About this file
This document is a Statement of Work (SOW) for Weigh in Motion Portable Scales and Automated Cargo Measuring Systems for the Air Force Logistics Enterprise at Scott Air Force Base. The requirement calls for procurement of 67 complete systems across multiple locations, including CONUS, Pacific Air Forces (PACAF), United States Central Command (CENTCOM), and United States Air Forces in Europe (USAFE). The systems must provide dynamic and static vehicle weighing with +/- 1% accuracy, include laser measuring capabilities, generate automated reports, and interface with military load planning IT systems like LOGMOD, CMOS, and TCAIMS II.
Key technical specifications include four static/dynamic weighing platforms (42 in x 24 in x 1 in) with 40,000 lbs per axle capacity, a rugged all-weather CPU, and the ability to weigh and profile multiple vehicle types simultaneously. The systems must be standalone, with no network or wireless connectivity, and software updates manually pushed via CD-ROM. The vendor will be responsible for initial system assembly, calibration, on-site training (1-2 days), and providing a three-year warranty. The opportunity is currently in a sources sought phase, seeking potential vendors to demonstrate technical capability for this requirement, with the previous contract held by Intercomp Company, a small business.

Statement of Work Weigh in Motion Portable Scales Automated Cargo Measuring System Scott Air Force Base, IL
1. PURPOSE
Provide and certify four Weigh in Motion Portable Scales and Automated Cargo Measuring Systems, meeting functional and operational requirements for the Air Force Logistics Enterprise.
2. PERFORMANCE
The vendor shall supply all material, equipment, and labor necessary to provide four Weigh in Motion Portable Scales and Automated Cargo Measuring System IAW the specifications outlined in this SOW. All equipment supplied and assembled shall be new. All components shall be warrantied for three years from the date delivered. Warranty calls for service and parts within three years and shall be completed at no additional cost to the Government. The system shall include the following:
Portable Weigh-in-Motion and Profiling System in accordance with the following salient characteristics:
i. Weigh-in-Motion and static weighing of all types of vehicles within dynamic accuracy of +/- 1% - 95% Confidence Interval (CI) must allow for tare/gross/net weights of loaded, unloaded and towed vehicles for rapid processing without stoppage or delay. Must allow static weighing of all forms of vehicles. All weighing data from scales must be automatically sent to a central CPU (no manual entry of weight data).
ii. Four Static/Dynamic platforms minimum L 42 in X W 24 in X 1 in thick each, minimum of 40,000 lbs. capacity Per Axle.
iii. Full Laser Measuring System providing L x W x H of all types of vehicles to static and dynamic accuracy +/- 1% 95% (CI). All weighing data from scales must be automatically sent to a central CPU (no manual entry of weight data).
iv. Capability to simultaneously weigh & profile dual axle vehicles, multi-axle vehicles, and towed equipment to stated accuracy in item #1.
v. Provide rugged CPU with capability to build a unique file of automatic inputs from scales, lasers, Radio Frequency Identification (RFID). All Weather CPU must be resistant to sand, snow, windblown rain, temporary submersion, ice formation, debris and liquids.
vi. Automatically imports equipment lists from the LOGMOD, CMOS, TC‐AIMS II, and military load planning IT systems. CPU to build a unique data record combining automatic inputs from scales, lasers, RFID, 2D Bar code reader and populate data to equipment lists, including individual records for towed and nested configurations and required center of balance measurement for all items, and export to CMOS, GATES, ICODES, or TC‐AIMS via direct interface. No manual mapping of fields or manipulation of files to accomplish import and export to military load planning IT systems. Prints records containing all data on equipment ID file that is input to CMOS, GATES, or TC‐AIMS II. Deployable/Air Transportable (able to be loaded on a 463L Aircraft Pallet [L108xw88] used for air transportation).
vii. Must have approved user manual for calibration. Provide clear and concise instructions for safe and effective operation and maintenance.
Total number/quantity of complete systems to be shipped:
43 for delivery to Contiguous United States (CONUS) locations 22 for delivery to Pacific Air Forces (PACAF) locations 1 for delivery to United States Central Command (CENTCOM) location 1 for delivery to United States Air Forces in Europe (USAFE) location
All systems must be capable of operating as a standalone system that will not be connected to the Air Force Network or internet. Bluetooth and/or wireless systems are not permitted. All software updates and file transfers will be pushed manually via CD-ROM.
The vendor shall work towards innovative initiatives. The specific requirements to be a solely standalone system is rescinded when the capability to operate on the Air Force Network is achieved. The requirement to update software manually will also be rescinded when this capability can receive updates when pushed out from the vendor through digital means.
3. MAINTENANCE
The contractor shall be responsible for initial assembly of the profiling system and test the system to ensure static and dynamic accuracy specifications are achieved. Initial scale calibration certification will be provided to the government upon delivery, as well as any manuals and maintenance documents.
4. TRAINING
The vendor shall coordinate with government personnel to provide necessary on-site training, with scheduling to be completed within 10 business days of equipment delivery. The training itself shall be conducted over 1-2 days and must ensure personnel are proficient in operation, troubleshooting, and maintenance, enabling them to safely, independently, and effectively operate the system. The training objectives should enable personnel to be adequately trained to obtain:
· Automated vehicle lengths, widths and heights.
· Automated vehicle axle weights, gross weights, and center of balance
· Automated gross weights of 463L aircraft pallets
· Summary weighing reports
5. SITE VISITS & BASE ACCESS
There will NOT be a site visit for this acquisition. Sufficient information should be available to alleviate the need for a site visit.
Upon award of the contract, the awardee shall submit all required documentation to obtain base access for all essential employees performing work under this contract. Vetting of personnel typically takes 3-5 business days following the submission of a complete documentation package. The contractor shall direct any inquiries regarding specific base access requirements to the Contracting Officer's Representative (COR). Contractor access to the worksite shall be limited to the hours of 0730-1630, Monday through Friday.
6. SUBMITTALS
The contractor shall provide the following information:
· Technical data and specifications for the Government to make a Technical Acceptable determination
· Anticipated service life data, recommend system servicing intervals and repair manual information
· International Organization for Standardization (ISO) 9001 Certification
