About this file
This is an addendum to a bid solicitation for Underground Trenching and Conduit Services issued by the Florida Keys public entity. Addendum 2 modifies the original specifications and requirements for the project, which involves underground trenching and conduit installation services. The addendum clarifies technical specifications, performance requirements, and bid submission procedures for contractors interested in providing these utility infrastructure services. Specific details regarding quantities, timelines, site visits, and bidder conferences should be referenced in the original bid documents, as this addendum serves to supplement and amend those initial specifications.
The addendum addresses modifications to pricing terms, technical requirements, and compliance standards established in the original solicitation. It may include clarifications on contract terms, insurance requirements, bonding, and other administrative or technical adjustments necessary for bid evaluation and contract award. Contractors should review this addendum in conjunction with the base specifications document to ensure complete understanding of all requirements, evaluation criteria, and conditions governing the bidding process and subsequent contract performance.

KEYS BID 13-26 SPECIFICATIONS FOR UNDERGROUND TRENCHING AND CONDUIT
SERVICES
Addendum 2
Questions and Answers:
1. Given that this is a unit-price on-call contract, please describe how Keys Energy intends to issue and schedule work assignments, including advance notice and anticipated work volume per month.
Please see Addendum 1 Question 18.
2. Can you provide a few sample work orders?
Unavailable to provide currently.
3. For the required 100% Performance and Payment Bond, does “Total Contract Amount” mean the annual evaluated total, three-year base term, or full potential five-year term?
The Performance Bond shall be in an amount equal to (one hundred) 100% of the Total Contract Amount, three-year base term.
4. Confirm whether permit/agency-review delays, utility conflicts, design changes, or KEYS inspection availability extend the three-week completion deadline.
Yes, confirmed.
5. Item 1 (Open Trench, two 4-inch PVC): Please confirm the assumed trench dimensions, concrete envelope clearances beyond the 4-inch minimum, and conduit spacing so all bidders price a common section. Are conduit spacers/chairs contractor-furnished?
All bidders must price the trench based on the exact dimensions, clearances, and conduit spacing shown in the Typical Underground High Voltage Duct Bank Cross Section drawing.
Yes, conduit spacers/chairs are contractor-furnished and must be included in your unit pricing.
6. Difficult excavation: The Specifications state unit prices include dewatering and deeper or difficult digs. Please confirm whether rock excavation, unforeseen subsurface obstructions, and handling/disposal of contaminated soil are included in the unit prices or paid as Extra Work by Change Order.
No, separate change orders will not be issued for these conditions. The contractor’s unit pricing must include all labor, materials, equipment, overhead, and disposal costs necessary to complete the work under local conditions.
7. Restoration (Items 16 and 17): Are the asphalt (200 SF) and sidewalk (100 SF) quantities annual estimates? Please confirm whether restoration can require full-lane milling and overlay or is limited to trench-width patch back to existing conditions.
Annual estimates.
8. Crew Hours (Item 18): Please confirm the crew composition and equipment the hourly rate is expected to cover (for example, a two-person crew with truck versus a full trenching crew with excavator and compactor).
See addendum 1 question 18.
9. Bid security: The Proposal Page references a bid bond or cashier's check. Is bid security required with the proposal, and if so, what amount or percentage?
A bid bond is not required for this solicitation.
10. Performance and Payment Bond: Please confirm the bond basis is 100 percent of the Total
Estimated Annual Price (Item 20) for a one-year, renewable term.
The Performance Bond shall be in an amount equal to (one hundred) 100% of the Total Contract Amount, three-year base term.
11. Licensing: Please confirm whether City of Key West, Monroe County, and/or Florida DBPR licensing must be in place at bid submission or may be obtained after award.
Permits would be on a project by project basis after award, if required.
12. Insurance: Please confirm whether the 2,000,000 dollar General Aggregate must be on a per-project basis, and confirm the exact additional-insured entity name (Utility Board of the City of Key West, Florida).
Per-project. Utility Board of the City of Key West, Florida is acceptable.
13. Submission format: For VendorLink and DemandStar, do you prefer a single combined PDF or separate files per form? Must the Proposal Page be submitted on the KEYS-provided form, or is an equivalent typed schedule acceptable?
A single combined PDF is preferred. Proposal Page must be submitted on the KEYS-provided form.
14. Addenda: Please confirm the total number of addenda issued to date so we can acknowledge all of them.
Addenda 1 and Addenda 2.
15. Adder items: Please confirm that pricing all adder items (including those not summed into
Item 20) does not render the proposal non-responsive, and that No Bid is only required where a bidder declines an item.
Yes, this is confirmed. Bidders are expected to provide unit pricing for all adder items listed on the schedule
16. Communication conduits (Item 6): For the two 4-inch communication conduits, will KEYS accept HDPE (SDR-13.5) conduit in lieu of Schedule 40 PVC for the communication ducts only? We understand the primary 15kV conduits are to be Schedule 40 PVC per the Specifications; this question pertains solely to the communication duct line item.
No. If alternates are being proposed in submittals, please clearly list the exception.
17. Is cold patch asphalt acceptable for the repair work associated with Item 16?
No.
18. This project may fall under one of three standards/agencies—Monroe County, the City of Key West, or FDOT. Since repair requirements can vary between these agencies, should we provide alternate pricing for each applicable standard?
See addendum 1 question 6.
19. Does the high-voltage trench require wood formwork? If so, please provide additional details regarding the required formwork configuration and specifications.
20. How should we account for the potential two-year contract extension referenced in the bid documents? Will the bid form be revised to accommodate extension pricing, or is an escalation factor permitted?
Bidders should base their pricing on the current rates for the initial contract term.
If KEYS decides to exercise the option for the two-year contract extension, any potential price adjustments or escalations for that extension period will be reviewed and negotiated at that time, subject to the terms in the contract documents.
21. Is the contractor responsible for providing both geotechnical services and surveying under this contract?
22. Does Item 1 include the 4/0 copper ground material shown in the details associated with Item 10, or should this material be excluded from Item 1 and priced separately under Item 10?
The 4/0 copper ground should be excluded from item 1 and included in item 7.
23. Drawing I shows a type I type transformer foundation are we to assume type 2 is similar as it is not provided in the Specifications?
Drawing I is single phase. Drawing J is 3 phase.
24. Can you please specify the standard referred to in items 8 and 9 for concrete slab wire mesh?
Bidders are expected to provide standard wire mesh reinforcement that complies with standard local building codes for a 4-inch concrete slab on grade.
25. Any curb restoration to be priced in this bid?
26. I’m just reaching out to verify that there are no actual job prints in the bidding of this contract. We are to submit a bid for unit pricing using the specs that were provided. Is this correct?
Yes, that is correct. There are no project-specific prints or plans for this contract. Please submit your unit pricing based solely on the items listed in the proposal page and the provided specifications
