About this file

This is Addendum #1 to an RFP issued by NC State University's Biological and Agricultural Engineering Department for construction services to install floating wetland islands at the Brunswick County Government complex in Bolivia, North Carolina. The project involves designing, sourcing, and installing floating wetland island systems on two wetponds—the North Pond (550 square feet coverage) and South Pond (1,300 square feet coverage)—to improve water quality performance. The contractor must source and install wetland vegetation at a minimum planting density of 0.5 stems per square foot, provide anchor systems, and complete the project within six weeks from award (estimated November 2026). Questions were due October 5, 2026 at 5:00 p.m., with proposals due October 22, 2026 at 2:00 p.m. No pre-proposal conference is planned or required for proposal eligibility; however, bidders are encouraged to conduct independent, unescorted site visits at their convenience prior to submission. The cost proposal must be submitted as a lump-sum price covering all mobilization, travel, permitting, site setup, cleanup, materials, planting labor, and warranty for both locations.

The addendum addresses critical corrections and clarifications to the original RFP. The primary correction revises the plant and structural warranty period from twelve (12) months to six (6) months post-acceptance, as reflected in the Cost Proposal spreadsheet. The contractor must demonstrate a minimum of three years of in-depth experience and provide three relevant project references from similar work completed within the past three years. Insurance requirements include Workers Compensation (minimum $500,000 employer's liability), Commercial General Liability ($1,000,000 combined single limit), and Automobile Liability ($1,000,000 combined single limit). Evaluation criteria weight technical proposals at 60% (40 points for project approach and resources; 20 points for qualifications and experience) and cost proposals at 40%. Bidders must acknowledge receipt and understanding of this addendum by signature and return it with their proposal response; failure to do so will result in the proposal not being considered for award.

ADDENDUM #1

TO: POTENTIAL RESPONDING SUPPLIERS

FROM: Kristen Shelton, NCCM, CPPB Procurement Specialist

DATE: September 28, 2026

SUBJECT: NC State University RFP #63-KGS1189177 Installation of Floating Wetland Islands (Construction Services)

This addendum is issued for corrections and as a result of questions raised on the above referenced request for proposal. This addendum is part of the bid process and must be returned with your proposal response. Failure to include this addendum with your response will cause your proposal to not be considered for award.

SECTION 1: RFP CLARIFICATIONS & CORRECTIONS

1. Warranty Period Correction:

● Discrepancy: Text in Section 3.2 and Section 7, Item 5 of the RFP incorrectly references a twelve (12) month warranty period for plant and structural elements.

● Correction: The required Plant & Structure Warranty period is six (6) months post-acceptance, as correctly reflected in the Cost Proposal spreadsheet. Sections 3.2 and Section 7, Item 5 of the RFP narrative are hereby amended to reflect a six (6) month warranty period.

SECTION 2: VENDOR QUESTIONS AND ANSWERS

Question 1: The execution page includes a certification that the contractor has attended a “pre-proposal conference.” However, the RFP does not identify a conference date. Could NC State please clarify whether:

1. A pre-proposal conference is planned;

2. Attendance is required for proposal eligibility; and

3. Contractors who have not attended should certify the applicable statement on the execution page?

Answer:

1. No pre-proposal conference is planned.

2. Attendance is not required. As noted at the end of Section 3 of the RFP, the site is publicly accessible, and suppliers are encouraged to conduct independent, unescorted site visits at their convenience prior to proposal submission.

3. The pre-proposal conference certification line on the Execution Page has been struck out (redlined) in the RFP documents. Bidders do not need to certify attendance at a pre-proposal conference. Bidders should complete and sign the Execution Page as provided, leaving the struck-out section as-is.

Please sign, date and return this addendum with your proposal response. Failure to return this addendum will cause your response to not be considered for award.
