About this file
This document is Addendum 1 for KEYS Bid 06-25, issued by Keys Energy (KEYS) in Florida, concerning specifications for base camp services during emergency situations. The addendum provides clarifying responses to 11 specific questions about the bid requirements, including details about dining spaces, meal provisions, laundry services, restroom and shower facilities, and document submission guidelines. The base camp services are intended to support KEYS employees and mutual aid partners during emergency scenarios, with an estimated potential support for approximately 75 personnel.
The bid specifications indicate that contractors must provide comprehensive base camp services, including hot breakfast and dinner meals, same-day laundry service, and full wraparound services for restroom and shower facilities. KEYS has expressed a preference for a single base camp location and clarified that no residents will be supported, only employees and mutual aid partners. The bid allows for alternative solutions and price sheets to be submitted alongside the primary proposal, and contractors are advised that pricing shall remain valid for 120 days from the due date. KEYS has no preference for local or small business providers and does not anticipate needing additional services beyond those described in the solicitation.

KEYS BID 06-25 SPECIFICATIONS FOR BASE CAMP SERVICES DURING
EMERGENCY SITUATIONS
Addendum 1
Questions and Answers:
1. Is the contractor required to provide dining space?
Yes. Contractors should provide options as well as the use of KEYS’ on-site location.
2. Are breakfast and dinner meals to be provided as "hot meals"?
Yes.
3. It appears that laundry service is "same day pick up". Is there an estimated number of personnel we would be supporting?
No. Depends on the storm and number of mutual aid partners present. KEYS’ employees alone would likely account for approximately 75.
4. Do restroom and shower facilities require full wraparound services from the contractor?
(water/wastewater removal/power, etc.)
5. Can Keys Energy confirm whether all files should be provided in one single response document, or whether you would prefer files (technical response, signed forms and statements, pricing, etc.) provided separately?
One single response document is preferred.
6. Terms and Conditions note that pricing shall be valid for 120 days from date of due-in but there is no instruction for where Offeror is to provide this validation. May Offeror place this validation on the Proposal Page (pricing) with other pricing details?
7. Please provide guidance or guidelines on how you would like us, as contractors, to present alternative line items or options in response to your requests. For example, if multiple sleeping bunkers are specified, how should we present alternative solutions, such as a single structure with different sleeping arrangements?
Alternative solutions with price sheet can be provided in addition to the proposal page.
8. Does KEYS anticipate needing services in addition to those described in the solicitation?
Not at this time.
9. Does KEYS prefer that contractors use local providers or small businesses if possible?
No preference.
10. Does KEYS have an estimate for the minimum or maximum number of residents that may need assistance at the basecamps?
Zero residents. These services will just be for our employees and mutual aid partners.
11. Does KEYS anticipate the potential for basecamps being needed at multiple locations at the same time?
Preference is for one location.
