received. The response did not contain any type of proposal or capabilities statement. Due to the time constraints and the complexity of this requirement it was determined Dumonde Travel would not be able to operate under, to coordinate and have performance occur for all services included in this requirement.

All interested sources were permitted to compete for the follow-on MATOC, as it was solicited full and open competition.

10. Other Facts:

a. Procurement History:

The current Application Management Services MATOC supporting USMEPCOM, W9124D-18-D-0001/0003/0004/0005, had a five-year ordering period (no options).

These IDIQs were set-aside 100 percent for small business under NAICS code 721110 Hotels (except Casino Hotels) and Motels. The source selection process and technique used was Lowest Price Technically Acceptable. This resulted in awards to five small businesses on 17 October 2017. The resultant IDIQ contracts did not include roundtrip transportation for medical consultations which were not previously procured by any contract vehicle. Task orders were competed with fair opportunity and awarded for each MEPS/RPS location. The period of performance on the task orders are normally a one-year base period and up to four, one-year option periods. Contractors’ performance was actively monitored by the Contracting Officer’s Representative (COR) and documented through use of a Quality Assurance Surveillance Plan and Performance Requirements Summary, as well as monthly COR reports. All task orders awarded have performance ratings of at least ‘Satisfactory’ in the Contractor Performance Assessment Reporting System.

The previous contracted solution was also a MATOC comprised of three IDIQs, W9124D-12-D-0052/0053/0054. These were solicited with full and open competition under NAICS code 721110 and awarded to three small businesses with a one-year base period and four one-year option periods which expired on 12 September 2017.

Task Order were competed and awarded for each MEPS/RPS location with various POP terms. The estimated program value was .
