Kimley-Horn Submittal for Plant City RFQ 21-020EN-FC
This is a professional services submittal document from Kimley-Horn and Associates, Inc. to the City of Plant City, Florida, in response to a Request for Qualifications (RFQu) for continuing professional consulting services in engineering and surveying disciplines. The City seeks qualified firms to provide on-call support for planning, design, permitting, bidding, construction administration, and related services for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. The procurement encompasses seven discipline categories: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Firms must submit separate responses for each discipline category of interest, with submissions limited to 50 pages. The proposal deadline was May 21, 2026, at 2:00 p.m. via the City's e-Procurement Portal, with evaluation committee meetings scheduled for May 27, 2026.
The resulting continuing contracts are effective upon issuance and extend for three years with renewal options for two additional two-year periods at the City Manager's discretion. Fees remain firm for the initial contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. Respondents must demonstrate compliance with all applicable federal, state, and local laws, including E-Verify employment verification requirements, and maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage. The City offers local preference points (1.5% of total score) to respondents maintaining a physical office within Plant City with at least two full-time employees, current Florida business tax certification, required professional licenses, and six months of prior establishment. No minimum work volume is guaranteed, and the City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise.
