About this file

This Addendum 1 document to KEYS Bid 03-26 provides clarification on flood designation requirements for the Ralph Garcia Steam Plant locker room and bathroom renovation project in Key West, Florida. The addendum addresses a critical technical specification regarding equipment elevation in relation to current flood zone mapping. The current flood zone designation is AE9 (NGVD29), with equipment bottoms required to be positioned at 10.0' NGVD29. Given that the current grade is approximately 7.0' NGVD29, contractors should assume the bottom of equipment must be elevated 4 feet 6 inches above adjacent grade. This elevation requirement accommodates the current flood criteria and provides contingency for potential adoption of revised FEMA flood maps in the future.

This addendum represents an important clarification issued in response to bidder questions prior to the March 20, 2026 proposal submission deadline. The specification ensures that all renovated locker room and bathroom facilities will meet current federal flood elevation standards and maintain compliance should regulatory requirements change. Contractors must incorporate this 4'-6" elevation requirement into their design, material specifications, and cost estimates when preparing sealed proposals for submission to Keys Energy Services.
