About this file

This is a bid solicitation document issued by the State of Maine Division of Purchases for miscellaneous paper kitchen products to be supplied to all using state agencies. The contract covers nine groups of items including aluminum foils, papers and films, plastic and utensils, cups and lids, serviceware plates, food storage containers, hats, gloves, aprons, bags, and miscellaneous related products. The solicitation includes a comprehensive list of using agencies such as psychiatric centers, correctional facilities, youth development centers, and technical colleges throughout Maine. The contract period runs from the award date through December 31, 2009, with one initial year and two optional one-year renewals available. No specific response date or award date is explicitly stated in the document; however, bidders must submit samples if bidding products other than the currently contracted manufacturer, and all submissions must be received by the bid opening date and time.

Pricing must be submitted on a unit cost basis for each item with brand name and product number clearly identified, and all prices are to be net including prepaid transportation charges delivered FOB destination. Prices must remain firm for the initial six months of the contract, after which contractors may request increases with proper manufacturer documentation and 30 days' notice, subject to Division of Purchases director approval. The State reserves the right to accept or reject any bids, consider approved equivalent products, and separate awards by lot or individual items at its discretion. Notably, polystyrene products are explicitly prohibited from purchase by the State of Maine and will result in bid rejection. Vendors must also agree to accept State of Maine credit cards as payment with no surcharge or additional compensation allowed, and may optionally accept orders from Maine political subdivisions and school administrative districts at the same quoted prices.
