About this file

This is a Statement of Work (SOW) for the procurement of twenty-seven (27) Deployable Automated Cargo Measurement Systems (DACMS) for Scott Air Force Base, Illinois.

The contractor must supply all materials, equipment, and labor to deliver new DACMS units that meet functional and operational requirements for the Air Force Logistics Enterprise. Each system shall include: weigh-in-motion and static weighing capabilities with dynamic accuracy of ±1% at 95% confidence interval for all vehicle types; four static/dynamic platforms minimum with dimensions of 42 inches length x 24 inches width x 1 inch height and 40,000 pounds capacity per axle; a full laser measuring system providing length, width, and height measurements to ±1% accuracy at 95% confidence interval; capability to simultaneously weigh and profile dual axle, multi-axle, and towed vehicles; a rugged all-weather device resistant to sand, snow, rain, submersion, ice, and debris; and a vendor-provided device to build unique data records combining automatic inputs from scales, lasers, RFID, and 2D barcode readers. All systems must operate as standalone units with no connection to Air Force networks or internet, with external Bluetooth and wireless systems disabled and internal systems encrypted to minimum AES 128 standards. All components are warranted for one year from delivery date, including service and parts at no additional cost. The contractor shall provide initial calibration certification, manuals, maintenance documentation, and on-site training over 1-2 days covering operation, troubleshooting, and maintenance. DACMS units must be delivered within 365 days of contract award to continental United States (19 systems), PACAF (1), CENTCOM (1), USAFE (3), and AFRICOM (3) locations. Continental deliveries shall be shipped commercially while overseas deliveries shall be shipped via military air. Contractor access to Scott Air Force Base is limited to 0730-1630 hours, Monday through Friday, and requires submission of personnel documentation for base access vetting, which typically requires 3-5 business days.

STATEMENT OF WORK

Deployable Automated Cargo Measurement System (DACMS)

Scott Air Force Base, IL

1. PURPOSE

Provide and certify twenty-seven (27) Deployable Automated Cargo Measurement Systems (DACMS), meeting functional and operational requirements for the Air Force Logistics Enterprise.

2. PERFORMANCE/ PRODUCT DELIVERY

The vendor shall supply all material, equipment, and labor to provide twenty-seven DACMS in accordance with (IAW) the specifications outlined in this Statement of Work (SOW). All equipment supplied and assembled shall be new. All components shall be warranted for one year from the date delivered. Warranty calls for service and parts within one year and shall be completed at no additional cost to the Government. The contractor shall be responsible for initial assembly of the measurement system. They will test the system to ensure static and dynamic accuracy specifications are achieved. Initial scale calibration certification will be provided to the government upon delivery, as well as any manuals and maintenance documents. Vendor shall provide on-site initial technical training and supply training materials for unit use as outlined in SOW Paragraph 3.

Each system shall include the following:

i. Weigh-in-Motion and static weighing of all types of vehicles within dynamic accuracy of +/- 1% - 95% Confidence Interval (CI) must allow for tare/gross/net weights of loaded, unloaded and towed vehicles for rapid processing without stoppage or delay. Must allow static weighing of all forms of vehicles. All weighing data from scales must be automatically sent to a vendor-provided device specifically designed to receive weight data from the scales for display purposes only. There will be no ability to receive any input other than from the system’s measurement components (ex: scales, laser profiling systems, weigh in motion pads). There will be no manual entry of cargo data and no ability to interface with Air Force internet systems.

ii. Four Static/Dynamic platforms minimum L 42 in x W 24 in x H 1 in each, minimum of 40,000 lbs. capacity per axle.

iii. Full Laser Measuring System providing L x W x H of all types of vehicles to static and dynamic accuracy +/- 1% 95% (CI). All dimensional data from the laser profiling system must be automatically sent to a vendor-provided device specifically designed to receive dimensional data from the laser profiling system for display purposes only. There will be no ability to receive any input other than from the system’s measurement components (ex: scales, laser profiling systems, weigh in motion pads). There will be no manual entry of cargo data and no ability to interface with Air Force Network (AFN) or internet systems.

iv. Capability to simultaneously weigh & profile dual axle vehicles, multi-axle vehicles, and towed equipment to stated accuracy in item #1.

v. Provide rugged device with capability to build a unique file of automatic inputs from scales, lasers, and Radio Frequency Identification (RFID). All-weather devices must be resistant to sand, snow, windblown rain, temporary submersion, ice formation, debris and liquids.

vi. A vendor-provided device to build a unique data record combining automatic inputs from scales, lasers, RFID, 2D Bar code reader and populates data to equipment lists, including individual records for towed and nested configurations and required center of balance measurement for all items. No import and export to military load planning information technology (IT) systems.

vii. Must have approved user manual for calibration and provide clear and concise instructions for safe and effective operation and maintenance.

All systems must be capable of operating as a standalone system that will not be connected to the (AFN) or internet. Any Bluetooth and/or wireless systems external to system operation are not permitted and must be disabled prior to installation. Any Bluetooth and/or wireless systems internal to the system (e.g. necessary to transmit data between measurement components) must be protected to minimum industry standards of Advanced Encryption Standard (AES) 128. All software updates and file transfers will be performed manually via CD-ROM.

Continental United States (CONUS) deliveries shall be shipped commercially, and Outside the Continental United States (OCONUS) deliveries shall be shipped mil-air or contracted mil-air.

DACMS units must be shipped and delivered to the following areas within 365 days of task order/contract award:

- CONUS: 19 systems

- PACAF: 1 system

- CENCOM: 1 system

- USAFE: 3 systems

- AFRICOM: 3 systems

3. TRAINING

The vendor shall coordinate with government personnel to provide necessary on-site training, with scheduling to be completed within 10 business days of equipment delivery.

The training itself shall be conducted over 1-2 days and must ensure personnel are proficient in operation, troubleshooting, and maintenance, enabling them to safely, independently, and effectively operate the system. The training objectives should enable personnel to be adequately trained to obtain:

• Automated vehicle lengths, widths and heights.

• Automated vehicle axle weights, gross weights, and center of balance.

• Automated gross weights of 463L aircraft pallets.

• Summary weighing reports.

4. SITE VISITS & BASE ACCESS

There will NOT be a site visit for this acquisition. Sufficient information should be available to alleviate the need for a site visit.

Upon award of the contract, the awardee shall submit all required documentation to obtain base access for all essential employees performing work under this contract.

Vetting of personnel typically takes 3-5 business days following the submission of a complete documentation package. The contractor shall direct any inquiries regarding specific base access requirements to the Contracting Officer's Representative (COR).

Contractor access to the worksite shall be limited to the hours of 0730-1630, Monday through Friday.
